On November 15, Deputy Minister of Transport Le Anh Tuan and his delegation worked with the People's Committee of Dong Nai province on the progress of the Bien Hoa - Vung Tau expressway project through the province.
Recommendations to overcome difficulties
At the meeting, Project Management Board 85 said that the expressway through Dong Nai is divided into two component projects.
Component project 1 has two main packages, package 18 and 21, with total output reaching 5.6% so far, with 87.53ha of land handed over, reaching 64%. Component project 2 has achieved output of 18.9%, with 157.64ha of land handed over, reaching 87%.

Regarding material sources, the reserves of earth filling materials from local commercial mines are not enough to meet the demand. The mining areas under special mechanisms also face obstacles in approval procedures, so there is a shortage of about 4 million m3.
In particular, component project 1 increased the total investment by 1,084 billion VND, while component project 2 increased by 2,575 billion VND.
Currently, Dong Nai Provincial People's Committee has not issued a document clarifying the increase in site clearance costs at component projects as requested by the Ministry of Transport to serve the internal appraisal of investment policy adjustment dossiers.
From there, the relevant units proposed that Dong Nai province direct relevant agencies to support the acceleration of the next procedures; allow the use of land for filling in projects of lowering the ground level, improving agricultural land to serve the construction of Phan Thiet - Dau Giay expressway to supply for the project.
In particular, priority is given to clearing the sites proposed by the units so that the contractor has sufficient construction site conditions.

Regarding the construction scope of the overpass at Km25+780, the locality has committed to clearing the land in the provincial road project 770B. It is requested that the Provincial People's Committee soon approve and implement, handing over the land in December 2024.

Leopard skin surface hinders project progress
Mr. Ngo The An, Director of Dong Nai Traffic Construction Project Management Board, said that in reality, the land was handed over in a leopard-skin style, not long enough, there was no access road for construction, and we had to mobilize people to lend us access roads...
The site is the major bottleneck of component project 1.
"Some localities completely block motorbikes from traveling, even though they have deposited funds and committed to repairing the roads later, people still do not allow them to travel. In addition, slow resettlement also affects compensation for site clearance. The contractor hopes to continue to quickly resolve materials for construction," said Mr. An.
Regarding this issue, Mr. Mai Phong Phu, Deputy Director of the Project Management Board for Compensation, Site Clearance and Resettlement Support of Dong Nai Province, said that he will continue to encourage people to hand over their land. The province has also had a policy to extend the temporary residence period and pay temporary residence fees to people.
The lack of land for the highway through Dong Nai has not been resolved.
Long Thanh district representative said that they are gradually processing resettlement files for people who gave up land to build the highway.
"The land for component project 2 is basically sufficient, over 91% has been handed over to the contractor for construction. Currently, there are only two points stuck in Phuoc Thai and Tan Hiep due to the large residential area," said a representative of Long Thanh district.
The representative of the Department of Natural Resources and Environment informed that the stone output is enough to supply the projects, but the sand is not enough because the mines are no longer planned. Regarding land, the Department requested contractors to increase purchases from commercial mines.
Dong Nai has many mines but currently they are also stuck in procedures.
Speaking at the meeting, Deputy Minister of Transport Le Anh Tuan said that this time the project site has progressed better but the material difficulties have not been resolved. Therefore, he requested the locality to support speeding up procedures, removing difficulties, and at the same time directing relevant units to hand over the site to priority locations early to speed up the construction progress.
For investors, the Deputy Minister requested to urge contractors to concentrate machinery and human resources for implementation. Any contractor who is slow should be reminded, punished, and even replaced.
"Contractors must take advantage of the dry season weather. From now until May 2025, the foundation must be completed and cannot be left until the next rainy season," the Deputy Minister requested.
Meanwhile, Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, requested districts to prioritize handing over land for important locations and handle the matter thoroughly next week.
"We request that the units receiving the delivery work as it is, if large vehicles cannot enter, then small vehicles can enter. Regarding the filling materials, the relevant units should consider quickly implementing the procedures," Mr. Phi requested.
The entire Bien Hoa - Vung Tau expressway is nearly 54km long, passing through Dong Nai and Ba Ria - Vung Tau provinces, with a scale of 4-6 lanes, with a total investment of 17,800 billion VND.
Of which, Ba Ria - Vung Tau is the investor of component project 3, nearly 20km long; the Ministry of Transport is the investor of component project 2, 18.2km long through Long Thanh, Dong Nai; Dong Nai province is the investor of component project 1, 16km long through Bien Hoa city and Long Thanh (Dong Nai).
Currently, the progress of component 1 and component 2 projects is slower than planned due to land clearance and land leveling problems. As for component 3 project, due to having sufficient land, soil, rock, sand, etc., it is more favorable, the output is very good, and it is expected to be open to traffic on April 30, 2025.
