Beltway 3 contractor works while waiting for site clearance

Although construction has been underway for 1.5 years, the Ho Chi Minh City Ring Road 3 project is still facing many obstacles in site clearance. The lack of land means the contractor cannot speed up the progress, and personnel and machinery have to wait.


Contractors in trouble

In mid-December, at the XL1 Ring Road 3 Ho Chi Minh City bid package (adjacent to the Ho Chi Minh City - Long Thanh Expressway), units are focusing on speeding up progress to soon complete some sections connecting to Nhon Trach Bridge, opening to traffic synchronously on April 30, 2025.

Package XL5 is behind schedule due to lack of land.

Package XL2 and XL3 are also on track. The joint venture of contractors has laid the beams in many sections of the overpass, especially the section through the Vinhome Grand Park urban area.

Meanwhile, at the XL5 package (Km 23+550 - Km 25+985, near Tan Van intersection), there are still land issues, making construction difficult.

A representative of DELTA Construction and Trading Joint Stock Company - one of the contractors of the package - said that some locations still have land issues, so the contractor cannot start construction. This also causes the equipment and human resources to stop, affecting the progress and plan of the contractor.

According to this person, the company has informed many times about the construction site problem but it has not been resolved yet. To ensure progress, as well as reduce waste when materials, equipment, and personnel have to wait... DELTA requests the Thu Duc City Compensation and Site Clearance Board and the Traffic Construction Investment Project Management Board to promptly resolve the problem to hand over the site early.

Similarly, in Binh Chanh District, the Ring Road 3 project was also affected because a household did not agree to hand over land for the project. Notably, this land is more than 2,600 square meters wide, the existing site is a gas station. After many meetings with the households, the Compensation and Site Clearance Board of Binh Chanh District still could not reclaim the land.

When will the space be available?

According to the investigation of Giao thong Newspaper, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong has assigned the Project Management Board for Investment and Construction of Traffic Works to urgently coordinate with Thu Duc City People's Committee and Binh Chanh District to develop a specific and detailed plan related to the handover of construction site, to be completed before November 15. However, after more than a month, the site has not been handed over.

The house and land of the household with a state-owned housing certificate.

Speaking to reporters, Head of the Compensation Board for Land Acquisition and Site Clearance of Thu Duc City, Vo Tri Dung, said that the unit is urgently resolving land acquisition issues related to this project. Currently, the project is facing land acquisition issues at households with state-owned housing certificates.

According to Mr. Dung, the People's Committee of Thu Duc City has sent a document to the Department of Construction regarding the process of resolving the sale of state-owned houses and granting a certificate for the area of ​​971.2 square meters of the above household, which is in accordance with previous regulations.

However, there is currently a problem in determining the selling price of the area exceeding the limit according to the conclusion of the State Audit. Therefore, Thu Duc City requests the Department of Construction to provide guidance on determining the selling price.

Mr. Dung added that in the next few days, the Ho Chi Minh City Department of Construction will likely issue a document guiding the determination of the selling price. From there, the unit will deduct the amount exceeding the limit and pay the land acquisition fee to the households; after that, the households will hand over the land to the project.

Meanwhile, Mr. Tran Ngoc Vu, Deputy Head of the Compensation and Site Clearance Board of Binh Chanh District, informed that the unit is planning to forcibly evict households to hand over the site for the project, expected to be implemented in December.

The Ho Chi Minh City Ring Road 3 project is 76km long, passing through 4 localities: Ho Chi Minh City, Binh Duong, Dong Nai, Long An with a total investment of nearly 75,400 billion VND.

The project is divided into 8 component projects, each locality implements 2 projects, including site clearance and construction.

In Ho Chi Minh City, the Ring Road 3 - Ho Chi Minh City project has 14 bid packages, including 10 main construction and installation bid packages and 4 bid packages for exploitation and operation. The project has 4 construction and installation bid packages that have started construction since June 2023 with a general progress of more than 24%, 6 construction and installation bid packages that started construction in early 2024 with a progress of about 10%.

According to the target, the project strives to open the main expressway route in Thu Duc City area on January 30, 2026; Binh Chanh - Hoc Mon - Cu Chi area on April 30, 2026.
