The Prime Minister removed Mr. Trinh Van Chien from the position of Chairman of Thanh Hoa Provincial People's Committee for the 2010-2014 period due to violations and shortcomings in his work, on January 11.
The disciplinary period for Mr. Chien is calculated from October 3, 2023.
At the end of December 2023, Mr. Trinh Van Chien (former member of the Party Central Committee, former Secretary of the Provincial Party Committee, Chairman of the People's Council and People's Committee of Thanh Hoa province) was prosecuted by Thanh Hoa Provincial Police and banned from leaving his place of residence for the crime of Violating regulations on management and use of State assets, causing loss and waste.
Mr. Chien was accused of causing damage to the state of more than 55.8 billion VND when he directed the incorrect calculation of land use rights unit prices at the Hac Thanh Tower project.
Two months earlier, Mr. Chien was removed from all Party positions by the Politburo due to "degeneration of political ideology, morality, and lifestyle."
At the end of July, the Politburo warned the Standing Committee of Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms and Mr. Mai Van Ninh - former member of the Party Central Committee, former Deputy Head of the Central Propaganda Department, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the People's Council of Thanh Hoa province.
A series of former Thanh Hoa officials were also stripped of all Party positions by the Secretariat.

According to the Politburo, the Secretariat and the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism, Party regulations, State laws, and working regulations.
Violations occurred in the investment policy, planning, and planning adjustment of some land use projects of FLC Group; in the approval and implementation of public investment projects under the Smart City project; in the management, land use, and implementation of the Hac Thanh Tower project; in personnel work; and in leaders declaring and publicizing assets and income.
The Standing Committee of Thanh Hoa Provincial Party Committee for the two terms mentioned above also lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws.
Violations by the Standing Committee of the Thanh Hoa Provincial Party Committee during the 2010-2015 and 2015-2020 terms "have caused serious and difficult-to-remedy consequences, causing great damage and risk of damage to the state budget, resulting in many officials and party members being disciplined and criminally prosecuted, causing bad public opinion in society, reducing the prestige of the party organization and local government".
