Throughout the process of building, fighting, winning and growing up of the Vietnam People's Army (VPA), the culture of "Uncle Ho's Soldiers" has been preserved, developed and built by generations of cadres and soldiers, creating the glorious nature and tradition of the VPA: "Loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Complete every task, overcome every difficulty, defeat every enemy" (1) . Therefore, preserving and promoting the cultural value of "Uncle Ho's Soldiers" is both an objective requirement and an honor, pride, sentiment and responsibility of cadres and soldiers of our Army in the new era.

The practice of building the Vietnam People's Army over the past 80 years has affirmed that the "Uncle Ho's Soldiers" culture has contributed to creating the fine traditional identity of the heroic Army - a trustworthy political force, absolutely loyal to the Fatherland, the Party, the State and the people, fulfilling the task of fighting for national liberation, firmly protecting the socialist Vietnam Fatherland and the peaceful and happy life of the people.

Firmly uphold the stance of Marxism-Leninism, Ho Chi Minh thought, the goal of national independence and socialism. Have a strong will to fight, accept sacrifices, overcome difficulties and hardships, be ready to receive and excellently complete all assigned tasks. Second, have pure revolutionary ethics, an honest, modest, simple, sincere, optimistic lifestyle; practice what you preach, always put the interests of the collective above personal interests; not be satisfied with achievements, do not falter in the face of difficulties and dangers. Third, actively train, study, and research to improve all aspects of qualifications and professional knowledge; have scientific, serious, and highly responsible working methods and styles; be exemplary in work and life; resolutely fight against manifestations of degradation, corruption, waste, and negativity. Fourth, have a spirit of innovation and creativity, dare to think, dare to speak, dare to do, dare to take responsibility for the common good, dare to face difficulties and challenges; Uphold principles, promote democracy, respect and listen to comments and criticisms with a spirit of openness. Self-discipline, strictness; exemplary compliance with the laws of the State, the regulations, rules and disciplines of the Army; well implement the 10 oaths of honor and 12 disciplinary rules of soldiers in the Vietnam People's Army. Fifth, take care to build and maintain solidarity and unity within the organization, wholeheartedly love and help comrades and teammates like real brothers; listen, respect, learn, help, be attached to the people, be ready to sacrifice to protect the lives and property of the people. Have a spirit of solidarity, expand and strengthen defense diplomacy, actively contribute to participating in United Nations peacekeeping and protecting a peaceful environment and political stability in the region and the world (2) .

The basic characteristics of the qualities of "Uncle Ho's Soldiers" are the basis for the Central Military Commission, the Ministry of National Defense, the General Department of Politics and Party committees and commanders at all levels to determine policies and solutions to lead and direct the entire army to preserve and promote the cultural values ​​of "Uncle Ho's Soldiers" in the new situation; successfully carry out the tasks of building the Army, consolidating national defense, and protecting the Fatherland. At the same time, it is a revolutionary ethical standard for cadres and party members in the Army to self-reflect, self-correct, strive to cultivate, train, improve revolutionary ethical qualities, and spread the cultural values ​​of "Uncle Ho's Soldiers" in the new period.

In the past as well as at present, in all conditions and circumstances, "Uncle Ho's Army" has always been steadfast and steadfast in overcoming all difficulties and challenges, successfully completing all tasks assigned by the Party, the State and the people. With the function of a working army, "Uncle Ho's Army" has proactively and actively "participated in building and consolidating a strong local political base, sustainable poverty reduction... deepening the close relationship between the Army and the people, contributing to strengthening the people's trust in the Party, the State and the socialist regime" (3) . At the same time, promoting the cultural values ​​of "Uncle Ho's Army" in performing international tasks: Participating in the United Nations peacekeeping force; searching and rescuing, overcoming the consequences of natural disasters, epidemics, catastrophes... has been recognized and highly appreciated by the international community.

In performing the functions and tasks of the Army, the cultural value of "Uncle Ho's soldiers" is increasingly shining, in line with the characteristics and requirements of building political mettle, determination, working capacity, ethics and lifestyle of revolutionary soldiers. Many brave examples in combat, sacrificing to protect sovereignty, borders, seas and islands; in preventing and fighting natural disasters, epidemics, rescue and relief; many collectives and individuals do not fear difficulties and hardships, sticking with remote areas, revolutionary base areas to propagate and mobilize people to successfully implement the Party's guidelines and policies, the State's policies and laws, revolutionary campaigns, movements and local political tasks; are recognized and highly appreciated by the Party, the State and the people.

It can be affirmed that: The cultural value of "Uncle Ho's Army" - a source of great internal strength, honor, pride and a strong motivation, urging cadres and soldiers to constantly strive, train, overcome all difficulties and hardships, successfully complete all assigned tasks, worthy of the trust and love of the Party, State and people. However, seriously acknowledging that in the implementation of military and national defense tasks, "some cadres, party members and the masses have not yet had a deep awareness, their responsibility in preserving and promoting the qualities of "Uncle Ho's Army" is not high;... there are even senior cadres, cadres in charge of agencies and units who take advantage of their positions and powers to violate discipline, laws, and regulations on what party members are not allowed to do, causing damage to the property of the State and the Army, affecting the tradition and prestige of the Army, the qualities and the noble image of "Uncle Ho's Army" (4) .

In order for the cultural value of "Uncle Ho's soldiers" to truly become an important driving force in realizing the goal: Building a revolutionary, disciplined, elite, and gradually modern People's Army, with a number of military services and arms advancing straight to modernity, by 2025 basically building an elite, compact, and strong Army, creating a solid foundation, striving from 2030 to build a modern Army, meeting the requirements and tasks of firmly protecting the socialist Fatherland of Vietnam; the entire army needs to thoroughly grasp and effectively implement the following solutions:

Firstly, maintain and strengthen the leadership of Party committees and organizations, the direction of political commissars, political officers, commanders and political agencies, and continue to arouse and spread the cultural values ​​of "Uncle Ho's Soldiers" in the new period.

To promote the cultural value of "Uncle Ho's Soldiers", agencies and units throughout the army continue to step up the implementation of the Campaign "Promoting tradition, contributing talent, worthy of the title "Uncle Ho's Soldiers" in the new era", closely combining with studying and following Ho Chi Minh's ideology, morality, and style and emulation movements, campaigns of the entire army and the entire country with many creative, appropriate, and effective models and methods" (5) .

Continue to organize the study, thoroughly grasp, seriously, synchronously and creatively implement the campaign with the implementation of the Party's resolutions and conclusions on studying and following Ho Chi Minh's ideology, morality and lifestyle in accordance with the characteristics, situation, functions and tasks of each agency, unit, organization and individual, achieving practical results.
