However, there are still many bottlenecks and problems that need drastic and effective support for Buon Ma Thuot to develop to its full potential.
Look straight at existence and limitations
According to the People's Committee of Buon Ma Thuot City, the city is currently facing many difficulties and obstacles, both objective and subjective, that hinder development. In particular, the legal system still has many contradictions and overlaps, not suitable for practical requirements. The world security situation is unpredictable, the security and order situation in the area is sometimes and in some places still potentially complicated. The price of raw materials fluctuates for a long time, and the consequences of the COVID-19 pandemic continue.
Many important infrastructure projects connecting Buon Ma Thuot City with other localities are still behind schedule.
The first application of specific mechanisms and policies for the district level (provincial cities) in planning work has left the city confused, having to implement, research and learn at the same time. During the planning process, new factors in development orientation and calling for investment in urban development have appeared, requiring local adjustments, leading to many changes in the plan, delaying progress.
The review and coordination with departments and branches in the work of proposing the list of 1/2000 scale zoning plans is still slow, and the coordination in checking and handling arising problems is not timely.
There are still many subjective limitations that hinder the city's development.
According to the People's Committee of Buon Ma Thuot City, the relationship between the leadership of the Party Committee and the management and administration of the government is sometimes not really close and not effective. Awareness and application of the law in implementing socio-economic development projects are not complete, leading to confusion and passivity in finding solutions. There are many leadership and directive documents, but the implementation is still the weak link.
Some cadres, party members and leaders have not fulfilled their responsibilities, lacked focus, determination, avoided and shirked responsibility, were afraid of conflict and innovation...
Need to effectively implement mechanisms and policies for Buon Ma Thuot
In Conclusion No. 67 of the Politburo, Resolution 103 of the Government, Resolution 72 of the National Assembly... have clearly stated the key tasks to develop Buon Ma Thuot City to become the central urban area of the Central Highlands, the world's coffee destination.
Buon Ma Thuot City needs more resources to become a world coffee destination
According to the People's Committee of Buon Ma Thuot City, in order to supplement more resources and create conditions for the construction of Buon Ma Thuot City according to the set goals and orientations, the city really needs the drastic and timely participation of the Central Government. In particular, the People's Committee of Buon Ma Thuot City proposed that the Central Government pay attention and prioritize the implementation of key projects and works mentioned in Resolution No. 103 such as the Central Highlands Key Sports Center and the Central Highlands General Hospital.
In addition, pay attention to allocating the central budget to invest in the construction of the road connecting the end of the Khanh Hoa - Buon Ma Thuot highway with the East-West Highway in the period of 2026-2030. Increase connectivity and effectively exploit Buon Ma Thuot Airport.
Buon Ma Thuot City proposes to soon invest in the section connecting East-West Avenue to Khanh Hoa - Buon Ma Thuot Expressway.
Investing in upgrading and expanding the road connecting National Highway 26 - National Highway 14 - Provincial Road 8 - Provincial Road 5 - Provincial Road 1 with a scale of 43.6 km. Investing in the construction of 4 projects connecting Dak Lak province with Gia Lai, Dak Nong, Lam Dong, Phu Yen provinces with a total investment of about 1,700 billion VND... Thereby, completing the traffic infrastructure connecting Buon Ma Thuot with districts and provinces in the region, contributing to promoting the economic development of the city and provinces in the region.
Regarding the goal of becoming a destination for world coffee, Mr. Vu Van Hung, Chairman of Buon Ma Thuot City People's Committee, said that support from the Central Government is extremely important and necessary. First of all, preferential policies on tax and finance to encourage businesses to invest in deep processing technology, increasing the added value of coffee products. Because currently only about 20% of coffee output is deeply processed, while the demand for processed coffee is increasing worldwide.
Classified, deeply processed coffee accounts for a low proportion.
Regarding the transport infrastructure as mentioned above, the city needs the Central Government to invest in key transport routes to help Buon Ma Thuot easily connect with major seaports, creating favorable conditions for coffee export.
In addition, the city needs support in promoting international trade and promoting Buon Ma Thuot coffee brand to the world. Events such as Buon Ma Thuot Coffee Festival need the participation of international organizations and major importers to attract attention from the global market.
Striving to be a favorite, livable destination
Speaking at the recent 120th anniversary of the founding of Dak Lak province, Deputy Prime Minister Nguyen Hoa Binh emphasized that Dak Lak is a place with many favorable natural conditions and diverse and rich natural resources. Dak Lak is a place where many unique features of folk cultural values and customs of the community of 49 ethnic groups living together. Among them, the "Central Highlands Gong Cultural Space" was recognized by UNESCO as an oral masterpiece and intangible cultural heritage of humanity. All blend together, containing the thoughts and aspirations for a peaceful life of simple and generous people.
Striving to make Dak Lak a favorite and livable destination
In order to develop sustainably, worthy of its central position and the main driving force of the Central Highlands, the Permanent Deputy Prime Minister requested Dak Lak province to continue to closely follow the direction of the Central Government, concretize the goals and tasks in the conclusions of the Politburo, resolutions of the National Assembly and the Government on the development of Buon Ma Thuot City.
