Continuing the working program, on March 28, the Supervisory Delegation - Provincial National Assembly Delegation supervised the following units: Department of Agriculture and Environment, Provincial Economic Zone Management Board, Department of Finance and Department of Construction on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect in Quang Ninh province".
Participating in the monitoring delegation were delegates: Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; Tran Van Minh, Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment.
According to reports from units, since the Law on Environmental Protection 2020 took effect, environmental protection work in the province has achieved many positive results. Specifically, many policies, programs, plans and regulations on environmental protection have been issued; environmental protection awareness of all levels, sectors and people has been raised, the quality of living environment in many areas has been improved. Environmental protection in production and business activities has changed significantly; the level of increasing pollution and environmental degradation has been limited. State management activities on environmental protection and response to climate change have been strengthened, especially propaganda, inspection and supervision of compliance with environmental protection laws; completing 9 environmental targets set out in the Provincial Planning...
After listening to reports and exchanging opinions, clarifying the implementation of environmental protection policies and laws of the units, the monitoring delegation requested the departments and branches to continue to complete the report content. In particular, it is important to focus on assessing the current status of the Environmental Protection Fund's operations; clarifying the issues of controlling surface water quality, managing industrial solid waste, developing the carbon market and reducing greenhouse gas emissions... Along with that are the contents related to the circulation of production wastewater; licensing of aquaculture; organization of the state management apparatus and human resources for environmental protection after the organization and streamlining of the apparatus...
Regarding related recommendations and proposals such as the arrangement and use of resources for environmental protection; the collection and treatment of domestic waste; the development of laws on industrial parks and economic zones; decentralization and authorization in the organization of appraisal and approval of appraisal results of environmental impact assessment reports and some other contents, the monitoring team will synthesize and report to competent authorities, thereby contributing to the completion of policies and laws on environmental protection in the coming time.
