Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An has just signed and issued an official dispatch on publicizing projects with 0% disbursement of public investment capital plan in 2024.
According to the concentrated public investment plan of Nghe An province in 2024, it is 4,628.57 billion VND. As of May 10, 2024, the locality has disbursed 1,147.305 billion VND, reaching 24.79%.
However, there are still 411/1,030 projects that have not been disbursed; of which, concentrated public investment sources (excluding national target programs) account for 62/160 projects; national target program sources account for 349/870 projects.
Muong Qua High School (Con Cuong district, Nghe An) has yet to disburse a public investment package of about 1.5 billion VND to repair and purchase facilities.
Among the list of 62/160 concentrated public investment projects (excluding national target programs) that have not yet disbursed the 2024 public investment plan, there are projects that use a significant amount of public investment capital but the disbursement progress is still 0%.
Such as: Project to build the office of the People's Council - People's Committee of Anh Son district; Project to build Khe Rat reservoir, Hung Son commune, Anh Son district; Project to renovate and upgrade the traffic road connecting from National Highway 1A to National Highway 7A (the route passes through Dien An, Dien Loc, Dien Phu, Dien Loi and Minh Chau communes, Dien Chau district); Project to upgrade and expand Trang - Minh traffic road, Do Luong district; Project to access Hung Yen Nam Industrial Park, Hung Nguyen district;...
Therefore, Nghe An Provincial People's Committee requests the agencies and units in the above list to urgently complete the procedural documents, apply necessary measures (mobilize human resources, work overtime, focus on many construction projects...) to speed up the implementation progress and disbursement of the assigned plan; strive to have no projects that have not been disbursed by June 30, 2024.
By the end of the second quarter of 2024, there are still 411/1,030 projects that have not yet disbursed.
At the same time, implementing solutions to accelerate the implementation and disbursement of the 2024 public investment plan, the People's Committee of Nghe An province requested provincial departments, branches and sectors; People's Committees of districts, cities and towns; project management boards and investors to seriously and drastically implement solutions to promote disbursement of public investment capital for all capital sources (central budget, local budget, national target programs...) according to the direction of the Government.
In which: Investors focus on accelerating construction progress and implementing procedures for disbursing public investment capital, especially projects that have not been disbursed and projects with disbursement rates lower than the average disbursement rate of the province (according to the 10-day notice of the Department of Planning and Investment).
Carry out acceptance and payment of investment capital in accordance with regulations and as soon as the volume is available; in case of advance payment, it is necessary to ensure that the advance payment, the level of advance payment and recovery of advance payment comply with regulations on management, payment and settlement of projects using public investment capital, ensuring effective use and avoiding loss and waste of allocated State budget capital.
Departments and branches: Construction, Transport, Agriculture and Rural Development, Planning and Investment, Finance, Provincial Police: Give maximum priority to handling documents and procedures for projects with capital plans arranged in 2024, ensuring timeliness and compliance with regulations.
Although the project of the office building of the People's Council - People's Committee of Anh Son district has been gradually put into use, the disbursement progress is still 0% .
In particular, the People's Committees of districts, cities and towns focus on resolving the work of site clearance, compensation and resettlement support in a timely and proper manner for the people, ensuring compliance with the law and harmonizing the interests of the State and the people.
