On March 5, Vinh Phuc Provincial Party Committee held a conference to announce the Vinh Phuc Provincial Planning for the period 2021 - 2030, with a vision to 2050. Attending the conference were Party Central Committee member, Deputy Prime Minister Tran Hong Ha.
The planning of Vinh Phuc province for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 158 dated February 6, 2024.
The plan aims to strive by 2030 to be among the leading localities in the country in terms of GRDP growth per capita; have synchronous and modern infrastructure, basically meeting the criteria of a type I urban area, as a premise to become a centrally-run city.
The economic structure shifts towards digital economy, circular economy, knowledge economy, sustainable development; is the nucleus promoting the development of modern industry and services in the Red River Delta; people have a high-quality, prosperous and happy life; have an advanced culture, rich in identity, harmoniously developed society, a clean and livable ecological environment.
By 2050, Vinh Phuc will be a centrally-governed city with a modern, green, clean and beautiful infrastructure system, with its own identity, a prosperous and prosperous society; a city with comprehensive development in all aspects of economy, society and environment; people with a high quality of life, happiness; an advanced culture, a clean and livable ecological environment; national defense and security are maintained, political security, social order and safety are ensured...
Speaking at the Conference, Deputy Prime Minister Tran Hong Ha acknowledged and commended the outstanding achievements that the Party Committee, government, army and people of Vinh Phuc province have achieved in recent times.
The Deputy Prime Minister said that in order to plan and implement effectively, the decisive factor is the pioneering spirit, creativity, aspiration, innovation and key lessons learned from the socio-economic development process of Vinh Phuc over the past many years.
The Deputy Prime Minister noted that the new planning is directional and needs to be further specified through economic and technical planning. In particular, Vinh Phuc must thoroughly recognize the bottlenecks and challenges that many localities and cities face when the development process negatively impacts environmental quality, educational infrastructure, social culture has not kept up, and the connection of road traffic infrastructure, urban railways, high-speed railways, and waterways is not synchronous.
The Deputy Prime Minister suggested that Vinh Phuc accelerate the transformation of its economic model towards a green economy, circular economy, and digital economy. The industrialization and urbanization process must aim towards green energy conversion and green technology selection.
Vinh Phuc needs to assess its readiness for green transformation, digital transformation, green infrastructure, growth quality, investment attraction, and human resources. Thereby, it will carefully prepare scientific and economic foundations and criteria to orient, mobilize, and attract investors.
Accordingly, Vinh Phuc needs to soon have green criteria on infrastructure, technology, and capital ratios in attracting investment. Enterprises and investors are the center and driving force of the green transformation process, research, deployment and technology transfer, with long-term and sustainable commitments. The attraction for investors is not land and cheap labor, but green infrastructure, smart connectivity, clean energy, environment, etc.
Besides, in order to become a center for innovation and high-tech industrial development of the whole country, Vinh Phuc needs to have a strategy to develop educational and training facilities based on the needs of investors in the process of digital transformation and green transformation.
The Deputy Prime Minister affirmed that the spirit of solidarity, unanimity, determination to innovate and create is the most important endogenous strength to help Vinh Phuc move towards the goal of becoming a centrally-run city with a modern, green, clean and beautiful infrastructure system, with its own identity, and a livable place.
