In the dry season, the streams dry up and can still transport goods and agricultural products outside or home, but in the rainy season, the water flows rapidly, the opposite is true. The people of Ham Can highlands are living a miserable life, hoping that the authorities will pay attention.

The spillway is degraded, the road to the production site is muddy, and there are streams without bridges that must be crossed. Ham Can residents are hoping that the authorities will pay attention.

Ham Can, a mountainous commune of Ham Thuan Nam district, has 1,252 households/4,523 people, mainly of the Rai ethnic minority. The commune has a natural land area of ​​12,308 hectares, of which 9,376 hectares are agricultural land, including: Land 04 - the type of land granted to ethnic households according to Resolution No. 04-NQ/TU of the Provincial Party Committee. Many areas are located deep in the mountains, on the edge of forests, where there are many rivers and streams that are dry in the dry season and flooded in the rainy season. In recent years, the State has paid attention to building intra-field canals to irrigate many crop areas such as the Linh River spillway in village 1 and the Ba Bich River dam in village 3 of the commune.

However, these dams have now seriously degraded and cannot regulate water as they did when they were first built. Specifically, the Song Linh dam has broken and filled up, not regulating enough water for the Muong Dien canal to irrigate many rice fields, and the Ba Bich dam is always in a state of drought. This has greatly affected crop productivity, and the local government has known and recommended to the relevant agencies for a long time.

But that is secondary to them, because if there is no canal water, they rely on rainwater, the main thing is that the road must be convenient. They do not have to wade across the stream every day with the burden of agricultural products, fertilizers... on their shoulders. During storms and rains, they are worried about the loss of life and property when trying to transport goods and agricultural products across the stream. "Every time there is a storm, transporting agricultural products and fertilizers is difficult, the worst is for women. There are days when the stream flows so fast that we have to wait until the water recedes before we dare to cross...", Mang Van Sang and many other households in village 1, Ham Can commune shared the suffering of the bridgeless stream in the Muong Dien canal area at the beginning of the village.

Meanwhile, Mang Thi Dung in village 2 said: Whenever we see heavy rain, we worry about going home early because we are afraid that the Di stream will flow rapidly. People here have petitioned the commune and district many times during meetings with voters, but they have not seen any construction of a bridge or culvert across the stream connecting the two banks to facilitate people's travel. "Not only is it inconvenient in transporting agricultural products and agricultural materials for production, but it is also difficult for students to go to school. Many students have to stay home if the rain lasts until morning," Dung added.

This is related to the fact that in recent years, many households in the commune have built houses on the fields for the convenience of raising livestock and production. Many people from other places have also come here to buy land to invest in agricultural production to make this place more prosperous, but the roads are difficult. People have also pooled money to buy land to fill the roads to reduce mud, but building bridges and culverts across streams is beyond their ability.

Up to now, Ham Can has not reached the new rural destination according to the National Target Program on New Rural Construction. Up to now, this commune has only met 5/19 criteria, many criteria have not been met, including traffic and irrigation. Currently, the commune has paved many main roads and inter-village roads. However, the rate of concrete roads has not met the regulations. The commune has directed the villages to continue reviewing and registering to build new rural traffic routes... In addition to traffic routes, Ham Can recommends that relevant functional agencies consider building bridges or culverts across streams so that people can feel secure in production and improve their quality of life. Mr. Nguyen Duy Ninh - Deputy Head of the Department of Agriculture of Ham Thuan Nam district said that we regularly request the communes to review the difficulties to report to the District People's Committee for consideration of investment in construction, creating favorable conditions for travel so that people can feel secure in increasing production and improving their lives. We hope that local authorities will pay attention and soon invest in building a bridge across the stream so that people can stabilize their production and lives.
