Decentralization to localities to implement the expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway
The determination of the competent authority to implement the PPP project to expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway will follow the principle of decentralization and delegation of power to localities in the spirit of "locality decides, locality does, locality is responsible".

The Ministry of Transport has just sent an official dispatch to the People's Committee of Ho Chi Minh City and the People's Committees of two provinces: Long An and Tien Giang regarding the assignment of competent authorities to implement the project to invest in expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway under the PPP investment method.
Accordingly, the Ministry of Transport requested the People's Committee of Ho Chi Minh City and the People's Committees of Long An and Tien Giang provinces to give their opinions on accepting the task of being the competent authority to organize the implementation of the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion investment project under the PPP investment method.
In case it does not accept the task of being the competent authority, the Ministry of Transport requests that the above 3 localities give their opinions on assigning an agency to be the competent authority to implement the Project.
“Due to the urgent progress requirements, the investment policy must be approved and the project must start construction in 2025. We request that the People's Committees of provinces/cities promptly give their opinions to the Ministry of Transport before January 8, 2025 for synthesis and reporting,” the Ministry of Transport's official dispatch stated.
In Official Dispatch No. 9638/VPCP-CN dated December 28, 2024 on studying investment in expanding the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the PPP method, the Prime Minister directed the Ministry of Transport to focus on large-scale projects covering many provinces and localities; implement the conclusion of the 10th Central Conference of the 13th tenure on promoting decentralization and delegation of power to localities in the spirit of "locality decides, locality does, locality takes responsibility"; urgently coordinate with relevant localities to study the assignment of competent agencies to implement the project, and report to the Prime Minister.
Previously, based on the investor's proposal and according to the provisions of the PPP Law, the Ministry of Transport assigned the joint venture of Deo Ca Group Joint Stock Company - Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) - Tasco Joint Stock Company as the investor to prepare a Pre-Feasibility Study Report to submit to the competent authority for approval of the project investment policy, as a basis for implementing the next steps.
According to the Pre-Feasibility Study Report of the project proposed by the Deo Ca - CII - Tasco Joint Venture, the project will invest in expanding about 91 km of the Ho Chi Minh City - Trung Luong - My Thuan expressway under the PPP method, with an investment scale of 6-8 lanes (the Ho Chi Minh City - Trung Luong section has a scale of 8 lanes, the Trung Luong - My Thuan section has a scale of 6 lanes) in accordance with the width of the cleared roadbed.
With the above investment scale, the total investment of the PPP Project to expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway is 38,693 billion VND, including 7,597 billion VND to repay the advanced budget capital for the Ho Chi Minh City - Trung Luong Expressway Construction Project (phase 1).
In August 2022, in order to soon invest in expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway to meet regional transportation needs, the Ministry of Transport held a meeting with Ho Chi Minh City and the provinces of Long An and Tien Giang; at the same time, it issued a document requesting the 3 localities to coordinate and agree to assign the Ho Chi Minh City People's Committee or Long An Provincial People's Committee as the competent authority to invest in the Ho Chi Minh City - Trung Luong expressway; the Tien Giang Provincial People's Committee as the competent authority to invest in the Trung Luong - My Thuan expressway.
However, up to this point, no locality has proposed to the Prime Minister or the Ministry of Transport to be assigned as the competent authority to implement the investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway under the PPP method.
