President Luong Cuong welcomed General Secretary and President Xi Jinping and the high-ranking delegation of the Chinese Party and State on a State visit to Vietnam. The visit has special significance and importance as it takes place during the "Vietnam-China Humanitarian Exchange Year" to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries (January 18, 1950 - January 18, 2025).
President Luong Cuong emphasized that the regular meetings and exchanges between key leaders of the two Parties and countries not only contribute to enhancing high-level political trust and consolidating traditional friendship, but also provide strategic directions for bilateral cooperation between the two countries.
The President affirmed that as a “good neighbor, good friend, good comrade, good partner” of China, Vietnam sincerely congratulates the comprehensive and significant development achievements that the Party, State and people of China have achieved in recent times. He is happy and confident that under the leadership of the Communist Party of China with Comrade Xi Jinping as its core, China will successfully complete the “second centenary” goal, building China into a modern, prosperous, civilized, harmonious and beautiful socialist country.

General Secretary and President of China Xi Jinping sincerely thanked the Party, State and people of Vietnam for the solemn, thoughtful, warm and friendly reception of the high-ranking delegation of the Party and State of China.
Comrade Xi Jinping congratulated Vietnam on the solemn celebration of the 95th anniversary of the founding of the Communist Party of Vietnam and is looking forward to the 50th anniversary of the Liberation of the South, National Reunification, and the 80th anniversary of National Day; congratulated and believed that under the steadfast leadership of the Communist Party of Vietnam, Vietnam will successfully achieve the set goals and tasks, prepare well and successfully organize the 14th National Congress.

The traditional friendship between the two Parties and countries, personally built and cultivated by President Ho Chi Minh, Chairman Mao Zedong and previous leaders of the two countries, is a precious common asset of the two peoples and needs to be inherited, preserved and continuously promoted by generations of the two countries.

President Luong Cuong affirmed that the Party and State of Vietnam consistently consider strengthening and developing friendly and cooperative relations with China an objective requirement, a strategic choice and a top priority in the overall foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations.
General Secretary and President of China Xi Jinping said that this year marks the 75th anniversary of the establishment of diplomatic relations, and is also the year of China-Vietnam humanistic exchanges. Over the past 75 years, the framework of the two countries' relationship has evolved from traditional friendship and brotherhood to working together to build a Community of Shared Future of strategic significance, creating a model of friendship, mutual assistance and solidarity.

Appreciating the rich results and important common perceptions reached at the talks and meetings between General Secretary and President of China Xi Jinping and key leaders of Vietnam, President Luong Cuong raised a number of proposals and major directions for cooperation between the two countries in the coming time:
Firstly, maintain regular high-level exchanges to enhance trust, share experiences in governance and national development, and effectively promote cooperation mechanisms on the channels of the Party, Government, National Assembly/National People's Congress, Fatherland Front/People's Political Consultative Conference of the two countries.
Second, enhance substantive cooperation in all fields, focusing on making science and technology cooperation a new pillar, new driving force, and new highlight for bilateral cooperation.
Third, effectively implement the Vietnam-China Humanitarian Exchange Year 2025, strengthen people-to-people exchanges to consolidate the social foundation for bilateral relations.
Fourth, increase exchanges and coordination at international and regional forums of which both sides are members, and support each other to enhance their role and position in the international arena.
Fifth, control and properly resolve disagreements at sea on the basis of compliance with high-level common perceptions, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), maintaining a peaceful and stable environment in the East Sea and in the region.

General Secretary and President of China Xi Jinping highly appreciated the positive opinions and important proposals of President Liang Qiang, affirming that the Chinese Party and State wish and are ready to maintain high-level strategic exchanges with Vietnam to promote the leading role in bilateral relations; continue to deepen cooperation between the Party, Government, military and law enforcement channels; effectively implement the cooperation plan connecting the "Belt and Road" initiative with the "Two Corridors, One Belt" framework; are ready to work with Vietnam to promote cooperation in transport infrastructure, especially the three railway lines connecting the two countries, cross-border economic cooperation zones, and smart border gates; expand the import of high-quality goods from Vietnam;
Promote cooperation in emerging areas such as green development, 5G, artificial intelligence; carry out rich and diverse cultural exchanges to connect people's hearts, focusing on the young generation of the two countries as the youth of the two countries are considered the foundation and future of China-Vietnam relations; carry out small and beautiful people's livelihood projects, as well as enhance local exchange activities, cooperation in the fields of education, culture, and tourism, so that friendship enters the hearts of the people of the two countries; strengthen cooperation in multilateral mechanisms such as APEC, ASEAN, Lancang-Mekong; request the two sides to well implement high-level common perceptions, properly control disagreements and expand cooperation at sea.
After the talks, President Luong Cuong hosted a solemn reception for General Secretary and President Xi Jinping and the high-ranking Chinese delegation.
