(NLDO)- Nha Trang City (Khanh Hoa Province) has collected public opinions on the task of Zoning Planning (scale 1/2000) for the Chin Khuc Mountain area.


Accordingly, the area of ​​​​Nine Nine Curves is planned with a total area of ​​about 972.9 hectares, of which Nha Trang City occupies about 740.94 hectares and Dien Khanh district occupies about 231.96 hectares .

Khanh Hoa province has a policy to establish a zoning plan for the Chin Khuc mountain area to ensure synchronous connectivity and avoid overlapping the project boundary with neighboring areas.

Up to now, the consulting unit, Viet Architecture Joint Stock Company, has presented its mission to solicit public opinion. After synthesizing the opinions, Nha Trang City People's Committee will report to the Department of Construction in December 2024.

According to the explanation, Khanh Hoa Provincial People's Committee has agreed with relevant Departments, branches and sectors in Document No. 8789/UBND-XDND (dated August 8, 2024) on the implementation of the zoning plan (scale 1/2000) for the Chin Khuc mountain area, Nha Trang city and Dien Khanh district.

The nature of the 1/2000 zoning plan for the Nine-Bend Mountain area focuses on developing sustainable eco-tourism and resorts, protecting the environment and natural landscape, developing synchronous technical infrastructure, ensuring national defense and security, preserving cultural heritage and promoting local socio-economic development.

Planning must comply with legal regulations and ensure feasibility in order to be effectively implemented. Specifically as follows:

Key eco-tourism and resort urban area, developing resorts.

Nature reserves and watershed forests, conservation and management of areas with specific ecosystems, natural forests and watershed forests to protect the environment and balance the ecosystem in the area.

Thematic park area; Khanh Hoa province's spiritual and cultural center area, is a place to organize cultural events, religious beliefs or festivals, contributing to enhancing the spiritual life of the community and tourists.

Ecological agricultural development area with experiential tourism, helping tourists participate in agricultural activities such as planting trees and harvesting agricultural products.

This area has a maximum height of 13 floors, construction density under 25%.

Expected functions include urban construction land such as: service land, thematic park land, golf course; religious works, relics; national defense land; traffic land, trees; forestry land...

Khanh Hoa Provincial People's Committee has issued a Decision approving the Zoning Planning Task (scale 1/2000) of Chin Khuc Mountain Area, Nha Trang City and Dien Khanh District.

Accordingly, the goal of planning is to concretize the Nha Trang City Master Plan to 2040 approved by the Prime Minister and the Adjustment of the Dien Khanh Urban Master Plan to 2040 approved by the Provincial People's Committee; contributing to socio-economic development, gradually completing the network of technical infrastructure works and social infrastructure works in the area.

Develop the Chin Khuc mountain area into a cultural and spiritual area, with typical mountainous landscape; develop service and tourism areas in the direction of creating green space, protecting and connecting the ecological landscape of the Chin Khuc mountain.

The zoning plan of Chin Khuc mountain area is established to ensure synchronous connection with projects in neighboring areas, as a tool for state management of planning...

The nature of the Plan is to highlight the landscape architecture, culture and spirituality of the province associated with nature conservation and management of areas with unique ecosystems; Theme parks, eco-tourism areas, resorts with typical mountainous landscapes, environmental protection and natural landscapes.

The planning area does not form a residential area and has no residents. Of which, the construction land area is about 280 hectares (will be specifically determined in the planning project step).

Total construction density includes: Thematic park area is maximum 25% and tourist service area is maximum 10%.

Violations of 2 projects on Chin Khuc mountain

In April 2022, the People's Court of Khanh Hoa province sentenced 7 defendants, including: Nguyen Chien Thang, former Chairman of Khanh Hoa Provincial People's Committee, to 4 years and 6 months in prison. Two defendants Le Duc Vinh, former Chairman of the Provincial People's Committee, and Dao Cong Thien, former Vice Chairman of the Provincial People's Committee, were each sentenced to 4 years and 6 months in prison.

Defendant Le Mong Diep, former Director of the Department of Natural Resources and Environment (DONRE), was sentenced to 3 years and 6 months in prison; two defendants, Le Van De, former Director of the Department of Construction, and Vo Tan Thai, former Director of the Department of Natural Resources and Environment, were each sentenced to 3 years in prison. Defendant Tran Van Hung, former Head of the Department of Land Management (DONRE), was sentenced to 2 years and 6 months in prison.

The defendants were all accused of "violating regulations on land management" at two spiritual ecological projects, Cuu Long Son Tu and Vinh Trung river and mountain villas, in the Chin Khuc mountain area, Nha Trang City. This is just one of the cases related to violations by former leaders of Khanh Hoa province when allocating land.
