In order to achieve the goal of sustainable economic development associated with environmental protection, in recent years, Quang Ninh province has always paid special attention to forest development and protection. Up to now, Quang Ninh's forest area has reached more than 321,273 hectares, achieving a forest cover rate of over 45.5%.
Sustainable forestry development
As one of the localities with a large forestry land area in Quang Ninh province with more than 29,900 hectares of forest and forest land, up to now Mong Cai city has allocated and leased production forest land with more than 19,600 hectares, accounting for 68% of the total forestry land area. Forests have become an extremely valuable resource and environmental factor of Mong Cai and are considered green lungs to protect the ecological environment and develop sustainable socio-economic development.
According to the report of Mong Cai City People's Committee, from 2020 to now, the city has planted more than 2,300 hectares of concentrated forests, including more than 450 hectares of protective forests, more than 1,850 hectares of production forests and more than 80,685 scattered trees. The output of timber exploited from planted forests reached more than 100,000 tons and more than 1,000 tons of pine resin.
Currently, Mong Cai is implementing the Project of forest allocation and forest lease associated with land allocation and land lease for households, individuals and communities in the area. Accordingly, forest allocation and forest lease associated with land allocation and land lease are implemented in 4 communes: Hai Son, Bac Son, Vinh Trung, Vinh Thuc with 1,852.44ha and 3,480.78ha of forestry land for the Viet - Duc afforestation project.
Mr. Le Van Cuong, Head of the Department of Natural Resources and Environment of Mong Cai City, said: In 2025, Mong Cai City strives to plant 450 hectares of concentrated forests, including 100 hectares of large timber forests, including lim, giổi, and lát. Since the beginning of the year, Mong Cai City has planted more than 2,500 green lim trees and more than 30 hectares of large timber forests and protective forests. To protect and develop forests sustainably, Mong Cai City has directed specialized agencies, Forest Protection Department, Economic Department, People's Committees of communes and wards to propagate and mobilize forest owners to register for planting large timber forests and convert small timber forests to large timber forests. Along with strengthening forest protection, Mong Cai focuses on strictly managing the existing natural forest area; enclosing and promoting natural forest regeneration and restoration; promptly and effectively preventing forest degradation; improving socio-economic and environmental efficiency for production forests.
With a forestry area of 33,189.1 hectares, including: 15,485.3 hectares of protective forest, 17,703.8 hectares of production forest; forest cover rate reaching 59.8% is a strength in forestry development of Hai Ha district.
To promote forestry development, the district has established a Steering Committee to implement the plan for forest protection and development in each phase, and to direct and supervise forestry development programs, plans and projects in the district.
Hai Ha district promotes annual forest planting plans, increases the value of planted forests; at the same time, implements many programs and projects to conserve and develop sustainable forests, contributing to socio-economic development, environmental protection and improvement.
Since 2015, many people's afforestation programs and projects have been implemented, bringing about practical results; the economic efficiency of forests has increased significantly, creating jobs for thousands of workers, contributing to sustainable poverty reduction, especially the project of planting 5 million hectares of new forests and a number of afforestation projects of enterprises in the area. Every year, organizations, enterprises and people in the district plant 550-800 hectares of concentrated forests, protect, regenerate and protect thousands of hectares of protective forests, thereby increasing the forest area rapidly.
Mr. Vu Van Loc, Truc Bai Son Protective Forest Management Board, Hai Ha district, said: With the great benefits from forestry, the district focuses on directing functional units and localities to develop and implement a plan to plant production forests, trade large timber and convert small timber forests to large timber in the period of 2021-2025 with the goal of increasing the value of production and business of planted forests; bringing the average productivity of planted forests converted from small timber to large timber business to 12m3 or more/ha/year; increasing the average productivity of newly planted forests and replanted forests with fast-growing trees for large timber business to over 15m3/ha/year; bringing the proportion of large timber from 30-40% of current exploitation output to 50-60% in the following years.
From 2020, the district will develop a plan to plant large timber forests, striving to increase the area of large timber forests to 942 hectares, of which 500 hectares will be newly planted, and 442 hectares will be converted from small timber forests to large timber forests, mainly eucalyptus trees...
In particular, the Project to establish the Quang Nam Chau Species - Habitat Conservation Area was implemented according to Decision No. 2633/QD-UBND dated July 31, 2020 of the Provincial People's Committee by the Provincial Forest Protection Department in coordination with the Center for Remote Sensing and Information Technology (Institute of Forest Investigation and Planning, Ministry of Agriculture and Environment), with a scale of nearly 17,000 hectares in 7 communes of 3 districts: Binh Lieu, Hai Ha, Dam Ha, with the aim of assessing natural forest ecosystems, natural landscape values, biodiversity and overcoming difficulties and limitations in the protection and development of forest resources, strengthening environmental protection, and conserving biodiversity in the area. Thereby contributing to creating conditions for localities to develop sustainable forestry.
Linking forestry development with environmental protection
Sustainable forest development associated with environmental protection is one of Quang Ninh's important solutions to achieve the province's sustainable development goals. Accordingly, the province has issued many resolutions and policies to promote afforestation, typically Resolution No. 19-NQ/TU (dated November 28, 2019) of the Provincial Party Committee Standing Committee on sustainable forestry development in Quang Ninh province to 2025, with a vision to 2030. This is one of the first thematic resolutions in the country on sustainable forestry development, creating a premise for sustainable forestry development.
Along with that, Quang Ninh also has many specific policies and guidelines to encourage sustainable forestry development in the area; strengthen the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and water security assurance for the 2022-2030 period.
Identifying forestry as a specific economic and technical sector with a long production cycle, Quang Ninh has strengthened the planning and management of three types of forests. According to Decision No. 646/QD-UBND dated March 5, 2025 of the Provincial People's Committee on approving the results of monitoring forest developments and announcing the current status of forests in Quang Ninh province in 2024, the total area of forests and land planned for forest development in the province by the end of 2024 is 433,665.93 hectares, the area of forested land is 321,273.57 hectares, of which: The area of forests and forest land under special-use forest planning is 30,034.1 hectares; the area of forests and forest land under protection forest planning is 132,814.59 hectares; the area of forests and forest land under production forest planning is 270,807.23 hectares. The forest cover rate reaches over 45.5%.
Mr. Nguyen Van Bong, Deputy Head of the Forest Protection Department (Department of Agriculture and Environment), said: In order to develop sustainable forests associated with environmental protection, Quang Ninh province and the provincial Department of Agriculture and Environment are continuing to implement solutions for sustainable forestry development according to strategies, plans, and projects that have been and are being implemented, while focusing on implementing tasks and solutions to restore, reconstruct, and develop sustainable forestry in the forestry sector after storm No. 3 in the province. Sustainable forestry development is based on effective management and use of forest resources; harmonizing economic, social, and environmental protection goals; Turn forestry into a truly modern, effective, efficient and highly competitive economic and technical sector, linking in a chain from forest development, forest protection, forest use to processing and trading of forest products to increase forest value, rationally use natural resources, promote the potential of climate, land and comparative advantages of regions, ensuring harmony of national and local interests and people's interests. Quang Ninh is focusing on improving the quality and multi-use value of special-use forests, protection forests and production forests which are natural forests in order to promote the functions of each type of forest, conserve forest ecosystems, biodiversity, increase forest carbon reserves and prevent natural disasters, and respond to climate change.
Along with that, Quang Ninh continues to strengthen forest management and protection, promptly and effectively prevent and handle violations of the law on forest protection and development; strengthen inspection and supervision of forest fire prevention and fighting early, from afar, right from the grassroots level, considering this a key and continuous task; review and supplement forest fire prevention and fighting plans close to reality; arrange forces, means, and logistics ready to handle forest fire situations according to the 4-on-the-spot motto. Promote digital transformation, apply high and modern technology in forest management and protection, detect forest loss and forest fires early and effectively, maintain a regular regime of forest fire prevention and fighting according to regulations.
In particular, to develop sustainable forests associated with environmental protection, on September 26, 2022, the Provincial Party Committee issued Resolution No. 10-NQ/TU on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and ensuring water security in the period 2022-2030. Quang Ninh strives to plant at least 5,000 hectares of large-scale lim, giổi, and lát forests by the end of 2025. Every year, the Department of Agriculture and Environment advises the Provincial People's Committee to implement the target of planting large-scale lim, giổi, and lát forests in the decisions assigning socio-economic development plan targets to localities. From 2022 to present, the whole province has planted 4,258.7 hectares of lim, giổi, and lát forests, equal to 85.1% of the planting target of 5,000 hectares, of which: In 2022, 2,288.8 hectares were planted; in 2023, 1,078.3 hectares were planted; in 2024, 828.48 hectares were planted; by March 2025, 63.1 hectares were planted.
In 2025, the whole province strives to plant 31,847 hectares of concentrated forests, including 2,724 hectares of protective forests and 29,123 hectares of production forests, 2.4 times higher than the 2024 forest planting target, demonstrating the province's high determination in developing and restoring forestry production after the storm. By the end of the first quarter of 2025, the whole province had planted 15,332.9 hectares of concentrated forests, an increase of 410% over the same period, equal to 97.9% of the plan assigned by the Provincial People's Committee in the first quarter of 2025 and equal to 48.1% of the 2025 plan, of which the area of lim, giổi, and lát forests reached 63.04 hectares.
Quang Ninh's forests not only play a particularly important role in protection, watershed protection, coastal areas, biodiversity conservation, enhancing climate change adaptation, ensuring water security strategy, but also play an important role in transforming development methods from "brown" to "green"; harmoniously balancing industrial development, mining and environmental protection.
