Two former Thanh Hoa province secretaries 'violated to the point of requiring disciplinary action'

Mr. Mai Van Ninh and Trinh Van Chien, former Secretary of Thanh Hoa Provincial Party Committee, committed violations with very serious consequences, to the point of requiring disciplinary action, according to the Central Inspection Committee.

On the afternoon of June 15, the Central Inspection Commission issued a statement stating that at its 29th session (June 12-15), the agency reviewed the inspection results when there were signs of violations against the Standing Committee of the Thanh Hoa Provincial Party Committee.

The Central Inspection Agency found that the Standing Committee of the Thanh Hoa Provincial Party Committee violated the principle of democratic centralism and working regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and many organizations and individuals to seriously violate Party regulations and State laws.

Violations occurred in the approval of policies, planning, planning adjustment, land allocation, issuance of certificates and calculation of land use fees, allocation, management and use of budget for a number of projects, including projects implemented by FLC Group Joint Stock Company and International Progress Joint Stock Company (AIC). Some cadres and party members declared their personal assets dishonestly and incompletely, violating the Law on Anti-Corruption, regulations on what party members are not allowed to do and the responsibility to set an example. Some cadres and party members were disciplined and criminally prosecuted.

The Central Inspection Commission concluded that responsibility for the above violations and shortcomings belongs to the Standing Committee of Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms; the Provincial People's Council Party Delegation for the 2016-2021 term; and the Provincial People's Committee Party Executive Committee for the 2011-2016 and 2016-2021 terms.

Individuals who also bear responsibility are: Mai Van Ninh, former member of the Party Central Committee, former deputy head of the Central Propaganda Department, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council; Trinh Van Chien, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council, former Chairman of the Provincial People's Committee; Nguyen Dinh Xung, former deputy secretary of the Provincial Party Committee, former Secretary of the Party Executive Committee, former Chairman of the Provincial People's Committee; Mai Xuan Liem, member of the Party Executive Committee, Vice Chairman of the province; Chu Pham Ngoc Hien, former Deputy Minister of Natural Resources and Environment, former member of the Party Executive Committee, former Vice Chairman of the province; Le Anh Tuan, Deputy Secretary of the Party Executive Committee, Deputy Minister of Transport, former member of the Provincial Party Committee, former Vice Chairman of the province.

Also responsible for the above violations are the following: Le Thi Thin, Nguyen Duc Quyen, former members of the Provincial Party Standing Committee, former members of the Party Executive Committee, former Vice Chairman of the Province; Pham Dang Quyen, Nguyen Ngoc Hoi, former members of the Provincial Party Committee, former members of the Party Executive Committee, former Vice Chairman of the Province; Ngo Van Tuan, former member of the Provincial Party Committee, former Vice Chairman of the Province, former Director of the Department of Construction; Dao Vu Viet, member of the Provincial Party Committee, Secretary of the Bim Son Town Party Committee; Trinh Huy Trieu, member of the Provincial Party Committee, Chairman of the Thanh Hoa City People's Committee; Luong Tat Thang, member of the Provincial Party Committee, Secretary of the Sam Son City Party Committee.

Also present were: Tran Duy Binh, member of the Provincial Party Committee, Director of the Department of Science and Technology; Hoang Van Hung, former member of the Provincial Party Committee, former Director of the Department of Planning and Investment; Vu Dinh Xinh, Dao Trong Quy, former members of the Provincial Party Committee, former Director of the Department of Natural Resources and Environment; Hoang Sy Binh, Trinh Huu Hung, former members of the Provincial Party Committee, former Director of the Department of Health; Do Huu Quyet, Director of the Department of Information and Communications.

"The above violations have caused very serious consequences, causing huge losses of money and state assets, causing bad public opinion in society, affecting the reputation of the Party organization and local government, to the point of requiring consideration and disciplinary action," the Central Inspection Commission's announcement stated.

The Central Inspection Agency requested the Standing Committee of Thanh Hoa Provincial Party Committee to promptly lead and direct the correction of violations and shortcomings that have been pointed out; review, consider the responsibility and discipline related organizations and individuals; and report the results to the Committee.
