Many stateless Vietnamese people get ID cards thanks to new law

VOV.VN - On the morning of August 23, Ho Chi Minh City Police held a conference to directly dialogue and answer questions from citizens and businesses about administrative procedures. Ho Chi Minh City Police informed that many people of Vietnamese origin whose nationality cannot be determined will be granted ID cards thanks to the new law.
Speaking at the conference, Colonel Nguyen Dinh Duong, Deputy Director of Ho Chi Minh City Police, said that the dialogue aimed to listen to opinions, reflections and recommendations from people, organizations and businesses on regulations and administrative procedures under the authority of Ho Chi Minh City Police. From there, it will orient to rectify and overcome shortcomings so that the administrative procedure reform work of Ho Chi Minh City Police can serve people and businesses better and better.

At the conference, people and representatives of organizations and businesses wondered and asked many questions about new regulations and administrative procedures in the fields of state management of security and order.

Focusing on issues such as: new regulations of the 2023 Law on Identification; procedures for registering ownership transfer and registering cars purchased from liquidated banks or purchased from others; procedures for confirming residence information; procedures for inspecting fire prevention and fighting equipment and procedures for entry and exit, registration of residence for citizens and foreign guests at hotels...

Under the direction of Colonel Nguyen Dinh Duong, questions were answered fully, specifically and clearly by representatives of departments and units under the Ho Chi Minh City Police Department about the process of receiving and returning results of administrative procedures that people and businesses are interested in.

Notably, in the question-and-answer session, the representative of the Department of Administrative Management of Social Order (PC06) - Ho Chi Minh City Police highlighted the new contents and progress in the 2023 Identification Law. Lieutenant Colonel Nguyen Ngoc Hai, Deputy Head of PC06, said that the 2023 Identification Law has responded to, resolved and helped many cases of people of Vietnamese origin whose nationality is unknown. According to Lieutenant Colonel Nguyen Ngoc Hai, currently in Ho Chi Minh City and many localities across the country, there are cases of people of Vietnamese origin whose nationality is unknown. These people are facing many difficulties due to not having identification papers. The 2023 Identification Law has responded to and resolved this problem, creating conditions for these cases to have the necessary documents, meeting their transaction needs in life and making it convenient for state agencies in population management.

From the beginning of 2024 to now, Ho Chi Minh City Police have handled a total of more than 6.1 million records in the fields of immigration management; registration and management of road motor vehicles; registration and management of residence; issuance of citizen identification cards, etc. Receiving and processing records online has reached a rate of about 93%. Ho Chi Minh City Police said that there are still some difficulties in handling procedures for people such as: some newly deployed public services still have connection problems; printing and issuing ID cards and passports still have some problems due to having to transfer data to the Police Department for management, leading to delays compared to people's requests.
