On the afternoon of November 11, at the 16th Session (special session) of the People's Council of Ca Mau province, term X, term 2021-2026, delegates unanimously elected Mr. Pham Thanh Ngai (Standing Deputy Secretary of the Ca Mau Provincial Party Committee) to hold the position of Chairman of the People's Committee of Ca Mau province for the term 2021-2026.

Mr. Pham Thanh Ngai was elected with 47/47 votes (100% of delegates present). Mr. Pham Thanh Ngai was born on August 20, 1971, hometown Luong The Tran commune, Cai Nuoc district, Ca Mau province. Qualifications: Bachelor of Law, Master of Economic Law; Senior in Politics.
Mr. Ngai started working at the Office of Tran Van Thoi District Party Committee in June 1994; in January 2011, he was transferred to work as Deputy Office of Ca Mau Provincial Party Committee; from May 2013, he held the position of Chief of Office of the Provincial Party Committee.
In May 2018, Mr. Pham Thanh Ngai was transferred to hold the position of Secretary of the Nam Can District Party Committee for the 2015-2020 term; in August 2020, he was transferred to hold the position of Secretary of the Ca Mau City Party Committee for the 2015-2020 term; in October 2021, he became the Standing Deputy Secretary of the Ca Mau Provincial Party Committee.
Also at the meeting, delegates agreed to dismiss Mr. Huynh Quoc Viet from the position of Chairman of the People's Committee of Ca Mau province.
Mr. Nguyen Tien Hai presented flowers to congratulate the elected and dismissed members of the Provincial People's Committee.
Previously, in July 2024, Mr. Huynh Quoc Viet, an alternate member of the Party Central Committee, was mobilized and appointed by the Politburo to join the Executive Committee, the Standing Committee of the Provincial Party Committee and hold the position of Deputy Secretary of the Bac Lieu Provincial Party Committee for the 2020-2025 term.
Also at the meeting, delegates elected members of the People's Committee of Ca Mau province for the 2021-2026 term for Mr. Pham Chi Hai (Director of the Department of Home Affairs), Mr. Tran Van Trung (Director of the Department of Information and Communications); dismissed Mr. Huynh Ngoc Sang (former Director of the Department of Home Affairs, currently assigned to another task) from the position of member of the People's Committee of Ca Mau province.
