On the afternoon of March 25, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) met to discuss and give opinions on the results of implementing the General Secretary's Conclusion since the 27th meeting of the Steering Committee. At the meeting, the Standing Committee of the Steering Committee reviewed and commented on the results of reviewing projects and works that were behind schedule, prolonged, ineffective, causing great loss and waste; the results of directing the handling of a number of cases and incidents according to the Conclusion of the Steering Committee and the Standing Committee of the Steering Committee; the results of directing the handling of limitations, difficulties, and inadequacies in the work of appraisal, asset valuation, and asset recovery related to cases and incidents under the monitoring and direction of the Steering Committee; the results of reviewing the Party's guidelines and policies on preventing and combating corruption, waste, and negativity issued since the beginning of the 13th term that have not yet been institutionalized.

The Standing Committee of the Steering Committee assessed that Party committees, Party organizations, and functional agencies have made great efforts, closely coordinated, and seriously and effectively implemented the Conclusion of the General Secretary and Head of the Steering Committee. The work of preventing and combating corruption, waste, and negativity continues to be implemented resolutely and systematically, without any forbidden areas or exceptions, increasingly better meeting the requirements of Party building and socio-economic development of the country.

Since the 27th Session, the prosecution agencies nationwide have initiated and investigated 1,132 cases, prosecuted 1,201 cases, and tried 756 cases at first instance on corruption, economic and position crimes. Regarding the cases and incidents under the supervision and direction of the Steering Committee, 1 new case has been initiated; 25 additional defendants in 7 cases have been prosecuted; 3 cases with 76 defendants have been investigated; 1 case has been supplemented with additional investigation conclusions...

The Central Inspection Commission, Party committees and inspection committees at all levels have completed inspections and strictly handled violations by Party organizations, cadres and Party members related to cases and incidents occurring at AIC Company, Phuc Son Group and Thuan An Group according to the conclusion of the Steering Committee.

Through inspection, 381 party organizations and 819 party members have been disciplined, and disciplinary action has been recommended; including 57 officials under the Central Committee's management. Since the beginning of 2025, the Politburo, the Secretariat, and the Central Inspection Committee have disciplined 4 officials under the Central Committee's management.

The Government and the Prime Minister have focused on leading and directing ministries, branches and localities to review and handle projects that have been delayed and are at risk of loss and waste. Through reviewing and classifying and handling 1,315 public investment projects, non-budgetary investment projects, and PPP projects with difficulties and problems. Some localities have proactively included a number of wasteful cases in the list of provincial Steering Committees for Anti-Corruption, Waste and Negativity for monitoring and direction to focus on handling them thoroughly.

Party committees and organizations have paid attention to leading and directing the review, amendment, supplementation and completion of Party institutions and State laws, focusing on institutions and laws related to the organization and operation of agencies after reorganization and streamlining; reviewed and overcome loopholes and shortcomings, removed many bottlenecks and bottlenecks, created momentum for innovation, creativity, socio-economic development and improved effectiveness in preventing and combating corruption, waste and negativity...

Also at the Meeting, the Standing Committee of the Steering Committee agreed to put a number of cases and incidents with signs of waste under the supervision and direction of the Steering Committee, including: The case of "Violating regulations on management and use of State assets causing loss and waste" related to violations at the Project of the Operation and Trade Center Building, Vietnam Cement Corporation (VCEM); Hoi Xuan Hydropower Project, Thanh Hoa Province; Project to build the headquarters of the Ministry of Foreign Affairs; Sub-project 2 (Lim - Pha Lai), belonging to the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project.

Concluding the meeting, General Secretary To Lam emphasized that in the coming time, the Party and State will simultaneously implement many important revolutionary policies and decisions to develop the country. Therefore, the work of preventing and combating corruption, waste and negativity must closely follow and effectively serve the country's political tasks; synchronously and drastically deploy solutions to prevent, detect and handle corruption, waste and negativity in conjunction with the implementation of socio-economic development goals, ensuring the highest national and ethnic interests; prioritize the recovery of maximum assets for the State; prioritize civil and administrative handling, and finally criminal handling.

The General Secretary requested to step up the prevention and fight against corruption, waste and negativity in conjunction with completing the arrangement and streamlining of the apparatus and administrative units at all levels of the political system. Party committees and leaders at all levels must closely direct, strengthen inspection and supervision, absolutely not allowing the occurrence of "lobbying", "group interests", corruption, waste and negativity in personnel work and in the arrangement and use of headquarters and public assets; correcting the mentality of waiting, delaying the resolution of work, causing congestion, wasting time, effort and money of the State, people and businesses.

The Government Party Committee directed the urgent completion of a general review of public assets of agencies, units and localities nationwide to have a plan for management, arrangement and use after the reorganization and streamlining of the apparatus and administrative units at all levels, ensuring efficiency, right purpose, no loss, waste, corruption and negativity. Complete the handling in 2025 of public real estate facilities that are not used, used ineffectively or used for the wrong purpose.

Sectors and localities synchronously implement solutions to prevent corruption, waste, and negativity, focusing on promoting comprehensive digital transformation according to Resolution No. 57 of the Politburo. Strongly reform administrative procedures on the basis of digital transformation and application of artificial intelligence (AI), innovate management and operation methods, enhance publicity, transparency, accountability, limit contact, completely eliminate the disease of harassment and annoyance, while reducing compliance costs and improving labor productivity. Promote non-cash payments to effectively control assets and income. Extensively and substantially implement tasks and solutions on education on thrift, integrity, impartiality, and impartiality; form a culture of integrity, no corruption, waste, and negativity among cadres, party members and people.

Requiring a clearer change in the work of preventing and combating waste, the General Secretary pointed out that it is necessary to focus on thoroughly handling projects that are behind schedule, have backlogs, are prolonged, and are ineffective, causing great loss and waste, contributing to mobilizing and effectively using resources to serve the economic growth target of over 8% in 2025 and double digits in the following years.

The Government, ministries, branches and localities have the following tasks: Thoroughly review, clarify the causes of delays, prolonged backlogs and propose solutions, clearly define the authority to handle each project, avoid shirking responsibility, promptly put projects into operation and use; complete the solution before June 30, 2025. Issue the Inspection Conclusion and direct the removal of difficulties and obstacles, put Bach Mai Hospital 2 and Viet Duc Friendship Hospital 2 in Ha Nam province into use before December 31, 2025. Focus on removing difficulties and obstacles, promptly put into operation and use renewable energy projects and projects to solve flooding caused by high tides in Ho Chi Minh City. Conduct specialized inspections and audits in a number of localities with many projects and works using state budget capital, prolonged backlogs, high risk of loss and waste; Complete thematic inspection on waste prevention and control in management and use of real estate facilities managed by state agencies, organizations and enterprises in 2025.

Directing the task of summarizing the work of preventing and combating corruption, waste, and negativity during the 13th Congress term, supplementing and perfecting the implementation direction during the 14th Congress term, the General Secretary requested that in the immediate future, the review must be urgently completed and in 2025, the Party's policies on preventing and combating corruption, waste, and negativity mentioned at the 13th National Party Congress must be fully institutionalized. At the same time, focus on inspecting, investigating, and thoroughly handling corruption, waste, and negativity cases and incidents related to the personnel of Party congresses at all levels and the 14th National Party Congress; In particular, investigate and thoroughly handle cases and incidents related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (phase II), Nha Trang airport project, etc. Strive from now until the end of 2025 to complete the investigation, prosecution, and trial of 21 cases, and complete the verification and handling of 5 cases according to the Steering Committee's Plan.

Regarding propaganda work, the General Secretary suggested that it must be diversified and go into depth to change awareness, encourage the participation of cadres, party members and people in preventing and combating corruption, waste and negativity; at the same time, strengthen the fight against and refute wrong and hostile viewpoints and arguments, taking advantage of preventing and combating corruption, waste and negativity to cause internal division and sabotage the Party and State, especially during the time of organizing party congresses at all levels towards the 14th National Party Congress.
