More than 100 businesses have pledged to support nearly 170 billion VND in cash, food, breeds... to restore the livestock and aquaculture industry in the Northern region after storms and floods.
Restoring agricultural production
Prime Minister Pham Minh Chinh signed Official Dispatch No. 100/CD-TTg requesting ministries, branches and localities to focus on directing and implementing measures to quickly restore agricultural production after storm No. 3 and floods. The dispatch stated: Storm No. 3 has caused severe damage, seriously affecting production and business activities, especially agricultural production in most localities in the Northern region and Thanh Hoa.
To quickly overcome the consequences of storm No. 3 and post-storm floods, restore and develop agricultural, forestry and fishery production, ensure food supply, contribute to controlling inflation and stabilizing life, the Prime Minister requested Ministers, Heads of relevant agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on directing and implementing synchronously, drastically and effectively solutions to promote production and maintain growth of the agricultural sector, focusing on implementing 6 groups of key tasks and solutions according to Resolution No. 143 of the Government.
Chairmen of People's Committees of provinces and centrally-run cities, especially those affected by recent storms, floods and landslides, should focus on directing competent authorities to urgently review and fully and accurately count the damage to agricultural production; proactively and actively mobilize maximum local resources to immediately implement support policies for those affected in accordance with regulations.
In case the local budget does not have enough resources to support, the Provincial People's Committee shall send a document to the Ministry of Finance to handle the advance payment of funds to the locality. Focus on directing and proactively promoting the organization of agricultural, forestry and fishery production according to the orientation and direction of competent authorities and the Ministry of Agriculture and Rural Development;
Guide and support people to promptly implement solutions to restore production, especially in cultivation, aquaculture, and livestock, especially the supply of plant and animal varieties in areas affected and damaged by natural disasters to promote production and business, ensuring stable lives for people in the last months of the year, especially the upcoming Lunar New Year.
The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, agencies and localities to proactively and actively direct and closely monitor the situation and developments in supply and prices of agricultural products, especially in localities affected and severely damaged by storms and floods; promptly implement measures to regulate, ensure supply, control prices, and prevent speculation, hoarding, price manipulation, consumption of counterfeit and poor-quality goods, and taking advantage of natural disasters and storms and floods for profit.
Exemption, reduction, extension of tax and land rent
The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to direct and guide the immediate implementation of financial support policies, tax exemptions, reductions and extensions, land rents, water surface rents, etc., within its authority for localities and subjects affected by storms and floods, especially agricultural production, in accordance with the law; continue to research and develop policies to exempt and reduce fees and charges for subjects suffering damage.
The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, agencies and localities: Urgently report to competent authorities to consider supplementing resources for the Social Policy Bank according to Resolution No. 143 to provide loans to restore production and stabilize life according to regulations.
The State Bank of Vietnam continues to direct credit institutions and commercial banks to proactively calculate support plans, restructure debt terms, maintain debt groups; be more proactive in considering exemption and reduction of loan interest for affected customers, develop new credit programs with appropriate preferential interest rates, and continue to provide new loans to customers to restore production and business after the storm in accordance with current legal regulations.
Speed up the implementation and disbursement of the credit loan package for the forestry and fishery sectors that is being deployed, prioritizing localities damaged by recent storms and floods, and consider increasing the scale if effective and necessary.
Ministries, sectors and localities continue to proactively and actively mobilize domestic and international partners and sponsors to mobilize financial resources and aid goods and provide quick and timely support to affected people and localities.
Agricultural sector joins hands to restore aquaculture production
Following the Government's direction on production recovery, more than 100 enterprises have pledged to support nearly 170 billion VND in cash, food, breeds, environmental improvement materials, barns, cages to restore the livestock and aquaculture industry in the Northern region. This information was announced by the Ministry of Agriculture and Rural Development. This is an important resource to help the livestock and aquaculture industry resume production as soon as possible, in time to meet food needs at the end of this year.
Immediately after storm No. 3 passed, Mr. Tran Van Ut - Director of Vy Tuyen Company Limited directly went to many aquaculture areas in Quang Ninh to personally assess the damage, to develop a plan to produce floating buoys and calculate policies to support people to resume production because Mr. Ut's company was supplying floating buoys for many fish and clam cages in the area.
"The company has researched a price support policy for people. We will support people by reducing prices by 5-10% so that people can quickly restore production and business after the storm and flood," Mr. Ut shared.
In addition to cage materials, seafood seed sources are also something that people are in dire need of support for, so that they can reproduce as quickly as possible. The first seaweed seed production company is ready to provide seeds to support aquaculture farmers in Quang Ninh and Hai Phong through the Ministry of Agriculture and Rural Development.
Mr. Do Le Phuong - Director of DBLP Company Limited said: "We will provide that seed source to the Ministry so that the Ministry can distribute it to localities and places in need. We will provide techniques, technology and bring partners to invest together for the people".
Recently, the Ministry of Agriculture and Rural Development also held a conference to call for support resources from businesses in the industry, with the goal of providing timely and practical support to resume production as soon as possible, ensuring food supply for the market at the end of the year.
"Going deep into technical measures such as disease prevention, biosecurity, breeds, nutritional food... so that we can immediately restore the growth rate of these two fields, is also an important contribution to the growth rate of the industries", said Mr. Phung Duc Tien - Deputy Minister of Agriculture and Rural Development.
In addition to livestock and aquaculture, in the field of cultivation, in recent days, the agricultural sector has had a series of activities of the program to support production reconstruction, distributing seeds of many crops in the northern provinces, with the total support from seed and agricultural material enterprises reaching 24 billion VND.
