Part 1: Upholding revolutionary ethical standards

In the current process of building and defending the Fatherland, the contingent of cadres and civil servants not only needs qualifications and capacity but more importantly, revolutionary qualities and ethics. Realizing this, Party committees at all levels have been focusing on perfecting revolutionary ethics standards, considering this the "key of the key" task in Party building work.

Choose talented people, cultivate morality

Our country is entering a new era - the era of integration, innovation and development. In response to this requirement, each cadre and civil servant must constantly cultivate revolutionary ethics , be absolutely loyal to the Party and the State, protect the honor of the Fatherland and national interests.

Discussing the issue of revolutionary ethics of cadres and party members, Mr. Nguyen Van Hung - a veteran member of the Party Committee of Thanh Hoa town, Thanh Hoa district, slowly repeated Uncle Ho's words: "A revolutionary must have ethics. Without ethics, no matter how talented, he cannot lead the people" and affirmed: "That teaching is still valuable in the current context, when the requirements for the qualities and abilities of cadres and party members are increasingly high. To be a cadre is to maintain the roots. If you lose the roots, how can the people trust you?". For that reason, over the years, he has maintained his faith in the Party and in the young generation of cadres who will succeed him.

Party membership recruitment in schools is always of concern to Party committees at all levels in the province.

The story of revolutionary ethics is not something far-fetched but has been the foundation of Party building work for generations. Along with fostering revolutionary ethics, creating sources for Party development has always been a top priority for Party committees at all levels in the province. When the “red seeds” are carefully selected and nurtured in a clean environment, the Party will truly be strong.

To supplement resources for the Party from the “red seeds”, the Party committees at all levels in the province assign specific tasks and targets to the Vietnam Fatherland Front and socio-political organizations to monitor, educate, and train outstanding union members and members at the grassroots level, and send them to attend Party awareness training courses. Party awareness training courses are organized regularly and flexibly to harmonize the study and work of the masses with creating a source of recruitment for the Party.

Not only focusing on quantity, Party committees at all levels also focus on improving the quality of new Party members. In particular, the development of Party members in the militia, schools, enterprises or in Party cells with few Party members is always of concern.

“To find people with heart, vision, and talent, we must observe them in their daily lives, in the smallest actions. Therefore, the Party Committee of the commune requires the Party cells to make plans, determine specific targets, do a good job of propaganda, education, creating sources, nurturing, and developing sources of Party members. The elite masses when choosing to develop the Party must be truly exemplary comrades, excellent in terms of moral qualities, lifestyle, and performance in performing tasks at the unit. Next, the Party cells assign Party members to accompany and help them so that they can join the Party. The process of reviewing documents to organizing the Party admission ceremony is carried out by the Party cells strictly, solemnly, in accordance with the Party Charter; ensuring quality, not chasing quantity” - Secretary of the Party Committee, Chairman of the People's Council of Tan An commune, Can Duoc district - Tran Quoc Manh affirmed.

Thanks to the methodical approach, in 2024, the province's Party membership recruitment work achieved many positive results. By November 25, 2024, the whole province had recruited 1,743/1,660 Party members, reaching 105% of the Provincial Party Committee Resolution target. From the beginning of 2025 to March 15, 2025, the whole province recruited 391 Party members, reaching 23.9% of the Resolution (391/1,635). This result is a testament to the solid inheritance, affirming a generation of young and enthusiastic cadres, dedicated to contributing to building the Party and the political system increasingly stronger.

Revolutionary morality is the root

A strong organization is not only built on discipline and principles but must also be reinforced by a solid ethical foundation. When each cadre and member is truly aware of their responsibilities and maintains their qualities, that is the core strength to build an increasingly clean and strong Party. Throughout the process of leading the country, our Party has issued many policies, resolutions and regulations to build the Party in terms of ethics, effectively implementing them from the Central to the grassroots level.

Most recently, the Politburo issued Regulation No. 144-QD/TW on revolutionary ethical standards for cadres and civil servants in the new period to specify the core qualities that each cadre and civil servant needs to practice. Not only does it promote a sense of responsibility, Regulation No. 144-QD/TW is also a system of standard principles, helping each cadre and civil servant have a basis for self-examination, self-correction, and gradually improve their political capacity, public ethics, and sense of serving the people.

Regulation 144-QD/TW helps each cadre and party member have a basis for self-examination, self-correction, step by step improving political capacity, public ethics and serving well the assigned tasks.

In Long An, the implementation of Regulation No. 144-QD/TW is being implemented synchronously from the province to the grassroots level. Secretary of the Party Committee of Thuy Tay Commune, Thanh Hoa District - Ngo Le Dung shared: “In order for Regulation No. 144-QD/TW to soon come into life, the commune organizes study and dissemination to all Party members, union members and association members. The content of this Regulation is not only theoretical but also a “compass” in every action of each Party member. Manifestations of moral degradation, lifestyle, lack of responsibility for work or indifference to people's concerns are all pointed out for the collective to contribute ideas and make adjustments. This creates a clear change from awareness to action”.

Along with studying and thoroughly understanding, Regulation No. 144-QD/TW is also implemented by Party committees at all levels with many creative ways. Some Party committees at all levels concretize the content of this Regulation in accordance with their functions and tasks, close to the actual situation of localities, agencies and units. This is the foundation for each individual to recognize their own shortcomings and proactively adjust to improve every day.

Young Party member Nguyen Thi Bich Lieu - working at the Nha Viec Hamlet Party Cell, An Luc Long Commune, Chau Thanh District, expressed: “When studying each content of the 19 ethical standards of Regulation No. 144-QD/TW, I am reminded once again of my role and responsibility. Because principles such as absolute loyalty to the Party; bravery, innovation, creative integration; diligence, thrift, integrity, impartiality; solidarity, discipline, love, responsibility; exemplary, modest, self-cultivation, training, lifelong learning;... are not only requirements for Party members but also expectations of the people. Therefore, no matter what role or task I am in, I will strive and cultivate myself every day. I think, a promise to the people must be fulfilled to the end, words must go hand in hand with actions”.

When each Party member truly takes morality as a "compass", maintains pure qualities, and is devoted to the people, the Party will become increasingly strong from the root. Therefore, each Party member must always strive to improve himself; strive and practice revolutionary morality as Uncle Ho advised in his Will: "Each Party member and official must truly be imbued with revolutionary morality, truly be diligent, frugal, honest, upright, and impartial. We must keep our Party truly pure, and must be worthy of being the leader and a truly loyal servant of the People." Because, when the people trust the Party, the revolutionary path will lead to victory, and the country will develop sustainably and prosperously.
