Attending the workshop were representatives of Universities, Academies, Research Institutes; land management units under the Ministry of Natural Resources and Environment; representatives of relevant Ministries, Departments, and Sectors; leaders of some districts of Thanh Hoa and Ha Tinh provinces and some enterprises in the field of Natural Resources and Environment.
Emphasizing that land is a special resource and an important asset of the nation, Deputy Minister Le Minh Ngan affirmed that the management and use of land in a reasonable, economical and effective manner; ensuring immediate and long-term benefits, protecting the ecological environment, and meeting the requirements of sustainable national development are always the consistent issues in perfecting the Party and State's land mechanisms and policies.
Up to now, the system of land policies and laws has basically solved the problems related to land use management in the context of the current national development and international integration. Land management has achieved important results, creating a synchronous and strict legal corridor for the rational, economical and effective use of land resources. However, after nearly 10 years of implementation, the 2013 Land Law has revealed some shortcomings, failing to keep up with the rapid changes in practice.
The Resolution of the 13th National Party Congress, Conclusion No. 81-KL/TW dated July 29, 2020 of the Politburo on ensuring national food security, Resolution No. 82/2019/QH14 dated June 14, 2019 of the National Assembly and Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee all set out the requirement to perfect land policies and laws to manage, use land resources economically and effectively, promote land resources for national development, meet the requirements of promoting industrialization and modernization; ensure national defense and security; protect the environment, adapt to climate change; create momentum for our country to become a high-income developed country.
In particular, Resolution No. 18-NQ/TW of the 13th Party Central Committee with 5 viewpoints, 3 general goals, 6 specific goals, 6 groups of solutions and 8 major policy groups in perfecting institutions, policies, laws on land and organizing implementation is an important political orientation for amending the 2013 Land Law to perfect the system of policies and laws on land in a synchronous, unified manner, consistent with the institution of developing a socialist-oriented market economy.
According to Deputy Minister Le Minh Ngan, to become an important internal force serving sustainable development, land must be exploited, managed, used, governed and protected in a scientific and reasonable manner. On the other hand, it is necessary to effectively use management tools to increase land use value, both to serve socio-economic development and to create a large, stable and sustainable source of budget revenue, ensuring security and national defense. Therefore, innovating land policies and effectively using policy implementation tools are essential to improve land management resources for socio-economic development.
Appreciating the idea of organizing the National Land Management Scientific Conference, the Deputy Minister said that the event is of great significance, contributing to bringing the dedicated opinions of scientists, experts, and managers to perfect land law policies in the context that the Government is perfecting the draft Land Law (amended) to submit to the 15th National Assembly for approval at the 6th Session (October 2023).
In her opening speech, Prof. Dr. Nguyen Thi Lan - Party Committee Secretary, Director of the Vietnam Academy of Agriculture said that the 1st Scientific Conference on Land Management - 2023 is a forum for managers, scientists, lecturers, students of Universities, Academies, Research Institutes; domestic and international experts; managers from relevant Ministries, Departments, and Sectors; and enterprises in the field of Natural Resources and Environment nationwide to meet and exchange experiences and academic knowledge in the field of land management.
“To contribute land resources to become an important internal force serving socio-economic development, human resource training is of key and decisive significance. With the viewpoint of training high-quality resources towards sustainable development, green growth, and circular economy, Vietnam Academy of Agriculture is always ready to accompany Hue University of Agriculture and Forestry, Can Tho University as well as schools, research institutes with the Ministry of Natural Resources and Environment, and accompany businesses and localities in planning, training human resources, organizing and implementing activities with businesses and farmers” – Prof. Dr. Nguyen Thi Lan emphasized.
In the plenary session, experts presented research and assessments on the topics: Exploiting land resources in the process of socio-economic development; Climate change and land resources in the Mekong Delta; Exploiting financial revenue from land in the Central and Central Highlands regions. The presentations outlined the contributions of the land sector and the issues raised in regions across the country.
According to Associate Professor, Dr. Tran Trong Phuong and Associate Professor, Dr. Do Thi Tam, Vietnam Academy of Agriculture, the solution to exploiting land resources in socio-economic development today needs to be associated with perfecting and innovating land management policies and laws; building and perfecting digital databases and land information systems; perfecting regulations on land fund development; developing the real estate market and land use rights market; perfecting financial mechanisms on land and perfecting the organization of the state land management apparatus. These are key factors to promote the role of land, truly becoming an important resource for rapid and sustainable socio-economic development in the context of a market economy and international integration.
At the workshop, experts, researchers, and representatives of local leaders also shared some practical issues, especially existing problems in land law and policy.
In the afternoon session of the same day, the Workshop organized 5 sub-committees to discuss the following topics: Exploiting land resources to serve socio-economic development; Sustainable management of land resources with urbanization; Management and planning of land use associated with digital transformation; Application of 3G technology (GIS, RS, GPS) in the field of land and resource management; Management of resources and environment adapting to climate change.
Here, experts and scientists from many research agencies in the three regions of North - Central - South will exchange scientific research results on land management, discuss to strengthen cooperation and improve capacity for technology application, state management, teaching, and scientific research on land management in Vietnam.
