Promote the responsibility of the leader
In order to effectively handle citizens' complaints and denunciations, in recent times, the Provincial Party Committee, People's Council and People's Committee have focused on leading and directing all levels and sectors to deploy and concretize Directive No. 35 of the Politburo on "Strengthening the Party's leadership in the work of receiving citizens, handling complaints and denunciations", considering this an important and regular political task of all levels and sectors. Many fundamental solutions and effective measures have been focused on by the province, directed and implemented resolutely in the spirit of respecting the law and "taking the people as the root" with the goal of not letting complaints and denunciations go unanswered and not forming "hot spots". In which, the responsibility of the heads of Party committees and authorities is emphasized, promoting the combined strength of the entire political system in the work of receiving citizens and handling complaints and denunciations is promoted.
Comrade Hoang Manh Hung, Chairman of Tam Diep City People's Committee shared: Every week, at the leadership meetings, the City People's Committee requests reports on the progress of handling complaints and denunciations under its authority, on that basis, directs the removal of difficulties and obstacles, and promptly resolves them according to legal regulations. In the period of 2014-2024, the Chairman of the City People's Committee and the Chairman of the Commune People's Committee have received 2,306 citizens with 615 cases. In particular, Tam Diep City has increased dialogue with people, ensuring the settlement of cases according to regulations, protecting the legitimate rights and interests of people and businesses. In the past 10 years, the city has organized 9 dialogues with people and businesses; directed the commune level to organize 41 dialogues with people about complaints related to site clearance. Through the dialogues, people have a clearer understanding of the State's regulations on issues that people still have opinions on and do not agree with. At the same time, it helps authorities at all levels grasp the thoughts and aspirations, thereby considering and promptly and thoroughly resolving people's opinions and recommendations, not allowing them to become hot spots.
Promoting the responsibility of leaders of Party committees and authorities, promoting the combined strength of the entire political system in citizen reception work is considered one of the important solutions that brought success to Ninh Binh in deploying and implementing Directive No. 35. Accordingly, Party committees have resolutions to lead the work of handling complaints and denunciations; authorities at all levels have plans to carry out the task of handling complaints and denunciations, assigning specific responsibilities to direct the timely and complete resolution of cases. Leaders of Party committees and authorities regularly inspect, urge and direct the implementation of the task of handling complaints and denunciations under their authority. Over the past 10 years, Party secretaries at all levels have received 14,400 meetings with 2,214 citizens (including 209 unscheduled meetings with 190 citizens). State administrative agencies received 38,445 citizens, including 588 large groups (with 5 people or more). Citizen reception work has been gradually linked to the resolution of complaints and denunciations, with many cases being resolved right at the grassroots level.
In 2014, the Provincial Party Standing Committee issued Regulation 1248 regulating the leaders at all levels to conduct direct dialogue with the people. Accordingly, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee participated in many direct dialogues through forums to listen to the people's opinions; at the district level, the heads of the Party Committees proactively participated in dialogues at many forums such as "Youth with job creation", "Youth with creativity and entrepreneurship"... In addition, on a monthly basis, the Chairman of the Provincial People's Committee also received citizens through meetings and dialogues with citizens and businesses. Based on the recommendations and proposals of businesses, the Chairman of the Provincial People's Committee directed the People's Committees at all levels, departments and branches to coordinate in resolving issues, creating conditions for businesses to recover and develop, contributing to improving competitiveness and promoting socio-economic development of the province. Over the past 10 years, Party Committee heads and People's Committee Chairmen at all levels have organized 1,962 dialogues and resolved 791 petitions from people and businesses.
Building trust among the people
In receiving citizens and resolving complaints, the province has directed all levels, sectors, agencies, units, and localities to develop and publicize the internal regulations, rules, and schedules for receiving citizens of the heads of Party committees, authorities, agencies, and units so that all organizations and citizens can more conveniently meet, discuss, and make proposals to leaders about problems related to complaints. In the process of resolving complaints, all levels, sectors, and localities in the province, according to their functions, flexibly apply many measures appropriate to the actual situation, especially the work of mediation and organizing dialogues, which have been given more attention, contributing to the final resolution of many complicated and long-standing cases, as well as newly arising cases and conflicts, ensuring the legitimate and legal rights and interests of organizations and citizens, building trust among the people, thereby limiting re-complaints and re-trials.
Sharing with us about the consensus in site clearance for the Ninh Binh (Mai Son) - Thanh Hoa Expressway Construction Investment Project (National Highway 45), Mr. Nguyen Van Son, Tan Binh Ward (Tam Diep City) said: In 2020, when the State had a policy of land acquisition to implement the project, initially we, like many other households affected by the project, could not avoid concerns about compensation prices, resettlement plans, etc. I also submitted a petition to the local authorities. Authorities at all levels from the ward to the city held meetings with the people, dialogues, and explanations, and people were able to directly raise their concerns so that the officials could understand clearly. Their legitimate aspirations were considered and resolved, so the people agreed, received compensation, and handed over the site so that the contractor could soon start construction of the project. Personally, after receiving compensation support, I was able to build a more spacious house, my life gradually stabilized, and my family felt secure in working and working.
With the active participation of all levels and sectors, the work of receiving citizens and resolving complaints and denunciations in the province has achieved many important results, making Ninh Binh one of the bright spots of the country. According to statistics, in the past 10 years, state administrative agencies have resolved 624/629 complaints under their authority, reaching 99.2%; of which: departments and sectors have advised on resolving 228/230 cases; districts and cities have resolved 303/304 cases; commune level has resolved 93/95 cases. Through the resolution of complaints and denunciations, the State has recovered 908 m2 of land and 133.9 million VND; returned 173 m2 of land to citizens; and recommended administrative handling of 3 cadres, civil servants and public employees.
State administrative agencies have resolved 441/445 denunciation cases under their authority, reaching 99.1%, of which: departments and branches have reviewed, verified and resolved 128/128 cases; districts and cities have resolved 214/217 cases; commune level has resolved 99/100 cases under their authority. Through resolving citizens' denunciations, they have recommended recovering 1,245 million VND to the state budget and citizens; recommended disciplining 1 collective and 12 officials and civil servants; protected the rights of 1 collective and 8 citizens; recommended administrative handling of 25 officials and civil servants; transferred 2 cases to the investigation agency for handling according to the provisions of law.
Notably, through meetings, contacts, and dialogues, citizens have helped advisory agencies and complaint handlers to understand the matter clearly, have the right direction and direction, and the settlement results have created high consensus. Through dialogue, many citizens have voluntarily withdrawn their complaints. In the past 10 years, the number of citizens who withdrew all their complaints was 40/441 cases; 131/624 complaints were resolved through persuasive mediation. 16/16 complicated and prolonged complaints have also been directed to be reviewed and resolved.
Assessing the results of 10 years of implementing Directive No. 35 of Ninh Binh, Mr. Nguyen Hong Diep, Head of the Central Citizen Reception Committee, said: The work of handling complaints and denunciations has been focused on by the Party Committee and authorities at all levels of Ninh Binh province, with close and regular coordination between departments, branches and localities. The quality of handling petitions and letters has been improved, ensuring compliance with legal regulations, protecting the rights and legitimate interests of citizens. Backlogged, complicated and prolonged cases have been focused on and resolved, basically overcoming the situation of citizens clinging to complaints and denunciations at the Central Citizen Reception Office.
The successes of Ninh Binh are proof that the effective resolution of complaints and denunciations not only contributes to stabilizing the social situation but also creates favorable conditions for economic development, demonstrating transparency and openness in the operations of the state apparatus. Ninh Binh is a bright spot in the work of receiving citizens and resolving complaints and denunciations of citizens, and Ninh Binh's experiences will be lessons for localities across the country to refer to and implement.
