Many localities are still slow and confused in implementing policies to support people.

On the morning of May 25, continuing the program of the 7th Session of the 15th National Assembly, the National Assembly discussed in the hall the results of the thematic supervision of "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".

Interest rate support policy through commercial banks only reached more than 3% of the plan.

Resolution No. 43 was issued and implemented in a special context, when the Covid-19 pandemic was taking place and causing very negative impacts on people's lives, the economy faced many difficulties, growth decreased, production and business narrowed, social security, employment and livelihoods of workers were severely affected.

According to the assessment of the monitoring delegation, Resolution No. 43 has been urgently implemented nationwide, achieving many positive results, contributing significantly to the effective implementation of the Party, National Assembly, and Government's policies on preventing and fighting the Covid-19 pandemic, gradually controlling and ending the Covid-19 pandemic, bringing social life back to normal, promoting the economy to overcome difficulties, recover and grow, social security is ensured; national defense, order, and social safety are maintained.

Implementation results show that most of the policies and measures issued in Resolution No. 43 are timely, in line with the people's wishes, meet the requirements of urgent situations, and are agreed upon and actively responded to by the people.

Many policies have been put into practice and brought about timely effectiveness, such as: Credit policy through the Social Policy Bank system, housing rental support for workers, reduction of value added tax rates, etc.

However, the monitoring delegation also assessed that the investment preparation work of some projects was slow, not ensuring readiness for implementation and disbursement of capital according to the deadline requirements of Resolution No. 43; the list of projects submitted to the National Assembly was not close to reality and had to be adjusted a lot. The progress of implementation and disbursement of capital of many projects did not ensure the deadline prescribed in the two years of 2022-2023. In particular, investment projects in the fields of health and information technology had very slow progress.

Some policies did not achieve the planned targets, such as: The policy of supporting interest rate of 2%/year through the commercial banking system achieved a low disbursement rate, only reaching about 3.05% of the plan; the policy of supporting housing rent for workers only reached 56% of the plan.

Support policies for people and workers in some localities are still slow and confusing; appraisal and settlement of support payments to beneficiaries face many difficulties and are slower than required.

The monitoring report recommends that the Government direct ministries, branches and localities to speed up the implementation and disbursement of investment projects using capital from the Socio-Economic Recovery and Development Program, striving to complete the disbursement of allocated program capital by December 31, 2024.

In case the disbursement cannot be completed as planned, it is recommended to clarify the responsibilities of relevant agencies, investors, and project management agencies. At the same time, propose and report to the National Assembly at the 8th Session of the 15th National Assembly to consider and decide on allowing the extension of the implementation and disbursement period to 2025, so as not to leave the project unfinished and ineffective.

Building a policy on toll collection on state-invested highways

Regarding the implementation of the National Assembly's resolutions on a number of important national projects, the monitoring delegation assessed that, in the context of many difficulties in construction materials and being greatly affected by the Covid-19 pandemic, the Government has directed relevant agencies to make efforts to complete and put into operation 635km of the North-South Eastern Expressway project in the 2017-2020 period, bringing the total length of expressways nationwide to 2,001km.

However, the progress of completing some projects is still slow compared to the requirements in the National Assembly's resolutions. Some projects are expected to increase the total investment, leading to adjustments in project investment policies.

Forecasting and investment preparation for some projects are still limited, leading to adjustments during implementation. In some projects, the implementation of design and estimate preparation, appraisal and approval is still inadequate; acceptance, payment, investment cost management and construction quality are still limited.

Some projects have been completed and put into operation but have not been invested in synchronously in rest stops and intelligent traffic systems, causing difficulties for traffic participants and potential risks of traffic accidents...
