In recent days, Facebook has been buzzing with the story of a parent whose 2-year-old child studying at a private kindergarten refused to pay 400,000 VND in fund fees and was asked by other parents to transfer their child's class or school.

Specifically, on Facebook, the MM account wrote: "Today, I would like to flex to show everyone my child going to 2-year-old kindergarten. One fine day, I was added to my child's class group and I saw that the class group was collecting 400,000 VND (400,000 VND, everyone) and the expenses below the photo. Everyone can see the photo I posted. (I would like to reiterate that this is an additional fee that parents propose to collect, and all other fees and school fund fees are as prescribed by the school, I have paid in full)".

"I do not agree to pay the fund, and in the group, people said that if I do not agree to pay the fund, my child can transfer schools. If I do not pay the class fund, my child can transfer classes. If my child cannot transfer classes, it means my child will be left out... In one year, I had to pay 2.7 million VND for each child at the beginning of the semester, so I ask permission not to pay other unreasonable fees collected by the school. (I am talking about the parents' association of my child's class, not the school, so please do not misunderstand)," according to MM's post.

MM's post included screenshots of text messages of heated debates between her and the parents.

Ms. MM refused to pay the 400,000 VND class fund because she thought it was "unreasonable". However, other parents reacted strongly to Ms. M's decision. Some even said that if Ms. M. did not agree to pay the fund, she could transfer her child to another school or class, or if she did not transfer her child, if the class held a birthday party for a child, the child who did not pay the fund would "sit in a corner".

Through research, the debates were from parents whose children are studying at Cherry class, Einstein Academy (Dong Hung District, Thai Binh Province).

On October 12, Ms. M. met with the principal to present her case and the principal commented that this fund was unreasonable.

Responding to Thanh Nien Newspaper reporters on October 14, Mr. Tran Duc Cuong, Head of the Department of Education and Training of Dong Hung District (Thai Binh Province), said he had learned about the incident. Mr. Cuong said: "I have instructed the school owner to meet with that group of parents, analyze for them to understand the issue of paying class funds, and at the same time, they should not use such offensive words when communicating."

According to Mr. Cuong, the incident happened in a small group in a class. The school called each parent. This afternoon (October 14), they will hold a parent meeting to clarify this issue and unify the parents' thoughts.

Mr. Cuong emphasized that in the parent meeting this afternoon, the school principal will emphasize that he does not agree with the class funds collected outside the school. The school will also explain clearly so that parents can understand this issue and resolve any problems.

Head of the Department of Education and Training of Dong Hung District also analyzed that in Circular No. 55 of 2011, the Ministry of Education and Training stipulates that the parent representative committee is not allowed to establish its own fund.

When Thanh Nien Newspaper reporter raised the issue of the parents' representative committee being likened to an extension of the school to collect illegal fees, Mr. Tran Duc Cuong stated that this may have happened in some public schools. However, this is a private school, the school does not need parents to invest or mobilize anything else.
