On the morning of February 5, 2024, Prime Minister Pham Minh Chinh chaired a working conference with the State Capital Management Committee at Enterprises and 19 affiliated corporations and groups on implementing production and business in 2024 and promoting investment in socio-economic development.

Reports and opinions at the conference assessed that in the past time and in 2023, the State Capital Management Committee at Enterprises has made efforts to basically fully perform the functions, tasks, powers and responsibilities of the agency representing State ownership at enterprises and perform the role of the standing agency of the Steering Committee to handle the shortcomings and weaknesses of a number of projects and enterprises that are behind schedule and ineffective in the industry and trade sector.
The Committee has actively and proactively worked with State management agencies to remove obstacles for enterprises to improve operational efficiency, promote investment resources, manage and use capital, State assets, public assets, and arrange land... The Committee has worked with corporations and general companies to remove difficulties and obstacles to deploy and complete many investment projects on energy infrastructure, traffic and transportation in 2023, including many large and important projects that have been behind schedule for many years.
Specific projects include: Construction of Ben Luc - Long Thanh Expressway; Thi Vai LNG import port warehouse with a capacity of 1 million tons (completed and put into operation from October 29, 2023); investment in construction of container terminals No. 3 and No. 4 of Hai Phong International Gateway Port; component project 3 - Long Thanh International Airport phase 1; construction of passenger terminal T3 - Tan Son Nhat International Airport; construction and expansion of international terminal T2 - Noi Bai International Airport; construction of terminal T2 - Phu Bai International Airport (completed and put into operation from April 28, 2023), construction and expansion of Dien Bien Airport (completed and put into operation from December 2, 2023)...
19 corporations and general corporations represented by the Committee have basically maintained production and business results in 2023, of which most completed and exceeded the plan on revenue, pre-tax profit, and payment to the state budget; profit and payment to the state budget were higher than in 2022, contributing significantly to the overall socio-economic development results of the whole country. 15/19 corporations and general corporations completed and exceeded the plan on revenue; 16/19 corporations and general corporations completed and exceeded the plan on pre-tax profit; 16/19 corporations and general corporations completed and exceeded the plan on payment to the state budget.
Groups and corporations continue to demonstrate their leading and pivotal role in many important economic sectors and fields of the country such as energy, transport infrastructure, telecommunications and information technology, industry, agriculture, etc.; basically meeting consumer demand, stably supplying essential goods and services to businesses and people; doing well in social security work, taking care of workers' lives.
After listening to the State Capital Management Committee at Enterprises report on the 2023 operation situation, the 2024 operation plan, production and business implementation and promoting investment in socio-economic development of enterprises, the conference listened to enterprises, ministries and branches clarify and supplement key issues, tasks and solutions for the coming time and propose specific solutions in the short, medium and long term associated with the implementation responsibilities of specific agencies and units and the completion deadline; at the same time, determine the roadmap for proposing amendments and supplements to relevant institutions, policies and laws.
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the report of the State Capital Management Committee at Enterprises, highly appreciated the opinions of the delegates attending the meeting; requested the agencies to absorb the valid opinions, complete and submit appropriate documents after the conference to organize synchronous, timely and effective implementation.
The Prime Minister acknowledged and commended the contributions of the State Capital Management Committee at enterprises, corporations and general companies to the overall achievements and results of the whole country in 2023, especially in terms of GDP growth, corporate governance and especially ensuring social security.
Strive for better results in 2023
However, in addition to the achieved results, the Prime Minister pointed out the shortcomings and limitations in the operations of corporations and general companies, such as difficulties in mechanisms and policies; limited investment for development, the disbursement rate of public investment is lower than the national average; contribution to GDP growth is not commensurate with the resources held; low efficiency of business investment...
The main reasons are that the positivity, proactiveness and creativity of leaders of some corporations and general companies have not been strongly promoted; legal problems, especially regarding land, public investment, decentralization and delegation of authority; policies for officials working in enterprises and capital management are still inadequate and not close to the actual situation; corporate governance is still not really suitable for the market economy... The Prime Minister requested all parties to share and find solutions to the above difficulties, challenges and problems.
In the coming time, the Prime Minister forecasts that the international and domestic situation will continue to have advantages, opportunities, difficulties and challenges intertwined, with more difficulties and challenges, especially in developing production, business, creating jobs and livelihoods for the people. Corporations and general companies holding large resources and carrying out great missions must do profitable business, contributing more to GDP growth and the State budget. The requirement for 2024 for the whole country and for corporations and general companies is to achieve better results than in 2023.
To further promote the operational efficiency and investment resources of corporations and general companies in implementing the socio-economic development plan and strategy for 2024 and the coming time, the Prime Minister clearly stated the contents and major groups of tasks. Accordingly, the Prime Minister requested to continue to closely follow the Party's guidelines and policies, the State's legal policies, the Resolution of the 13th National Party Congress, the conclusions, resolutions and directions of the Central Committee, the National Assembly and the Government, grasp the practical situation, concretize into programs, projects and plans, and organize effective implementation.
Along with that, focus on amending and proposing to competent authorities to amend relevant laws, decrees, and circulars to remove legal obstacles and difficulties, especially those related to the fields of prices, environment, resources, land, etc. The spirit is to decentralize and delegate more power along with appropriate resource allocation, improve enforcement capacity, and strengthen inspection and supervision.
Restructuring corporations and general companies according to approved plans, focusing on three restructuring contents: (i) restructuring of management towards effectiveness, efficiency, and improving human resource quality; (2) restructuring of finance; (3) restructuring of industries, input materials, etc. in line with development trends. The Prime Minister noted that the Committee should focus on orienting the restructuring issue for corporations and general companies and that the assessment of business operations should be based on overall efficiency.
Along with that, the head of the Government requested to promote decentralization, delegation of power, cut administrative procedures, be more proactive and positive, promote a strong offensive spirit, courage, confidence, dare to think, dare to do, dare to take responsibility in performing tasks within authority, be steadfast in principles but flexible in performing specific tasks, and comply with the laws of the market economy.
The Prime Minister noted that it is necessary to constantly promote the tradition and development history over many years of each enterprise, creating new momentum, new motivation, new results, new victories. Actively and strongly promote the fight against corruption, negativity, waste, and the mentality of waiting and relying on others. Improve the material and spiritual life of cadres, workers, and laborers; actively contribute to the work of ensuring social security.
The Prime Minister said that ministries, branches and committees have gained more experience and must coordinate closely and effectively, promptly and promptly resolve proposals from enterprises in the spirit of all for the common good, the national and ethnic interests, for the development of corporations and general companies; not push, avoid, not cause trouble or harassment, and work with enterprises to remove difficulties and overcome challenges.
Assigning specific tasks for the coming time, the Prime Minister emphasized a number of tasks such as corporations and general companies, with the core being the Vietnam Electricity Group, must not have a shortage of electricity; the Vietnam Oil and Gas Group must ensure enough oil and gas according to plan; the Coal and Minerals Group must ensure enough coal based on the long-term plan; the Steel Corporation must completely handle the Thai Nguyen Iron and Steel Plant expansion project phase 2 (TISCO 2); Vietnam Airlines must cut losses and handle outstanding issues; the Vietnam National Petroleum Group must not have a shortage of gasoline and oil, etc.Source link
