People and businesses are at the center of digital transformation

On the morning of October 10, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, attended the program to celebrate National Digital Transformation Day 2023, with the theme "Exploiting digital data to create value". The program was organized by the Government Office in coordination with the Ministry of Information and Communications.

Also attending the program were Minister of Information and Communications Nguyen Manh Hung, Vice Chairman of the National Committee on Digital Transformation; leaders of departments, ministries, branches, and central agencies; leaders of provinces and centrally run cities; representatives of socio-political organizations, professional associations, and international organizations in Vietnam; representatives of businesses and universities and academies.

National Digital Transformation Day is held annually to accelerate the implementation of national digital transformation tasks, effectively implementing the National Digital Transformation Program to 2025, with a vision to 2030.

Every October, ministries, branches, localities, agencies and enterprises organize many activities in response to National Digital Transformation Day on October 10 to raise awareness throughout society about the role, significance and benefits of digital transformation; at the same time, promote the participation of the entire political system, synchronous actions at all levels and the participation of the entire population, ensuring the success of digital transformation.

2023 - the year of digital data

In 2023, national digital transformation, especially digital data, has achieved many positive results in data sharing and connection; data exploitation to serve people and businesses; digital data infrastructure development; data digitization.

In particular, the national data integration and sharing platform operates effectively, service capacity is enhanced with 1.6 million daily transactions; the National Population Database receives nearly 1.2 billion requests for information lookup and verification; the National Insurance Database has verified information on over 91 million people with the National Population Database; the Electronic Civil Status Database has over 45 million birth registration data; the National Database on cadres, civil servants and public employees has connected and synchronized data with 100% of ministries, branches and localities; synchronized over 2.1 million cadres, civil servants and public employees data, reaching 95%.

Along with that, the Government and Prime Minister's Information System has connected data with 80 ministries, branches, localities, corporations, and state-owned corporations and has shared daily and monthly testing data from ministries and branches to 15 localities to serve the direction and administration work.

Vietnam's leading digital technology enterprises such as VNPT, FPT, Viettel... have pioneered in deploying national and specialized databases, building digital platforms for small and medium enterprises, finance, payment and value-added services, contributing to promoting Vietnam's digital economic growth in recent times.

Speaking at the event, Prime Minister Pham Minh Chinh conveyed the message: Digital transformation in a comprehensive, consistent, comprehensive, inclusive, interconnected but focused manner; with the participation of the entire political system, the active participation of the entire people and business community, bringing practical benefits to the country, the nation and to the people and businesses themselves is the decisive factor to ensure success in national digital transformation.

“Digital transformation is a trend and movement of the times; an objective requirement and strategic choice to build and develop the country comprehensively, modernly, quickly and sustainably. Digital transformation is the cause of the entire people, the entire society and the entire political system; contributing to building an independent, strong and prosperous Vietnam, where the people are increasingly happy and prosperous, with no one left behind. Digital transformation must be based on the spirit: Nothing is difficult/Only fear of not being steadfast/Digging mountains and filling seas/Determination will make it happen”, the Prime Minister emphasized.

According to Prime Minister Pham Minh Chinh, 2023 is the National Digital Data Year, with the view that digital data is a national resource, the foundation of development, digital data becomes an important resource for serving socio-economic development.

By 2030, Vietnam strives to become a digital nation, prosperous and pioneering in applying new technologies and new models; fundamentally and comprehensively innovating the management and operation methods of the Government; production and business of enterprises; lifestyle, work and study of people; developing a safe, humane, inclusive and widespread digital environment.

The Vietnamese Government has identified the dual goal of developing a digital government, digital economy, and digital society, while forming Vietnamese digital technology enterprises with global competitiveness to realize the aspiration of a strong and prosperous Vietnam, with prosperous, well-off, and happy people.

On the occasion of National Digital Transformation Day, the Prime Minister acknowledged, commended and highly appreciated the efforts, determination and achievements of all levels, sectors, localities, business communities and people, making an important contribution to the national digital transformation.

Digital transformation must benefit people and businesses

The Prime Minister said that in order to effectively and substantially carry out national digital transformation, it is necessary to have a methodical strategy, focused implementation, and key points, creating changes in management, operation, and social governance methods.

The consistent viewpoint of the Government is to take people and businesses as the center, the subject, the goal, the driving force and the resource of digital transformation. Digital transformation must allow people and businesses to benefit from public services and social utilities more conveniently, faster, more effectively and they themselves will create resources for development.

The Head of Government presented 4 viewpoints on digital transformation. In particular, it is necessary to have a strategic vision and innovate in thinking, awareness, and action to suit practical conditions; inherit and further promote the results achieved in the past time; overcome barriers, difficulties, and challenges, create more breakthroughs with a comprehensive, all-people perspective, leaving no one behind; strongly apply science and technology, promote innovation, create motivation in the spirit of catching up, progressing together, and making efforts to make breakthroughs in building a digital government, digital economy, and digital society.

National digital transformation must be implemented in a comprehensive and holistic manner, but quality must be prioritized over quantity. Priority must be given to developing digital data, online public services, developing digital platforms, ensuring network security and information security.

According to the Prime Minister, the national database is a new resource and an important foundation for national digital transformation, so it must have high connectivity, interconnectivity, and sharing among ministries, branches, localities, between levels of government, and between the public and private sectors; promote decentralization, delegation of authority, individualization of responsibilities associated with appropriate resource allocation, improve the capacity of implementing officials, strengthen inspection and supervision, and promote the responsibility of leaders.

In particular, it is necessary to promote proactiveness and creativity; mobilize all resources and the participation of the entire political system, people and business community; harmonize the interests of the State, people and businesses; so that people and businesses understand, support and actively participate in digital transformation.

Creating and exploiting digital data to create value

2023 is the National Digital Data Year, with the message "Creating and exploiting digital data to create value", the Prime Minister requested ministries, branches and localities to focus on perfecting mechanisms and policies for digital infrastructure, digital platforms and digital human resources to promote stable and sustainable development of digital data; promoting data creation through the implementation of construction, development, connection, sharing and exploitation of national and specialized databases is an important factor in digital transformation, serving socio-economic development, creating new values.

“Ministries, sectors and localities need to join hands to remove bottlenecks in the implementation of Project 06 and determine that this is the decisive factor for all success of national digital transformation in the coming time, bringing practical benefits to people and businesses,” the Prime Minister noted.

The Prime Minister also requested ministries, branches and localities to continue to promote investment in development, upgrading and modernization of digital infrastructure, especially shared infrastructure, payment infrastructure, credit information infrastructure, etc.; ensure computing capacity, transmission, stability, reliability and safety in building digital database systems; improve the quality of online public service provision through process restructuring and reuse of available data; at the same time, promote digitalization of records and results of administrative procedure settlement; effectively build and operate the administrative procedure settlement information system at the ministerial and provincial levels to meet the requirements of digitalization and data reuse; connect, integrate and share with the National Public Service Portal and national and specialized databases.

“Providing online public services must focus on people and businesses, creating convenience and reducing compliance costs,” the Prime Minister reminded.

Prime Minister Pham Minh Chinh directed that it is necessary to support businesses to actively transform production and business activities into the digital environment, ensuring harmony of interests between the State and businesses.

With the view that investing in research and development of digital technology, especially digital data, is an investment for the future, the Prime Minister suggested that Vietnamese digital technology enterprises focus on researching and developing digital technology solutions to create sustainable value in data creation and exploitation; focus on investing in research and development (R&D); strengthen international cooperation, search for and discover modern models, technologies and solutions, and apply them appropriately in Vietnam.

The Prime Minister believes that with the efforts, determination, initiative and creativity of the entire political system, business community and people, the national digital transformation and digital data development will have many comprehensive and positive changes, contributing significantly to the successful completion of the goals and tasks of socio-economic development in 2023 and the 5-year Plan 2021-2025, bringing a prosperous and happy life to the people; the national digital transformation will continue to reap more successes to promote socio-economic development, social management, building a digital economy and digital society.
