Responding to the activities of Youth Month 2025, in early March, Ha Long City Youth Union coordinated with the City Public Administration Center Branch to launch "Volunteer Saturday", supporting people to perform online public services and resolve administrative procedures. Within the framework of the program, activities took place such as: Training on digital transformation and online public services for young union members who are civil servants and public employees; introducing and guiding the installation of the I-SPEED application to Measuring the quality of 4G mobile broadband Internet access service in the city; launch support for account registration and online application submission on the public service portal, payment of fees and charges via bank transfer.
Secretary of Ha Long City Youth Union Nguyen Tuan Thang said: With a pioneering and enthusiastic spirit, the members of the Youth Union have guided and supported people in a timely manner to register, declare accounts for the first time, submit documents online, use the province's public service portal, and notarize necessary documents. In addition, the program also promotes propaganda about digital transformation, instructs people to use online public services, helping to save time and reduce complicated paperwork.
In order to improve digital capacity for young union members and people, Uong Bi City Youth Union also regularly propagates and mobilizes union members, association members and people to actively use the utilities of Project 06 and digital transformation; focusing on online public services and electronic identification accounts to replace traditional documents, changing habits from direct to online, from manual to electronic, digital, creating spread, unity and widespread support from the whole society.
Currently, Uong Bi City Youth Union is maintaining more than 90 youth volunteer groups to support digital transformation. Accordingly, it has guided and supported the implementation of more than 30,000 records through online public services at levels 3 and 4. Notably, in 2024, Uong Bi City Youth Union will implement an initiative to support people in building QR-Codes in the Phuong Nam lychee growing area, providing clear information about the origin, production process and product quality standards. Thereby, helping consumers easily access product information; creating trust and promoting the consumption of local agricultural products, while forming digital thinking in agricultural production for local people.
In Van Don, to support people in accessing digital utilities, the youth union at all levels in the district has also established and consolidated 79 "Youth Digital Technology" teams with 320 youth union members as the core to promote the effectiveness of administrative reform to more than 3,700 people, households and businesses in the area. Participated in guiding and supporting the installation of nearly 33,000 VNeID applications and national online public service accounts; electronic medical records, and introduced digital signature services. Along with that, propagandizing and guiding people to install and use the "Digital Citizen" application; participating in guiding and supporting the reception of more than 2,200 level 3 and 4 records. Up to now, the number of young people in the district using electronic payment accounts and applications on digital platforms has reached 94.75%.
In the coming time, the Provincial Youth Union Standing Committee will direct all levels of the Youth Union to continue implementing the project on "Promoting the role of youth in propaganda, mobilization, and guidance on online public services at levels 3 and 4"; supporting people to participate in using services and platforms brought about by digital transformation; implementing the model "Market 4.0 - Cashless payment"; digitizing historical relics, red addresses, etc.
