Ninh Phuoc promotes production and consumption linkages according to the value chain

Ninh Phuoc district is a locality with advantages in agriculture, with 26,336.74 hectares of agricultural land, accounting for 77.59% of the natural land area, along with many other crops, livestock, and aquatic products of high economic value. From these advantages, Ninh Phuoc has great potential for sustainable development of commodity agriculture on the basis of shifting in the right direction to promote agricultural development in the direction of linking production and product consumption according to the value chain.

Implementing the "Linking production and consumption of products between cooperatives, cooperative groups with enterprises in the value chain" according to Decree No. 98/2018/ND-CP of the Government, Ninh Phuoc district has mobilized resources to support agricultural and rural development, applied scientific and technological advances and replicated effective models in production. The district has also consolidated and developed cooperatives; linked with enterprises to call for investment, linked production and consumption of products for farmers; implemented programs to apply and transfer, replicate high-tech models in agricultural production, especially the large-scale field model associated with linkage in production and consumption of agricultural products. From the pilot model of 56 hectares of large-scale rice fields in Phuoc Hau commune from the summer-autumn crop of 2017 to present, Ninh Phuoc district has expanded 15 more large-scale fields with an area of ​​2,353.3 hectares; including 11 large rice fields with an area of ​​2,156.6 hectares; 2 large corn fields with an area of ​​140 hectares and 2 large green asparagus fields with an area of ​​56.65 hectares.

Mr. Dang Nang Tom, Head of the Department of Agriculture and Rural Development of Ninh Phuoc district, said: Through cooperation, linking production and product consumption with cooperatives and enterprises, farmers have saved production costs, and the average productivity is higher than mass production. In addition, products are sold at higher prices than the market price; support is provided with advance payment of seeds, fertilizers and pesticides for production without interest. Links have been formed between farmers and cooperatives, between farmers and enterprises and between cooperatives and enterprises; Farmers' income and living standards have increased and stabilized due to increased productivity, overcoming some difficulties in production and consumption, synchronously applying technical advances on a large scale according to the technical process "1 must 5 reductions"; synchronously applying mechanization in production and production environment due to less use of pesticides. Through linkage, cooperatives improve their management skills and capacity to negotiate and sign contracts; act as a good bridge between farmers and enterprises. Enterprises have stable raw material areas, link production with the market, increase competitiveness due to control of product quality.

In addition to the advantages and economic efficiency, the organization of linkages between farmers, cooperatives and enterprises in reality still faces many difficulties, the success rate of agricultural product consumption contracts is only 25-30% for rice, green asparagus is over 70%, the highest rate is 100% for corn seedlings. In the linkage, there is still a situation of "breaking" contracts, difficult to maintain stability, especially when there are big fluctuations in the market. Infrastructure conditions serving agricultural production have not been fully invested; the area planned to convert crops and develop agriculture in the direction of technology has not been properly planned and invested; there is a lack of large enterprises to organize linkages in production and consumption of agricultural products in the area.

Promoting the implementation of large-scale fields associated with production linkage and product consumption continues to be identified as a major and necessary policy in the coming time, as well as in line with the province's agricultural restructuring policy and the orientation set forth by the District Party Congress for the 2022-2025 term. Therefore, in the coming time, in order to effectively implement the linkage of product value chains, the district recommends that departments and branches pay attention to supporting and guiding localities to effectively implement policies to encourage the development of cooperation and linkage in production and consumption of agricultural products; have support policies for cooperatives that have implemented large-scale fields to maintain and upgrade and consolidate existing value chains. Continue to promote the transfer of scientific and technological advances in production, harvesting, preservation and processing of some products with strengths of the district and the province such as: Grapes, apples, green bamboo shoots... and demonstrate some new models of "high-tech models" with economic efficiency, suitable for local climate conditions and market demand for farmers to learn and apply. In addition, it is necessary to connect and invite businesses to participate in production linkage, supply of materials and product consumption so that farmers have stable output and peace of mind in production.
