Mr. Ta Nam Chien, Chairman of the People's Committee of Ba Dinh District, has just reported to the People's Committee of Hanoi and the Department of Construction about the "castle" with many violations of construction order on Doi Can Street (Doi Can Ward) of a famous "tycoon" in the capital.
The Chairman of the People's Committee of Ba Dinh District said that the above building was built at 84 Doi Can, with Mr. NHĐ., Mr. NAT, and Ms. VTTN as investors.
According to Mr. Ta Nam Chien, in February 2021, the People's Committee of Ba Dinh District granted a license to the above 3 individuals to build a project with a scale of 7 floors and 1 basement (excluding the mezzanine and elevator shaft). The height of the project is 24.9m, calculated from the planned pavement level to the roof floor of the 7th floor.
"During the construction process, the People's Committee of Doi Can Ward and the Urban Construction Order Management Team of the district discovered that the construction was not in accordance with the construction permit," said Mr. Ta Nam Chien.
Mr. Ta Nam Chien pointed out the violations of the above project as expanding the mezzanine floor area, building on the skylight, not complying with the setbacks on the 5th, 6th, and 7th floors; expanding the elevator shaft area, having a technical area and a cross-roof on the elevator shaft roof, and increasing the height of the floors.
"The construction work that violated the above-mentioned license content was recorded as an administrative violation by the Doi Can ward urban construction order management team on November 24, 2023," said Mr. Ta Nam Chien.
According to Mr. Ta Nam Chien, upon receiving the report from the People's Committee of Doi Can Ward and the Urban Construction Order Management Team on the violations of the above project, the People's Committee of Ba Dinh District directed relevant units to establish a file to handle violations of construction order in accordance with the provisions of Decree 16 of the Government on administrative sanctions.
According to the construction permit issued by Mr. Ta Nam Chien, Chairman of Ba Dinh District People's Committee in February 2021, the project is built on a 301.3m2 plot of land, divided into two 4-storey and 7-storey building blocks with an attic.
Specifically, the 4-storey building located at the front of the project has a construction area of 58.7 square meters, on a plot of land of 68.28 square meters.
In the license, this 4-storey building is located within the area's traffic expansion boundary and has been granted a land use rights certificate, allowing construction.
The building block has 7 floors and 1 basement (excluding mezzanine and elevator shaft) with a first floor construction area of 191.4m2, on a land plot of 233.02m2.
It is known that the first floor of the 7-storey building has an area of 31 m2 used as a yard, garden, open space, to get light, and there is no roof above.
