Propose new incentive policies

Reporting at the meeting, Minister of Planning and Investment Nguyen Chi Dung said that the macro economy in October and the past 10 months was basically stable, with the recovery trend becoming increasingly clear in all three drivers of investment, domestic consumption and export. The economy gradually regained growth momentum, with each quarter growing faster than the previous quarter, and each month being more positive than the previous month. Domestic inflation was controlled in the context of high global inflation. The average consumer price index (CPI) in the first 10 months increased by 3.2%, much lower than the set target (about 4.5%), creating room for monetary and fiscal policies to promote growth and adjust prices of state-managed goods.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to promote the achievements, lessons learned, resolve difficulties and challenges, closely follow and grasp the situation to lead and direct resolutely and effectively, respond to policies promptly and accurately, with high determination, great efforts and drastic actions to better complete tasks in November and December. Strive to achieve the highest goals and targets in 2023 and create favorable momentum for 2024.

Emphasizing a number of key tasks, the Prime Minister requested to continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Continue to implement a proactive, flexible, timely, and effective monetary policy, in a synchronous, close, and harmonious coordination with the management of a reasonable, focused, and key expansionary fiscal policy. Strengthen financial and state budget discipline and order, strive to increase revenue; strictly control expenditures, and thoroughly save on expenditures. Closely follow the developments of market supply and demand and prices, proactively implement the market stabilization program, especially at the end of the year and during the Lunar New Year.

The Prime Minister stated that it is necessary to focus on removing difficulties to expand and promote production and business, unblock, mobilize and effectively use resources, create jobs and livelihoods for people. Effectively implement preferential policies on exemption and reduction of interest rates, debt restructuring; exemption, reduction and extension of taxes, fees, charges, land rents... continue to review and propose new preferential policies (including continuing to reduce VAT to remove difficulties for production and business). At the same time, promote disbursement of public investment capital, socio-economic recovery and development programs, 3 national target programs; speed up the approval of planning, strive to disburse at least 95% of the capital plan in 2023.

Actively restore and develop corporate bond and real estate markets. Overcome the shortage of local teachers, especially preschool teachers; have appropriate solutions for textbooks to meet the requirements of socialization and management, ensuring both quality and suitability for people's income...

Along with that, fully prepare goods to serve people during Tet; appropriately and effectively deploy support work, taking care of people's lives during the crop-season and Tet Giap Thin 2024.

The press also raised the issue that recently on social networks, images of pages of books for children with descriptions of data in textbooks have been circulating, causing negative public opinion. According to Deputy Minister of Education and Training Hoang Minh Son, regarding textbooks, the Ministry of Education and Training has very strict regulations from standards, processes to appraisal and selection for use. For reference books and books for children, the scope is very wide, and currently the Ministry of Education and Training has not found any cases of reference books brought into schools with inappropriate content. "Recently, there have been some phenomena, and this is not the first time, some social network accounts, newspapers... took pictures of parts of books somewhere on the market, either intentionally or unintentionally, to make people misunderstand that this is the content of textbooks. This is very dangerous, having a very bad impact on the entire education system," the Deputy Minister noted.

Clarifying the violations of Thanh Buoi bus company

On the same afternoon, the Government Office held a regular Government press conference. At the press conference, regarding the violations of Thanh Buoi bus company, Deputy Minister of Transport Nguyen Danh Huy emphasized that, from the case of Thanh Buoi bus company, the Ministry of Transport has assigned the Vietnam Road Administration to inspect and examine the state management responsibilities of all 63 Departments of Transport nationwide. The Ministry of Transport will continue to coordinate with localities and the Ministry of Public Security's investigation agency to clarify this case. In December, the Road Administration will have an inspection conclusion, report to the Government and provide it to the press. The Ministry of Transport also closely coordinates with the Ministry of Public Security on investigation and handling.

Responding further to this, Lieutenant General To An Xo, spokesman for the Ministry of Public Security, said that after the Prime Minister's telegram, the Ministry of Public Security directed the Dong Nai Provincial Police to investigate and clarify the cause of the accident caused by Thanh Buoi bus company; at the same time, handle the responsibilities of related individuals and organizations; and direct the Ho Chi Minh City Police to promptly receive, classify and resolve reports of crimes related to Thanh Buoi bus company.

Ho Chi Minh City police have searched the headquarters, branches, and related locations of Thanh Buoi in Ho Chi Minh City and Lam Dong to clarify the violations of this company. Meanwhile, Deputy Minister of Finance Nguyen Duc Chi said that the Ho Chi Minh City Tax Department, through inspection, discovered that Thanh Buoi Company had signs of tax evasion, reducing the amount of tax payable.

The Ho Chi Minh City Tax Department has transferred the company's file to the investigation agency. The Ministry of Finance has directed the General Department of Taxation and relevant units to closely coordinate with the investigation agency to clarify the responsibility of Thanh Buoi Company and related individuals for tax evasion, if any.
