Implementing the tasks of 2024 in the context of new advantages and opportunities but more difficulties and challenges, but with a proactive spirit and high political determination, from the beginning of the year, the Provincial People's Committee focused on directing, operating, assigning specific tasks to each sector, each level, completion progress, clearly defining the role of the leader to organize the implementation of solutions.

Thanks to that, the province's socio-economic situation continued to recover stably; the province's gross regional domestic product (GRDP) achieved a growth rate of 8.74%, ranking 4th out of 14 provinces in the region and 16th out of 63 provinces and cities nationwide.

Of the total 18 planned targets, it is expected that 12/18 targets will be completed; 6 targets are still difficult. Notably, the targets are as follows: Total state budget revenue is estimated at VND 4,248 billion, up 7.1% over the same period, exceeding the plan by 6.2% (of which, domestic revenue is estimated at VND 4,176 billion, reaching 106% of the plan). The contribution of the marine economy to GRDP is estimated at 42.22% (plan 42%). The contribution of total factor productivity (TFP) to GRDP is estimated at 42.86% (plan 39-40%). Labor productivity is estimated to increase by 8.1% (plan 8-9%). The rate of poor households according to the multidimensional poverty standard decreased by 1.61% (plan decreased by 1.5-2%). The rate of general schools meeting national standards is 65.2% (plan 64-65%). The number of workers trained in vocational training reached 11,501, exceeding the plan by 21.06% (plan of 9,500 people). The rate of industrial parks and clusters in operation with centralized wastewater treatment systems meeting standards reached 100% (plan of 100%). The forest coverage rate was 48.15% (plan of 48.14%). The rate of rural households with access to clean water reached 99.75% (plan of 99.7%)...

In agricultural development, the Provincial People's Committee has directed the effective implementation of crop restructuring, replication of large-scale field models and effective production models; increased mechanization rate, increased area applying advanced production processes, effectively prevented and controlled plant diseases...; thanks to that, the annual crop planting area reached 83,983 hectares, exceeding the plan by 6.2%. In addition, in 2024, the province will develop an additional 259.67 hectares of high-tech agricultural areas, exceeding the plan by 39.67 hectares, increasing the total area of ​​the province to 825.61 hectares/1,000 hectares, reaching 82.56% of the target for 2025. Regarding fisheries, thanks to favorable fishing grounds, along with policies to support offshore fishing, increased fishing vessel capacity, and good fishing output, estimated at 132,696.3 tons for the whole year, an increase of 0.6% compared to 2023. The above results contribute to bringing the added value of the agriculture, forestry and fishery sector to an estimated VND 7,344 billion, an increase of 4.79%.

The province has paid attention to promoting investment attraction for economic sectors. In addition to successfully organizing the Conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, the province also successfully organized the Ninh Thuan Investment Promotion Connection Conference in Dong Nai province and Ho Chi Minh City. Investment promotion has many innovations, creating a spillover effect that attracts the attention of many investors. After the conference to announce the provincial planning, Ninh Thuan welcomed 8 delegations of investors to explore investment opportunities (4 domestic delegations and 4 FDI delegations); received project implementation proposals from 16 investors (14 domestic investors and 2 FDI investors). With priority policies to call for investment in key, breakthrough, advantageous sectors and fields of the province, projects in the Southern key economic zone, secondary projects in industrial parks and clusters. Since the beginning of the year, the province has approved investment policies, approved investors, and issued investment decisions for 15 projects with a total capital of VND 26,206 billion; adjusted investment policies for 58 projects with a total additional capital of VND 19,412 billion. Of which, 4 new projects in industrial parks were granted with a registered capital of VND 1,235.7 billion; adjusted 13 projects in industrial parks with an additional capital of VND 1,044.3 billion. In particular, to create momentum for industrial development, the province has focused on implementing tasks and solutions to promote energy development, a breakthrough in renewable energy, thereby promoting efficiency and added value in the energy sector with an increase of 14.46%. Proactively working and holding dialogues to support the removal of difficulties and obstacles and proposing solutions to promote and increase output, and find markets for processed and manufactured industrial products; Thanks to that, the processing industry increased quite well with an increase of 13.84%..., contributing to the estimated added value of the whole year of the industry reaching 6,697 billion VND, an increase of 14.09% over the same period.

Sectors such as trade, tourism and services continued to grow well. The disbursement of public investment capital basically met the target; business activities showed signs of recovery. State management of land, minerals and environmental protection was strengthened; land bottlenecks were gradually removed. Key projects and driving forces were focused on to accelerate progress. Social security policies were fully and promptly implemented; care for policy beneficiaries and poor households was better implemented. Military and defense work was ensured. The work of reviewing, issuing plans and directing the overcoming of some shortcomings and limitations after inspections, checks and audits, especially the conclusions of the Government Inspectorate... was promptly directed.

To create new growth momentum for 2025 - a year of special importance, the last year of the 2020-2025 term, the year of organizing party congresses at all levels for the 2025-2030 term; the year of acceleration, breakthrough, and reaching the finish line, to strive to achieve the highest results in the goals and targets of the 5-year socio-economic development plan 2021-2025, the Provincial People's Committee has set out 11 tasks and 8 groups of solutions to direct departments, branches, localities, and units to implement. The focus is on 3 breakthroughs: (1) Removing difficulties and bottlenecks in mechanisms and policies, prioritizing industry and services, promoting decentralization, reviewing and amending regulations to facilitate socio-economic development, promoting production, business, and investment; (2) create breakthroughs in unlocking land resources, disbursing investment capital associated with accelerating the progress of key, dynamic, and inter-regional projects; (3) enhance the sense of responsibility, dare to think, dare to do in performing tasks, especially the responsibility of the leader. Focus on directing the implementation of the arrangement of the political system to be streamlined, compact, strong, efficient, effective, and efficient with a spirit of urgency, seriousness, science, synchronization, and efficiency associated with doing a good job of ideological work for cadres, civil servants, and public employees; implement the province's tasks to prepare for the launch of the Ninh Thuan Nuclear Power Plant project. Strive for the GRDP growth rate to reach about 13-14% by the end of 2025 to achieve the growth target for the entire term; GRDP per capita to reach 113-114 million VND/person. Economic structure: Agriculture, forestry, and fishery account for 24-25%; Industry - construction accounts for 42-43%; services 32-33%. Budget revenue in the area is about 5,500 billion VND. Total social investment capital is about 22,500 billion VND. The contribution of total factor productivity (TFP) to GRDP is about 44-45%. The rate of poor households according to the multidimensional poverty standard decreased by 1.5%...
