Mr. Xi made the speech after listening to reports from private business representatives at the conference held at the Great Hall of the People in Beijing.
The conference was held to understand the thoughts and aspirations of private enterprises.
Mr. Xi is said to be encouraging leaders of private enterprises to expand their businesses domestically and internationally, amid the escalating US-China technology war.
The conference also comes as Chinese artificial intelligence (AI) platform DeepSeek is inspiring investors about the potential in the technology sector.
Mr. Xi has long stressed that China needs to achieve self-sufficiency in semiconductors and wants the country to use AI to drive economic development.
However, China's efforts have been hampered by chip export controls from the US.
The Trump administration imposed a 10% tariff on Chinese goods on February 4 to address the national emergency of the opioid fentanyl and illegal immigration into the United States.
Beijing responded by imposing tariffs on a range of US imports, including 15% tariffs on coal and natural gas, and 10% tariffs on gasoline, farm equipment, high-emission vehicles and pickup trucks.
