On the morning of October 11, at the headquarters of the Ministry of Information and Communications, an online conference took place between the Government Working Group under Decision No. 435/QD-TTg and the provinces of Quang Binh, Quang Tri, and Thua Thien Hue.
The working session aims to answer, resolve and remove difficulties and obstacles regarding production and business, public investment, infrastructure construction and import and export in localities.
Deputy Minister of Information and Communications Bui Hoang Phuong chaired the conference. The meeting was attended by representatives of the Ministry of Education and Training, Ministry of Transport, Ministry of Health, Ministry of Natural Resources and Environment, Vietnam Electricity Group, Department of Operations (General Staff) and representatives of many other agencies and units.
Following the Government's direction to urge and promote the disbursement of investment capital in the last months of the year, recently, the Ministry of Information and Communications has coordinated with a number of ministries, departments, branches and localities to research and answer recommendations and problems.
According to reports from localities, since the beginning of the year, 45 petitions from the three provinces of Quang Binh, Quang Tri, and Thua Thien Hue have been sent to ministries and branches. Of these, 20 petitions have been unanimously studied and thoroughly handled and completed by the localities. Currently, 25 petitions from localities have not been resolved.
Specifically, Quang Binh province has 12 petitions, including 6 old petitions and 6 new petitions. Quang Tri has 12 petitions, 5 unresolved petitions and 7 new petitions. Thua Thien Hue province has only 1 petition.
Local difficulties and problems are related to many issues, under the management of many different ministries and branches.
Notable issues include the connection of key traffic projects of Quang Binh province to National Highway 1A and BOT investment routes, the handling of assets on land, the import of wind power from Laos to Vietnam, problems related to customs clearance, criteria for model new rural districts, national target programs on sustainable poverty reduction, etc.
At the Conference, Deputy Minister of Information and Communications Bui Hoang Phuong suggested that ministries and branches focus on discussing to resolve recommendations, especially long-standing issues so that localities can coordinate to resolve them.
In order to continue to grasp difficulties and problems, especially those arising in the area, in addition to the recommendations stated in writing, Deputy Minister Bui Hoang Phuong suggested that localities proactively discuss in the meeting.
The working session then took place in an open spirit, with ministries, branches and localities exchanging frankly, discussing and finding solutions to recommendations, especially those that have existed for a long time.
Concluding the conference, Deputy Minister Bui Hoang Phuong said that based on the issues discussed at the meeting, the Ministry of Information and Communications will synthesize all the above content to report back to the competent authority.
In particular, there are 3 contents that the Ministry of Information and Communications has recorded opinions on and will report to the Government, including issues related to connecting investment routes under the BOT form in Quang Binh, the story of Nhat Le shipyard and difficulties in importing electricity from Laos to Vietnam for the AMI Savanakhet wind power project.
Based on the opinions at the meeting, the Ministry of Information and Communications will send documents to ministries, branches and localities on the contents related to the Dam Repair and Safety Improvement Project (WB8) in Quang Tri province, and the proposal of Quang Tri province on adding subjects and support limits when participating in the National Target Program for Sustainable Poverty Reduction.
Deputy Minister Bui Hoang Phuong also requested that ministries and branches soon issue guidance documents and support localities to complete unfinished work.
