
The Government has just issued Resolution No. 124/NQ-CP at the regular Government meeting in July 2023.
The Resolution clearly states that in August and the following months until the end of 2023, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue promoting the spirit of solidarity, unity, close coordination, resolutely, seriously, synchronously and effectively implementing the tasks and solutions set out in the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government and the direction of the Prime Minister.
In addition, grasp the situation to be proactive and flexible in management, have the right and accurate solutions to focus on removing difficulties for production and business, creating jobs and livelihoods for people, giving more priority to promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and social security; strive to achieve the highest level of tasks and targets of the 2023 socio-economic development plan. In particular, focus on implementing a number of key contents.

Research to accelerate the formation of centralized trading floors and exchanges for real estate, land and labor markets.

Continue to improve the effectiveness and efficiency of direction and administration; tighten administrative discipline in all fields; resolutely and persistently overcome the situation of avoiding and not promptly resolving issues within one's authority, shirking responsibility, being hesitant, afraid of making mistakes, afraid of responsibility, not daring to advise and propose work handling.
Strictly implement working regulations, discipline in speaking and providing information to the press to be accurate and objective; direct timely and effective handling of issues that the press, public opinion, people and businesses are interested in, reflect on and propose.
Focus on quickly and effectively implementing the Party's guidelines and policies, the Laws and Resolutions passed by the National Assembly at the 5th Session; proactively and actively prepare carefully, ensuring the progress and quality of the contents submitted to the 8th Central Conference of the 13th Term and the 6th Session of the 15th National Assembly.
Focus on promoting economic growth drivers, especially consumption, investment and export. The Ministries of Industry and Trade, Information and Communications, Planning and Investment and other agencies effectively implement solutions to exploit new growth drivers, maximize external support resources to promote innovation, develop digital economy, digital transformation, green transformation, new industries and sectors such as semiconductors, hydrogen energy, etc.
Research and accelerate the establishment of centralized trading floors and exchanges for real estate, land, labor, and employment markets, and report to the Prime Minister on the implementation roadmap in August 2023.
Focus on comprehensively reviewing legal regulations, promptly detecting inappropriate regulations and problems (clearly identifying the content, specific inappropriate legal regulations, problems, and handling authority) to amend and supplement according to the direction of the Prime Minister in Official Dispatch No. 689/TTg-PL dated July 29, 2023. Ministers, heads of ministerial-level agencies, and agencies under the Government shall enhance their responsibilities, directly direct the work of law-making and be responsible for the quality and progress of projects and draft legal documents of their ministries and branches.
Resolutely and synchronously deploy the arrangement of administrative units at district and commune levels.
Resolutely, synchronously and effectively deploy tasks and solutions to reorganize district and commune-level administrative units in the 2023-2030 period according to the Resolution and Conclusion of the Politburo, the National Assembly Standing Committee and the Government, ensuring the goals and roadmap for reorganizing district and commune-level administrative units in 2023 and 2024 to stabilize the organization of Party Congresses at all levels in 2025.
Promote administrative reform, drastically review and resolutely cut and simplify regulations and administrative procedures; focus on removing difficulties for production and business, especially land valuation, planning adjustment and approval, value-added tax refund... Promote industrial, construction, trade and service projects. Research and proactively have policies to support businesses and workers through specific programs, projects and solutions.
Strengthen leadership and direction, focus resources to accelerate the progress of preparation, appraisal, and submission for approval of the remaining plans in the national planning system, ensuring completion in 2023, especially for the remaining 5 socio-economic regional plans; immediately develop implementation plans for approved plans.
Urgently develop plans to adjust prices of State-managed goods and public services that are implementing market price roadmaps, carefully assess impacts, proactively develop plans to adjust prices or submit to competent authorities for consideration to adjust prices in accordance with developments and market price levels in accordance with regulations, especially for essential goods.
The State Capital Management Committee at Enterprises, the Ministry of Industry and Trade, the State Bank of Vietnam, ministries, agencies and localities continue to thoroughly remove obstacles and backlogs that have lasted for many years, especially weak banks, loss-making and inefficient projects and enterprises.
People's Committees of provinces and centrally run cities shall carry out social security work well, ensuring people's lives; have solutions to cover health insurance for the elderly who do not have health insurance cards; coordinate with Vietnam Social Security to expand social insurance and health insurance coverage.
Urgently review and complete the Report on the assessment of the implementation of the socio-economic development plan for 2023, the projected plan for 2024; Mid-term assessment report on the implementation of the 5-year socio-economic development plan for 2021 - 2025 of the Ministry, agencies and localities according to the guiding documents of the Ministry of Planning and Investment.
Directing drastic management to continue reducing interest rates
The Ministry of Planning and Investment shall preside over and coordinate with agencies and localities to closely monitor developments in the world situation and domestic investment, production and business activities, regularly analyze, forecast and update growth scenarios to promptly recommend solutions to the Government and the Prime Minister in managing socio-economic development.
The Ministry of Finance closely monitors the situation of the corporate bond market, especially issuers with large issuance volumes and facing difficulties in paying principal and interest obligations due in the third quarter of 2023, to proactively propose practical, feasible, and effective solutions to handle difficulties and problems when necessary.
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to continue to proactively, promptly, flexibly, creatively, focusedly, appropriately and effectively manage monetary policy tools, coordinate synchronously, closely and harmoniously with fiscal policy and other policies to strongly promote growth, remove difficulties for production and business; maintain stability in the foreign exchange market, and manage exchange rates in accordance with the situation.
Timely and effectively implement policies to extend, postpone and restructure debt; resolutely direct and manage to continue to reduce interest rates, especially lending rates, increase money supply, increase appropriate credit associated with improving access to credit, focusing on production and business, priority sectors, growth drivers of consumption, investment and export.
Credit management focuses on production and business sectors, priority sectors and growth drivers while ensuring credit quality and system safety. Coordinate with the Ministry of Construction to accelerate the implementation of the 120 trillion VND credit package for social housing loans, ensuring timeliness, convenience, openness, flexibility and feasibility; periodically report to the Prime Minister on implementation results every quarter.
In August, submit to the Prime Minister to amend the mechanism for adjusting the average retail electricity price and the structure of the retail electricity price table.
The Ministry of Industry and Trade presides over and coordinates with agencies and localities to proactively develop plans for production and operation of the power system, ensuring power supply for production, business and consumption.
Urgently submit to the Prime Minister in August 2023 to amend Decision No. 24/2017/QD-TTg regulating the mechanism for adjusting average retail electricity prices and Decision No. 28/2014/QD-TTg regulating the structure of retail electricity prices, and study the addition of the subject "tourist accommodation establishments" to apply retail electricity prices equal to the retail electricity prices for the manufacturing industry.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to promote the production and consumption of agricultural products. Closely monitor the developments of the regional and world rice market to promptly have solutions to adjust production, regulate the domestic market and export rice appropriately, prevent speculation, unreasonable price increases and ensure national food security in all situations.
Closely monitor weather and natural disasters, especially storms, floods, and landslides, proactively direct and advise the Government and the Prime Minister to direct timely and effective disaster response work to reduce damage caused by natural disasters.
Actively and proactively work with localities and businesses to accelerate the implementation of real estate projects.
The Ministry of Construction shall preside over and coordinate with agencies and localities to effectively implement Resolution No. 33/NQ-CP dated March 11, 2023 of the Government; actively and proactively work with localities and enterprises to accelerate the implementation of real estate projects, especially large projects; review and facilitate the prompt handling of investment and construction procedures under its authority for projects that have met all conditions for early implementation, completion, and product launch to the market.
Make monthly reports to the Prime Minister on the implementation of the target of 1 million social housing apartments and disbursement of the 120 trillion VND credit package for social housing, housing for workers and low-income people.
The Ministry of Transport shall preside over and coordinate with agencies and localities to continue directing and urging the construction of transport infrastructure projects, especially important national and key projects in the transport sector, ensuring progress and quality, striving to complete and put into operation 03 sections of the North-South expressway in the East (National Highway 45 - Nghi Son, Nghi Son - Dien Chau, My Thuan 2 bridge and My Thuan - Can Tho project) in September 2023.
Coordinate with the Ministry of Natural Resources and Environment and localities to ensure the supply of common construction materials for transport projects; speed up site clearance for key transport projects according to plan.
Urgently complete investment and construction procedures to strive to start construction of a number of projects by the end of 2023 (Ho Chi Minh Road project, Chon Thanh - Duc Hoa section, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan, Dai Ngai bridge...).
Urgently coordinate with the Ministry of Planning and Investment (State Appraisal Council) to complete the Pre-Feasibility Study Report on the North-South high-speed railway project to report to the Politburo; coordinate with the People's Committees of Hanoi and Ho Chi Minh City to remove difficulties and obstacles to speed up the implementation of urban railway projects.
In coordination with the Ministry of Planning and Investment, the State Capital Management Committee at Enterprises directed the Vietnam Airports Corporation to implement airport projects, ensuring quality and progress as required; striving to start construction of Long Thanh International Airport in August 2023.
Issue guidance on land valuation before August 15, 2023
The Ministry of Natural Resources and Environment shall preside over and coordinate with agencies and localities to strengthen the management of natural resources and environmental protection; continue to review and submit to competent authorities for amendments to regulations on changing the purpose of using rice-growing land, protective forest land, special-use forest land, mineral exploitation, etc., ensuring consistency, efficiency, and meeting the socio-economic development needs of localities.
Advise and perfect mechanisms, policies and laws on land, especially the Land Law (amended); provide guidance on the immediate removal of difficulties and legal problems and procedures related to land, mining of construction materials to serve the implementation of socio-economic development projects and key transport projects. Issue guidance on land valuation before August 15, 2023.
Closely monitor, supervise, forecast and promptly warn of extreme weather phenomena and dangerous natural disasters, especially storms, floods and landslides, provide information to agencies, localities and people to proactively direct and respond effectively; inspect and evaluate geological and environmental disasters, determine causes and solutions to ensure safety for people.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to study and submit to the Government and competent agencies to resolve social allowances and social pensions for the elderly from 75 to 80 years old; raise the standard level of social allowances for the elderly, ensuring policy correlation with other subjects.
Accelerate the completion of the Social Security Database, connect and authenticate with the National Population Database to serve state management work according to the provisions of law. Direct payment through accounts for 100% of social security policy beneficiaries who have accounts (registered bank accounts, e-wallets, mobile money accounts, etc.) from the state budget, ensuring accuracy, speed and timeliness; to be completed in September 2023.
Focus on preparing well for the peak international tourist season starting from September
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities in coordinating with the Ministry of Foreign Affairs to promote cultural diplomacy activities; develop cultural programs integrated into diplomatic activities to promote the image of the country, people and culture of Vietnam to the world; increase Vietnam's presence at large-scale and prestigious cultural, sports and tourism events in the region and the world. Urgently complete the National Target Program on cultural revival and development, building Vietnamese people, and submit it to the Prime Minister before August 15, 2023 for timely reporting to competent authorities as prescribed. Organize cultural and sports activities to celebrate the anniversary of the August Revolution and National Day September 2.
Strengthen communication in international tourist markets about Vietnam's new visa policy effective from August 15, 2023; focus on tourism promotion activities in key international markets with large numbers of visitors and great potential such as China, Korea, India, the UK, etc.; develop the Halal tourism market; focus on preparing well for the peak international tourist season starting from September. Promote tourism promotion in a more systematic and effective manner.
The Ministry of Health shall preside over and coordinate with agencies and localities to strengthen the prevention and control of common infectious diseases in the summer such as dengue fever, hand, foot and mouth disease, etc.; continue to focus on thoroughly resolving difficulties in the procurement and bidding of drugs and medical supplies, ensuring adequate supply of vaccines to effectively implement the Expanded Immunization Program; and completely handle the projects of the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam province in August 2023.
Actively and proactively prepare good conditions for the new school year 2023 - 2024
The Ministry of Education and Training shall preside over and coordinate with agencies and localities to evaluate and summarize the 2022-2023 school year; actively and proactively prepare conditions for the new 2023-2024 school year, ensuring adequate textbooks at reasonable prices and educational materials.
Urgently review and complete the submission to the Government for consideration and promulgation of a Decree regulating policies for students and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with students enjoying the policy, and report to the Government in the third quarter of 2023.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to closely monitor the process of arranging administrative units at district and commune levels for the period 2023 - 2030 in localities, promptly grasp difficulties and problems to resolve according to authority or report to competent authorities for resolution, ensuring the goals and implementation roadmap in 2023 and 2024.
Promptly issue documents guiding tasks related to the arrangement of district and commune-level administrative units, especially the consolidation of the organizational apparatus and the settlement of redundancy of cadres, civil servants, public employees, and workers in agencies, organizations, and units, and the issue of headquarters, public assets, etc. in district and commune-level administrative units formed after the arrangement.
Urge ministries and agencies to promptly issue complete circulars guiding job positions in ministries and agencies, as a basis for reforming salary policies according to job positions, contributing to streamlining the apparatus, reducing payroll, restructuring and improving the quality of cadres, civil servants and public employees.
Submit to the Government for promulgation in August 2023 regulations on protecting people who dare to think, dare to do, and dare to take responsibility for the common good.
The Ministry of Justice coordinates with agencies and localities to research, adjust and supplement features of the Electronic Civil Status Registration and Management System towards decentralizing administration to the district level.
Directing local Departments of Justice not to require people to provide copies of their Citizen Identification Cards when completing procedures for connecting Birth Registration and other necessary documents.
The Government Inspectorate shall preside over and coordinate with relevant agencies and localities to focus on reviewing and resolving complicated and prolonged complaints and denunciations under the direction of the Prime Minister, especially those related to farms and forestry farms in the Central Highlands provinces, ensuring stability of security and order. Urgently carry out inspections under the direction of the Government and the Prime Minister.
Strive to develop at least 10 utilities on VneID applications by the end of 2023
The Ministry of National Defense shall preside over and coordinate with agencies and localities to strictly maintain combat readiness, manage and firmly protect sovereignty, territory, and marine economic development activities; resolutely, persistently, and flexibly fight to repel foreign ships that encroach upon Vietnam's waters; prevent illegal, unreported, and unregulated fishing. Innovate and improve the quality of training, education, and exercises to meet new combat conditions.
The Ministry of Public Security shall preside over and coordinate with agencies and localities to quickly and effectively implement the Law amending and supplementing a number of articles of the Law on People's Public Security to uniformly and synchronously implement the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam, creating favorable conditions for tourism development.
Preside over and coordinate with the Ministry of Health, the Ministry of Justice and the Provincial People's Committees to continue promoting two interconnected services "Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old" and "Death registration, permanent residence cancellation, funeral allowance".
Promote the deployment of utilities on VneID, striving to develop at least 10 utilities on VneID applications by the end of 2023 and have at least 20 million users with the rate of people using the VneID application monthly increasing from 3% - 5%.
The Ministry of Foreign Affairs shall preside over and coordinate with agencies and localities to urgently develop and complete projects and reports on developing relations with important partners; policies and orientations for responding to initiatives of major countries. Review and evaluate the results of implementing signed agreements and commitments in foreign affairs activities of senior leaders, report and propose to the Prime Minister in August 2023 tasks and solutions to promote effective implementation.
Early deployment of a system to monitor, track and evaluate digital transformation work
The Ministry of Information and Communications shall preside over and coordinate with agencies and localities to continue promoting digital transformation; ensure information technology infrastructure and broadband network access speed to serve national digital transformation and implement Project 06; promptly deploy the construction of a system to monitor, track and evaluate digital transformation work at the national, ministerial, sectoral and local levels.
Coordinate with the Central Propaganda Department to direct press agencies to promote policy communication work, increase bold information about the decisions of the Party, the National Assembly, the direction and administration of the Government, the Prime Minister, ministries, branches and localities.
The Government Office closely coordinates with ministries, branches and localities to grasp difficulties and problems arising in the process of performing socio-economic development tasks, production and business activities, promptly reports and proposes to the Government and the Prime Minister for direction; regularly monitors, urges and inspects the implementation of administrative procedure control, deployment of one-stop mechanism, inter-connected one-stop mechanism and implementation of administrative procedures in the electronic environment of ministries, branches and localities to promptly guide and remove problems in the implementation process.
