Attending the workshop were comrades: Nguyen Ngoc Quang, Expert of the International Fund for Agricultural Development (IFAD); Hong Ngoc Hung, Deputy Director of the Department of Finance, Director of the Tra Vinh CSAT Project Management Board; Le Van Dong, Deputy Director of the Department of Agriculture and Environment; Nguyen Phu Son, Head of the consulting unit and 60 delegates who are members of the project attending in person and online.
The Tra Vinh CSAT Project is implemented in 09 districts, towns and cities, without overlapping investment with the scope and implementation content of the previous AMD Project as well as other projects with similar content in the province. The establishment of the value chain action plan (VCAP) is considered the core activity, governing all activities of the CSAT Project. The project has 03 components, in which the VCAP activity belongs to component 1 of the Project.

According to the Plan of the Tra Vinh CSAT Project Management Board, VCAP will be completed by the consulting unit in the second quarter of 2025 and must ensure cohesion and integration of resources in accordance with the province's policies on value chain development in developing key products. Of which, there are 05 priority value chains identified by the project to develop the VCAP plan: rice, coconut, shrimp, fruit trees, and vegetables chains in accordance with Plan No. 47/KH-UBND, dated June 22, 2022 on implementing the Strategy for sustainable agricultural and rural development of Tra Vinh province for the period 2022 - 2030, with a vision to 2050.
Speaking at the workshop, comrade Hong Ngoc Hung, Director of the Tra Vinh CSAT Project Management Board, emphasized: the development orientation of Tra Vinh province's agricultural sector in the period of 2021 - 2030, with a vision to 2050, is based on commodity agriculture, high efficiency, and sustainability. The agricultural sector develops simultaneously in the direction of ecology (following nature), high-tech agriculture, organic agriculture, creating high-quality, food-safe agricultural products, competitive in domestic and foreign markets; synchronous investment, concentrated production, specialized cultivation of raw materials and technology.

The objective of the Project is considered to be consistent with the province's agricultural development orientation, which is to develop a smart agricultural value chain in Tra Vinh province to support sustainable agricultural development in response to climate change in the Mekong Delta region according to Resolution No. 120/NQ-CP, dated November 17, 2017 of the Government.
Each specific product of the 5 key chains has been agreed upon by the Department of Agriculture and Environment. Specifically: rice value chain (paying attention to emission-reducing rice); coconut value chain (focusing on industrial coconut, fresh coconut for drinking); shrimp value chain (focusing on ecological shrimp, rice shrimp); vegetable and color value chain (focusing on peanuts, chili); fruit tree value chain (focusing on oranges, grapefruit).
