In addition to IELTS and TOEFL, this year, candidates with B1 certificates, TOEIC four skills, Aptis ESOL... that meet the requirements will be awarded 10 points in English and exempted from the graduation exam for this subject.
On the afternoon of March 8, the Ministry of Education and Training announced a circular amending a number of articles of the Graduation Exam Regulations, including expanding the list of English certificates recognized in this exam.
Accordingly, in addition to TOEFL ITP 450 points, TOEFL iBT 45 points, IELTS 4.0 as in previous years, candidates will be awarded 10 points and exempted from the English exam if they have one of the following certificates: B1 Preliminary, B1 Business Preliminary, B1 Linguaskill; Aptis ESOL B1; Pearson English International Certificate (PEIC) level 2; TOEIC 4 skills (Listening and Reading 275, Speaking and Writing 120); level 3 certificate according to the 6-level foreign language proficiency framework for Vietnam (VSTEP).
For the remaining five foreign languages, Russian, French, Chinese, German, and Japanese, the certificates used for exemption from the exam are similar to last year.
Minimum requirements for foreign language certificate scores and issuing units for exemption from the 2024 high school graduation exam are as follows:
Every year, tens of thousands of candidates are exempted from the high school graduation exam thanks to foreign language certificates. In 2023, nearly 46,700 candidates were in this category, accounting for about 4.5% of the total number of candidates.
The fact that 4.0 IELTS or equivalent is counted as a 10 and exempts from the English graduation exam has caused controversy, but many teachers say that it is rare for candidates to study IELTS just to be exempted from graduation. They often use foreign language certificates for university admission. Currently, nearly 100 schools use IELTS and TOEFL for admission, by combining certificate scores with graduation exam scores, competency assessment test scores or academic records.
In addition to adding some English certificates, this year's graduation exam regulations clearly stipulate the responsibilities of independent candidates, prohibited items in the exam room, independent rounds of the exam area... to minimize cheating. These are new points compared to the old regulations.

2024 is the last year the high school graduation exam will be held with 5 exams.
Candidates must take three compulsory tests: Math, Literature, Foreign Language and choose one of two combined tests: Natural Sciences (Physics, Chemistry, Biology) or Social Sciences (History, Geography, Civic Education for high school students and History, Geography for continuing education students). Of which, Literature is in essay form, the remaining subjects are in multiple choice form.
The Ministry of Education and Training plans to organize the 2024 high school graduation exam at the end of June.
