Vice Chairman of the Provincial People's Committee Trinh Truong Huy works with the Department of Information and Communications

On the morning of June 2, Vice Chairman of the Provincial People's Committee Trinh Truong Huy worked with the Department of Information and Communications (MIC) on some of the unit's work contents. Attending were leaders of the Department of Planning and Investment, Department of Finance, Office of the Provincial People's Committee, and Provincial Public Administration Service Center.

The leaders of the Department of Information and Communications reported on the results of the industry's work at the meeting.

In the past time, the Department has performed well the state management work in the fields of press, publishing, printing, distribution, radio, television, electronic information, foreign information, grassroots information, post and telecommunications, radio frequencies, industry, information technology, information technology application, network information security, electronic transactions, and digital transformation at the local level.

From 2022 to present, the Department of Staff of the Provincial Party Committee and the Provincial People's Council issued 3 resolutions, advised the Provincial People's Committee to issue 43 documents related to directing the promotion of digital transformation, network information security, and information security. The Department issued over 2,600 documents of all kinds to direct, guide, and orient state management, production, business, and information and communication activities.

Digital infrastructure and application of information technology (IT) in the province are continuously expanded, the quality of services is increasingly improved. Currently, there are telecommunications enterprises VNPT Cao Bang, Viettel Cao Bang, VMS Mobifone Cao Bang Branch, FPT Telecom Cao Bang Branch; 2 postal enterprises: Provincial Post Office, Viettel Post; 5 companies and organizations operating in the delivery business in the province; 3 enterprises providing pay TV services; 3 printing establishments licensed to operate according to regulations.

The provincial data integration and sharing platform (LGSP) was deployed, connected to the national data integration and sharing platform (NGSP) to meet the readiness to exploit the national population database; a specialized data transmission network connected to 100% of district and commune People's Committees; the provincial Intelligent Monitoring and Operation Center (IOC) was put into operation. The provincial public service portal provided 1,504 fully integrated and partially online public services, and provided 1,162 fully integrated and partially online public services on the national public service portal. IT and communication career activities achieved many positive results, especially the tasks of serving online video conferences, ensuring information and communication, and training in IT applications for cadres and civil servants.

Telecommunication network infrastructure is invested and built by enterprises, broadband fiber optic infrastructure is deployed to 100 communes on mobile network with 1,136 BTS station locations; total number of telephone subscribers in the whole network reaches over 600,000. Total postal and telecommunications revenue in 2022 reaches 735.3 billion VND; contributing nearly 30 billion VND to the State budget.

In the province, there are 2 press agencies, 1 magazine under the Literature and Arts Association, and the Journalist Special Edition; 2 central press agencies have representative offices, 3 central press agencies have assigned resident reporters in the province; 13 reporters from newspapers and magazines have assigned specialized staff to monitor the area. Following closely the direction and orientation of the Central Government and the province, the Department has performed well the state management of the press, especially important, complicated, and sensitive information; grasped the operation situation of press agencies according to their principles and purposes. External information and grassroots information work has been promoted.

From 2022 to present, 3 large-scale inspections on mobile subscriber management have been carried out; inspections of compliance with postal laws at 2 enterprises; and 7 petitions and complaints from citizens have been received and processed. In 2022, 23 decisions were issued to impose administrative fines of over 201 million VND; in the first 5 months of 2023, 4 individuals using Facebook social network accounts were administratively sanctioned with a fine of 30 million VND.

In the period of 2021 - 2025, the Department of Information and Communications was assigned to be the investor of 2 information technology application investment projects under the medium-term public investment plan for the period of 2021 - 2025: investing in building a specialized database system, building specialized databases, with a total investment of 25 billion VND, the project was approved for implementation from 2021 - 2023. Currently, the project items are being completed and expected to be completed and put into use in 2023.

The Department of Information and Communications recommends: The province directs the allocation of funds to ensure resources for implementing tasks under the Provincial Digital Transformation Project to 2025, with a vision to 2030. Directs relevant agencies, levels and sectors to develop and promulgate appropriate mechanisms and policies to encourage enterprises and economic sectors to invest in developing IT infrastructure; focuses on removing difficulties for enterprises in implementing administrative procedures, especially granting licenses to build BTS stations; gives due priority to investment in infrastructure development and IT application, and allocates capital for IT development. The Provincial People's Committee directs the People's Committees of districts and cities to annually allocate part of the budget for investment in infrastructure, equipment, maintenance, repair and upgrading of commune-level radio stations; Review and arrange the office and specialized vehicles to respond to emergency incidents related to information safety and security in the province and other professional tasks for the Center for Digital Technology and Communications...

At the meeting, leaders and delegates discussed and clarified difficulties, obstacles, limitations and contributed ideas on accelerating digital signatures, digital applications in work resolution; digital transformation for businesses; implementing training programs to raise awareness and digital transformation skills for departments, branches and businesses; organizational work...

Vice Chairman of the Provincial People's Committee Trinh Truong Huy delivered a concluding speech at the meeting.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Trinh Truong Huy suggested that in the coming time, the Department of Information and Communications should continue to do better in state management in all areas according to its assigned functions and tasks. Focus on innovation in thinking, coherence, flexibility, unity of will, solidarity and focus on providing solutions, overcoming limitations in conditions with many difficulties in human resources, funding, facilities and equipment. Pay attention to exchanging and learning from the experiences of localities in implementing state management contents in the field of information and communications, especially in digital transformation.

Focus on performing well the tasks of promoting IT application, building and developing e-government and digital government. Continue to advise the Provincial People's Committee on contents related to the projects that the Department is implementing so that the Provincial People's Committee can give timely, synchronous and effective instructions. The Department receives and advises the province to deploy training activities, foster and improve digital knowledge and skills on administrative procedures, one-stop shop...; implement the roadmap to merge the Public Service Portal and the "one-stop shop" system into a synchronous and effective administrative procedure settlement system.

Continue to urge agencies, units and localities to seriously implement Directive No. 13/CT-UBND dated September 7, 2022 on strengthening the direction and management of press activities; speaking and providing information to the press in the province. Urge the implementation of digital signatures to provide online public services throughout the process, ensuring the legal value of electronic documents. Effectively deploy the digitization of records and settlement of administrative procedures so that agencies, organizations, businesses and individuals can easily access and exploit them, ensuring compliance with procedures and regulations. Continue to coordinate in developing infrastructure to serve the maximum number of people, especially in remote and isolated areas. Strengthen solutions to ensure information safety and security in cyberspace...
