Many localities are confused in implementing Circular 29 on extra teaching and learning.

The Ministry of Education and Training said that currently, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are confused and worried.

Be aware of the consequences of extra teaching and learning

Pursuant to Official Dispatch No. 41/TTg-QHDP dated January 10, 2024 on the implementation of the Resolution at the 6th Session of the 15th National Assembly, which assigned the Ministry of Education and Training (MOET) to study and issue a Circular regulating additional teaching and learning (DTHT), on December 30, 2024, the MOET issued Circular No. 29/2024/TT-BGDDT on the management of additional teaching and learning (Circular No. 29).

To date, Circular No. 29 has been in effect for one month. Through reviewing, checking, and collecting information from the Departments of Education and Training, and comments sent to the Ministry of Education and Training through the media from parents, scientists, and teachers, the Ministry of Education and Training has reported on the implementation of Circular No. 29.

According to the Ministry of Education and Training, Circular No. 29 has received high consensus and special attention from society, so it was quickly grasped and promptly implemented, meeting society's expectations. Localities, schools, teachers, and parents are more aware of the consequences and harms of widespread DTHT on students, parents, schools, and the whole society.

The team of managers and teachers have a fuller and clearer awareness of the responsibility and importance of formal teaching, the responsibility in supporting students to ensure the quality of education; the responsibility and importance of equipping students with the awareness of self-study, autonomy, and self-awareness in educational activities.

Authorities at all levels have raised awareness of their roles and responsibilities in managing extracurricular activities in the area, promptly issued instructions to implement regulations on extracurricular teaching; gradually put these activities into order, discipline, in accordance with the law and avoid waste; initially issued plans and established inspection teams to implement the provisions of Circular 29.

Parents clearly recognize the role of family in coordinating the management and education of students.

In particular, during the implementation of the mission, the Delegation received comments sent through the media from parents, scientists, teachers and staff showing great support for the regulations of the Circular, stating that the Ministry of Education and Training has listened receptively and is highly determined to bring the country's education system in line with the educational policies set forth by the Party and the State, opening up opportunities for the young generation to develop comprehensively, contributing to the country with high-quality, dynamic and creative citizens.

Many localities are confused in implementation.

The Ministry of Education and Training said that currently, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are confused and worried.

The direction for educational institutions to adjust their school education plans to comply with the provisions of the Circular in some places was not timely and ready from the time the Circular was issued.

There are still some managers and teachers who do not fully understand the regulations and spirit of Circular No. 29.

Objective issues such as lack of school facilities; parents relying on schools and teachers because parents do not have enough time and knowledge to tutor their children; high expectations for their children's academic performance; high pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.

What is the cause?

Through practical inspections in a number of localities and synthesizing reports from the Departments of Education and Training, according to the Ministry of Education and Training, the implementation of Circular No. 29 has not been effective in a number of localities due to the following main reasons:

Firstly, the management of DTHT is not a new issue. Since 2012, the Ministry of Education and Training has issued Circular 17/2012/TT-BGDDT on the management of DTHT, according to which DTHT is included in the list of conditional businesses and is licensed to operate. However, some places have loosened management, leading to widespread DTHT, not properly implementing the regulations in Circular 17/2012/TT-BGDDT.

Second, the organization of teaching 2 sessions/day has not been seriously implemented, in accordance with regulations, and the facilities and teacher staff assigned to the school have not been fully exploited and utilized to implement the main teaching contents, and the resources have not been fully exploited to teach according to the needs of learners according to regulations. The document guiding the teaching 2 sessions/day has not met the requirements of the 2018 General Education Program and needs to be changed and adjusted.

What is the solution?

The Ministry of Education and Training said it will continue to strengthen direction and implementation of propaganda work on the content and meaning of Circular No. 29.

Accordingly, localities need to carefully study the guiding documents; continue to innovate methods, diversify forms of teaching organization, especially focus on innovation and diversification of forms of testing and assessment of learners' qualities and abilities, not to assess beyond the requirements of the program, not to put pressure on scores, direct general education institutions to develop admission plans for grades 1, 6 and 10 to ensure that they are suitable to local realities and current regulations, reduce pressure, reduce costs, and contribute to reducing illegal DTHT;

Review, supplement and adjust the school's education plan to ensure effective use of facilities, teaching staff and mobilize legal resources to implement the General Education Program, meeting the requirements of the program; assign teachers to ensure the prescribed teaching hour quota, prioritize appropriate assignments for final grade teachers to have maximum time to support students in reviewing for entrance exams and graduation exams according to the school's education plan;

Strengthen the role and responsibility of the Principal in organizing and implementing testing and evaluation according to regulations, not putting pressure on students to take extra classes; not organizing review sessions indiscriminately, for the wrong subjects, ineffectively, causing waste; absolutely not loosening the organization of review sessions and training for students with unsatisfactory learning results.

Increase investment in facilities to ensure 2 sessions/day

The Ministry of Education and Training requires the Departments of Education and Training to advise the Provincial People's Committees to allocate budget resources and increase the mobilization of social resources to build enough schools and classes and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, and resolutely not let students of universal education age have no way to go to school;

Provide appropriate financial support to educational institutions to organize review and training for students, contributing to improving the quality of education, especially for students who still have difficulties in studying, final year students, disadvantaged groups, students from difficult family circumstances, students from ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.

Directing localities to effectively use facilities, teaching equipment, teaching staff and mobilize resources to organize compulsory educational activities according to regulations, suitable to local conditions; effectively implementing regulations on management in public preschools and general education institutions to organize activities according to needs, implementing solutions to improve the effectiveness and efficiency of school educational management.

Localities should promptly issue regulations on extra teaching and learning according to their authority as prescribed in Clause 2, Article 8 of Circular 29, ensuring that they are consistent with local realities and current regulations, and speed up the inspection plan to promote and promptly remove difficulties. Immediately propose solutions for students to review for grade 9 and 12 exams to avoid disruption of teaching at schools.

The Ministry of Education and Training has directed localities to strengthen inspection, examination and supervision of the implementation of regulations on DTHT, establish an inspection team and conduct direct inspections in 05 provinces (on February 24, 2025 in Hanoi, on February 27 and 28, 2025 in Quang Tri, on March 5, 2025 in Hai Phong, on March 6, 2025 in Bac Giang, on March 14, 2025 in Thai Binh and in Ho Chi Minh City on March 21, 2025); proactively and regularly review and grasp information to promptly amend, supplement and perfect the Regulations on DTHT, ensuring suitability with reality and meeting requirements in the new situation.

On March 7, 2025, the Ministry of Education and Training issued Official Dispatch No. 948/BGDĐT-GDPT on reporting the implementation of Circular 29/2024/TT-BGDĐT to 63 provinces/cities. Up to now, 44 provinces/cities have sent reports including: Tra Vinh, Soc Trang, Phu Yen, Ninh Thuan, Nam Dinh, Lao Cai, Lang Son, Hai Phong, Ha Tinh, Dong Thap, Dak Nong, Dien Bien, Bac Giang, Ca Mau, Cao Bang, Bac Lieu, Binh Dinh, Lai Chau, Ha Giang, Long An, Ninh Binh, Kien Giang, Hung Yen, Vinh Long, Phu Tho, Hau Giang, Quang Nam, Dong Thap, Bac Kan, Quang Tri, Thanh Hoa, Khanh Hoa, Can Tho, Da Nang, Thua Thien-Hue, Binh Phuoc, Nghe An, Ben Tre, Tien Giang, Hanoi, Ho Chi Minh City, Thai Binh, Gia Lai, Yen Bai. There are currently 19 provinces/cities that have not yet submitted reports, including: An Giang, Ba Ria-Vung Tau, Bac Ninh, Binh Duong, Binh Thuan, Dak Lak, Dong Nai, Ha Nam, Hai Duong, Hoa Binh, Kon Tum, Lam Dong, Quang Binh, Quang Ngai, Son La, Tay Ninh, Thai Nguyen, Tuyen Quang, Vinh Phuc.
