On the morning of May 19, at the National Assembly House, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong chaired a press conference on the expected agenda of the 7th Session of the 15th National Assembly.
Deputy Head of the National Assembly Office Vu Minh Tuan said that the 7th Session will hold a preparatory meeting and solemnly open on May 20, 2024, and is expected to close on June 28, 2024 in the form of a concentrated meeting at the National Assembly House, Hanoi.
The session will be held in two phases. Phase 1 will be from May 20 to June 8, 2024. Phase 2 will be from June 17 to the morning of June 28, 2024. The total working time of the session is expected to be 26.5 days.
At this session, the National Assembly will consider and pass 10 draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on amending and supplementing a number of articles of the Law on Guards (according to the procedure at a session); Law on Management and Use of Weapons, Explosives and Support Tools (amended) (according to the procedure at a session).
The National Assembly also considered and approved three draft resolutions, including: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; Resolution of the National Assembly on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program.
At the same time, the National Assembly will consider and comment on 11 draft laws, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention, Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Pharmacy.
At the session, the National Assembly also considered socio-economic issues, state budget, supervision and other important issues. In particular, the National Assembly considered and decided on personnel work according to its authority.

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that one of the Party's leadership methods is to nominate or introduce officials for election, candidacy, and appointment to positions in State agencies and socio-political organizations. On May 18, the 9th Central Conference was a great success, and the press agency reported the results of the Conference. Accordingly, at the 7th Session, the President and the National Assembly Chairman will be elected.

According to Mr. Bui Van Cuong, currently, the competent authority has not introduced the position of Minister of Public Security, so at this session, the National Assembly has not approved or dismissed this position.
Speaking at a press conference on the draft Law on Social Insurance (amended), Deputy Chairman of the National Assembly's Social Committee Lam Van Doan said that this is a difficult and complicated draft law that will affect a large number of workers. The Social Committee has collected opinions from affected subjects, especially on the issue of one-time social insurance.
Regarding the basis for social insurance contributions and average salary for social insurance contributions, Mr. Lam Van Doan emphasized that this is an issue directly related to salary reform. Currently, the Government has submitted a report to the National Assembly and the National Assembly Standing Committee.
“We are basing on the Government’s proposal to calculate the adjustment level in the Law to ensure optimal benefits for workers before and after wage reform. This is a difficult issue, requiring careful research. The Committee is coordinating with agencies to continue researching to present the most optimal solution to the National Assembly,” said the Deputy Head of the Social Committee.
Regarding the proposal to use a reference level for calculating social insurance instead of the basic salary for social insurance, Mr. Lam Van Doan stated that in accordance with the spirit of Resolution No. 28-NQ/TW of the Central Committee, when implementing salary policy reform, the basic salary level will be abolished - this salary level has been used as the basis for social insurance contributions, pensions, social allowances and many other policies. By July 1, 2024, the basic salary level will be abolished and the Government proposes to use the reference level for calculating social insurance.
According to Lam Van Doan, Vice Chairman of the National Assembly's Social Committee, Government agencies are currently calculating appropriate solutions so that the reference level is not lower than the basic salary; National Assembly agencies are also considering and finalizing this issue. Because this is an issue that greatly affects workers and retirees, the calculation of the reference level needs to be carefully considered./.
