Nghe An: 295 fishing vessels at high risk of violating IUU fishing activities

Nghe An Department of Agriculture and Environment has just issued Official Dispatch No. 424/SNNMT-TSKN on publicly posting fishing vessels at high risk of violating IUU fishing activities.

Accordingly, of the 295 fishing vessels at high risk of violating IUU fishing activities, Hoang Mai town has 100 vessels including 28 vessels with a maximum length of over 15 m and 72 vessels with a maximum length of under 15 m; Quynh Luu district has 53 vessels including 27 vessels with a length of over 15 m and 26 vessels under 15 m; Dien Chau has 53 vessels including 30 vessels over 15 m and 23 vessels under 15 m; Nghi Loc has 24 vessels all under 15 m in length; Vinh city has 65 vessels including 1 vessel 24 m long and the rest under 15 m.

By posting the list at the Village and Block Cultural Houses, the Department of Agriculture and Environment of Nghe An also requested the People's Committees of coastal districts, cities and towns and the community to monitor; at the same time, notify fishing vessels on the list that are still operating that the local authorities will support the fishing vessel owners in completing the application for re-issuance of documents and installation of equipment according to regulations.

For fishing vessels on the list that have been dismantled, burned and sunk and cannot be salvaged, restored or sold outside the province, the owners will be notified and instructed to submit deregistration applications according to regulations. The posting of the list as well as support for re-issuance of procedures and deregistration must be completed before March 31 to report to the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee.

According to the provincial Department of Fisheries and Fisheries Surveillance, although the list of 614/614 "3 no" vessels has been completed by the end of 2024, because fishing papers are issued at different times, there are almost always fishing vessels at high risk of violating IUU.

Previously, through the review of the Department of Fisheries and Fisheries Control, as of March 17, Nghe An currently has 2,746 registered vessels, of which 2,501 fishing vessels have been granted fishing licenses according to regulations, reaching 91.08%; 1,195 fishing vessels are still in the inspection period, reaching 95.22%; 1,043 fishing vessels have installed VMS journey monitoring equipment, reaching 99.05%; 994 fishing vessels have been granted Food Safety Certificates, reaching 94.04%. The whole province currently has 245 fishing vessels that do not have or have expired fishing licenses, 70 fishing vessels with expired inspections, 10 fishing vessels that have not installed VMS journey monitoring equipment, 63 fishing vessels that have not been granted Food Safety Certificates, which are vessels at high risk of violating illegal fishing activities.

In addition, to effectively implement Official Dispatch No. 992/BNN-TS dated February 12, 2025 of the Ministry of Agriculture and Rural Development on focusing on leadership and direction in combating IUU fishing in preparation for the 5th EC Inspection Delegation; Nghe An Province's Department of Fisheries and Fisheries Surveillance has also established a team to inspect and review fishing vessels at high risk of IUU violations.

From March 25 to 26, the delegation inspected the People's Committees of communes/wards and fishing ports/wharfs in Quynh Luu district and Hoang Mai town. The inspection focused on propaganda and guidance on regulations related to fishing vessels at high risk of IUU violations; and inspected a number of fishing vessels whose fishing vessel registration had expired.
