The Chairman of the Provincial People's Committee delivered the opening speech at the meeting.
Attending the meeting were comrade Nguyen Thanh Binh, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; comrade Duong Van Tien, member of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrades Vice Chairmen of the Provincial People's Council - People's Committee; leaders of departments, branches and units of the province.
The meeting listened to reports, discussed and gave opinions on 5 contents requesting opinions from the Provincial Party Committee and Provincial People's Council, including: Report on the socio-economic situation in the first quarter and key tasks in the second quarter of 2025; Report on the results of implementing recommendations of the State Audit in the province; Submission, draft Resolution stipulating funding to support the implementation of teaching and learning Vietnamese for ethnic minority children before entering grade 1 in the province; Report on the situation of receiving citizens, results of handling complaints and denunciations and handling of complaints transferred by central agencies to Thai Nguyen; Report on the progress of eliminating temporary and dilapidated houses in the province.
Assessing the socio-economic situation in the first quarter, the delegates agreed: The socio-economic situation in the province achieved some positive results; agricultural production ensured the crop plan, livestock farming developed well thanks to stable prices and markets. Industrial production maintained a positive trend, each month was better than the previous month. Trade and service activities maintained a high growth rate compared to the same period last year. Total retail sales of goods and consumer service revenue in the first quarter increased by 22.7% over the same period, the consumer price index was controlled at an appropriate level, contributing to controlling inflation and promoting economic growth. Social security work was given attention; the work of eliminating temporary and dilapidated houses was actively implemented. The political security situation was maintained, social order and safety continued to be ensured.
The gross regional domestic product (GRDP) in the first quarter is estimated to increase by 4.02% over the same period last year. The index of industrial production (IIP) is estimated to increase by 6.35% over the same period; the estimated industrial production value is about 220.8 trillion VND, up 3.7% over the same period and reaching 19.5% of the 2025 plan. The total state budget revenue is 5,296 billion VND, reaching 129% over the same period, reaching 24% of the estimate assigned by the Prime Minister, reaching 22% of the estimate assigned by the Provincial People's Council. The export value of goods reached 8,399.7 million USD, down 7.6% over the same period and reaching 27.9% of the plan. The total retail sales of goods and consumer service revenue reached 22,610 billion VND, up 22.7% over the same period. Total social investment capital reached nearly 14.3 trillion VND, equal to 86.5% of the previous quarter and up 8.7% over the same period. The results of the 2024 People's Satisfaction Index for State Administrative Services (SIPAS) ranking ranked 2nd nationwide and the Administrative Reform Index (PAR Index) ranked 5th nationwide. |
However, there are still some limitations affecting the socio-economic development of the province such as: Economic growth in the first quarter has not reached the scenario; revenue of the 10 largest industrial production enterprises in the province is estimated to decrease by about 2% over the same period; export value of goods is estimated to decrease by 7.6% over the same period in the past 5 years (only higher than the same period in 2023). The reason is that the production and business situation of foreign-invested enterprises depends greatly on the consumption demand of the world market.
Delegates gave their opinions on the Report on the socio-economic situation in the first quarter, key tasks in the second quarter of 2025 and submissions and reports.
In his speech, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Huy Dung emphasized the viewpoint that no matter what difficulties, the double-digit growth target should be changed. He requested that sectors, localities and units continue to promote all their efforts and intelligence to remove difficulties and obstacles, create new growth drivers and bring about high efficiency. Regarding the tasks assigned by the Chairman of the Provincial People's Committee, it is necessary to clarify the deadline and implementation results, paying attention to ensuring the conditions so that when the government under the new model is established, it will be put into operation immediately, contributing to promoting growth and completing the set goals and tasks.
The Chairman of the Provincial People's Committee emphasized: The challenges in socio-economic development in the second quarter and the whole year are very large, but it is necessary to identify this as an opportunity to develop internal strength.
To mobilize new investment capital, the Chairman of the Provincial People's Committee requested departments, branches and localities to implement the contents of the Directive of the Chairman of the Provincial People's Committee on enhancing the attraction of social investment capital. Departments and branches advise on implementing steps to start construction of the Thai Nguyen - Lang Son expressway as soon as possible; upgrade the Hanoi - Thai Nguyen expressway; the Hanoi - Thai Nguyen railway; review, supplement and amend the power planning to soon implement the wind power project in Vo Nhai; focus on implementing connecting infrastructure, digital data center... to create a foundation for development.
The Chairman of the Provincial People's Committee requested units and localities to focus on implementing the direction of the Provincial People's Committee on perfecting institutions, making breakthroughs in some areas, and clearing land for key projects; requested advisory agencies to develop a specific roadmap to solicit public opinions on the implementation of the project on rearranging commune and provincial levels. Regarding the contents consulted at the meeting, the Chairman of the Provincial People's Committee requested departments and branches to consult and absorb the opinions of delegates, and submit them to the Vice Chairmen of the Provincial People's Committee in charge of the field for signing and promulgation.
Emphasizing that the challenges in socio-economic development in the second quarter and the whole year are very great, the Chairman of the Provincial People's Committee requested that all levels and sectors need to identify this as an opportunity to promote the spirit of self-reliance, self-reliance, improve the capacity to promote socio-economic development from endogenous resources, ensuring sustainable development.
