In 2025, the Prime Minister requested to strive for a GDP growth rate of 3.5-4% for the entire agricultural sector, with a total export turnover of 70 billion USD to contribute to the GDP growth target of at least over 8% and strive to achieve double-digit growth in 2025.

On the afternoon of December 27, in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech at the conference to review the work in 2024 and deploy the plan for 2025 of the agriculture and rural development sector.

This is the fourth consecutive time that Prime Minister Pham Minh Chinh has attended the conference to review and deploy next year's plan for the agriculture and rural development sector.

The conference was attended by Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; leaders of ministries, departments, branches and central agencies. The conference was attended at local bridges by secretaries and chairmen of provinces and centrally run cities.

Leading strength, pride of Vietnam

According to reports and opinions at the Conference of the Ministry of Agriculture and Rural Development, in 2024, the agricultural and rural development sector, with high determination, great efforts, synchronous, flexible and creative implementation of solutions to face difficulties and challenges from "unusual situations", will both firmly ensure national food security and strongly and deeply integrate into the international community; affirming its important position as the driving force and pillar of the national economy.

Leadership, direction, administration, and institutional building and improvement have achieved positive results , closely following resolutions, directives, and conclusions of the Central Committee, the Politburo, and key leaders to resolutely, flexibly, creatively, promptly, and effectively implement assigned tasks.

Focus on building and perfecting institutions and laws, promptly removing "bottlenecks" in changing the purpose of using forests and rice fields to implement important national projects, key transportation and energy projects, unlocking resources, serving people and businesses...

Timely remove obstacles to implement a number of large, breakthrough programs, projects, and schemes, typically the Project on sustainable development of 1 million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030.

Agriculture has developed steadily , firmly ensuring national food security, maintaining export growth; transforming agricultural production thinking into agricultural economics. Growth and development of the sector have reached record highs.

Accordingly, the GDP growth rate of the whole industry in 2024 is about 3.3% (higher than the Government's assigned level: 3-3.2%). The total export turnover of agricultural, forestry and fishery products is 62.5 billion USD, the trade surplus is 17.9 billion USD; setting a new record in both total export turnover and trade surplus (accounting for about 72% of the trade surplus of the whole economy).

The industry has stepped up trade promotion and market opening. It has focused on effectively exploiting exports to traditional markets such as China, the United States, Japan and the EU; developing new markets such as Halal, Africa, etc.

The approval and implementation of projects to promote the export of agricultural, forestry and fishery products to major markets (the United States, China, Japan, and the EU) from 2023, combined with the implementation of solutions to open new markets with great potential and negotiate and sign new orders in 2024, have been effective.

For example, in 2024, the first Vietnamese fruit festival will be held in Beijing (China) - the capital, political, economic and cultural center, a high-value market with great demand. This is a step forward when in the past, Vietnamese fruits were mostly exported through border trade, small-scale trade and directly to southern Chinese provinces bordering Vietnam such as Guangxi and Yunnan.

Along with that, the "One Commune One Product" (OCOP) program has developed strongly (the number of OCOP products with 3 stars or more reached over 14,600 products, an increase of over 3,500 products compared to 2023).

Improve the level of research, application, and transfer of science and technology, associated with innovation, improve the quality of agricultural vocational training for rural workers; improve the effectiveness of training high-quality human resources to meet the needs of sustainable development of the industry.

Implementing the strategic breakthrough in developing agricultural and rural infrastructure, irrigation and natural disaster prevention and control have had many positive and timely changes, contributing to minimizing the damage caused by natural disasters. A number of key irrigation, dyke, and natural disaster prevention and control works have been completed and put into use in time (such as the main project of Nguyen Tan Thanh sluice gate, Tien Giang province).

According to Deputy Minister of Foreign Affairs Nguyen Minh Hang, in both bilateral and multilateral foreign affairs, agriculture is one of the leading strengths for Vietnam to enhance its role and position, contribute responsibility to global issues, and is also Vietnam's pride in growth and development.

In high-level foreign affairs, countries all expressed their admiration for the development of Vietnam's agricultural sector. As in the G20 cooperation mechanism with the world's leading economies, agriculture is the only field in which we are always proposed for cooperation by the G20 and have a regular cooperation mechanism; the G20 countries expect us to strengthen cooperation, share experiences and contribute to global efforts to ensure food security.

The Ministry of Foreign Affairs proposed to work with the Ministry of Agriculture and Rural Development to develop a plan and implement agricultural diplomacy in 2025.

Turn nothing into something, turn difficult into easy

Speaking at the Conference, on behalf of the Government, Prime Minister Pham Minh Chinh sincerely thanked and highly appreciated the efforts, results and achievements of the agriculture and rural development sector, making important contributions to the overall achievements and results of the whole country in 2024.

Prime Minister Pham Minh Chinh stated that in 2024, under the wise, timely and drastic leadership and direction of the Party, directly and regularly by the Politburo and the Secretariat, headed by the General Secretary, the efforts of the entire political system, the support of the people, businesses, and the help of international friends, our country has overcome many challenges, resolved many difficulties, and achieved many achievements in all fields; achieved and exceeded all 15/15 socio-economic development targets; people's lives are increasingly prosperous and happy; the prestige and position of the country are enhanced.

Basically agreeing with the results that the reports and opinions have shown, the Prime Minister emphasized 3 more outstanding achievements and results of the agriculture and rural development sector .

Firstly, preventing, combating and overcoming the consequences of storm No. 3, especially advising, organizing, implementing regulation, operation, and ensuring the safety of dams such as Thac Ba and Hoa Binh hydroelectric reservoirs; quickly stabilizing the people's situation, not letting anyone suffer from hunger, cold, lack of housing, or lack of schools for students; quickly restoring production after the storm.

Second, the industry has affirmed the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible", in the face of difficulties caused by market disruptions, natural disasters, storms and floods...

Third , the industry promotes the application of science and technology, innovation, and digital transformation to respond to climate change, develop the digital economy, green economy, circular economy, and sharing economy...

According to the Prime Minister, the agricultural sector has ensured food supply, making an important contribution to promoting growth, controlling inflation, stabilizing the macro-economy, ensuring major economic balances, and ensuring social security.

In addition to the achieved results, the Prime Minister pointed out the limitations and weaknesses that the industry needs to focus on overcoming in the coming time. The industry has not fully exploited and developed its distinct potential, outstanding opportunities, competitive advantages and rice civilization. The work of building planning, strategies, institutions, mechanisms and policies to serve rapid and sustainable development is still limited. The removal of the EC's "Yellow Card" for seafood fishing still faces many difficulties and challenges...

Regarding lessons learned, the Prime Minister said that it is necessary to strictly comply with and implement the Party's guidelines and policies, the State's laws and policies; the ideology must be clear, the determination must be high, the efforts must be great, the actions must be drastic and effective, and each task must be completed; clearly assigning people, tasks, time, responsibilities, and products; and strengthening inspection and supervision; closely and effectively coordinating between agencies, units, and localities inside and outside the industry; and promoting international cooperation. In addition, it is necessary to closely follow the situation and market, respond to policies quickly and promptly, harmonize benefits, and share risks with partners, especially in times of difficulty and challenge.

According to the Prime Minister, in order to develop potential and advantageous products and sectors, it is necessary to focus on building agricultural product brands, so that when talking about coffee, pepper, cashew nuts, etc., we are talking about Vietnam. Along with that, there must be planning for raw material areas; market development; building geographical indications and designs; mobilizing bank capital; and building incentive mechanisms and policies.

Striving for GDP growth rate of the whole industry at 3.5-4%

According to the Prime Minister, 2025 is the year of acceleration and breakthrough towards the finish line of the entire 2021-2025 term, the year when Party Congresses at all levels will take place, preparing for the 14th National Party Congress. Therefore, the industry must accelerate, break through, and join the whole country in successfully implementing the socio-economic development plan according to the resolutions of the Party, National Assembly, and Government, in which the GDP growth target is at least over 8% and strives to reach double digits in 2025.

Regarding the main targets for 2025, the Prime Minister requested to strive for a GDP growth rate of 3.5-4% for the whole industry; total export turnover of agricultural, forestry and fishery products to reach 70 billion USD; the rate of rural households using clean water according to standards to be over 60%; forest coverage rate to be 42.02%...

Regarding guiding ideology, the Prime Minister first requested to focus on leading and directing the work of planning, building strategies, institutions, mechanisms, policies, and removing bottlenecks and bottlenecks to develop the industry quickly and sustainably.

Second, further promote the application of science and technology, digital transformation and innovation to develop the digital economy, green economy, circular economy, sharing economy, knowledge economy, night-time economy, etc.

Third, it contributes effectively to responding to climate change in key areas, especially subsidence, landslides, drought, and flooding in the Mekong Delta, the northern mountainous region, the Central region, and the Central Highlands.

Fourth, farmers must be more prosperous and happier, the countryside more modern, and agriculture more advanced. Farmers are the center and subject, agriculture is the driving force, and the countryside is the foundation.

Regarding key tasks and solutions, the Prime Minister requested to focus on implementing the industry development plan for 2025; at the same time, well organize Party Congresses at all levels and reorganize and streamline the apparatus.

The Prime Minister noted that it is necessary to ensure that no functions or tasks are left out, to minimize interference and overlap, to perfect functions and tasks better and more comprehensively; to strengthen decentralization and delegation of authority along with resource allocation, to improve implementation capacity and to strengthen supervision and inspection; to eliminate intermediaries, to avoid inconvenience and harassment for people and businesses; to ensure publicity and transparency, to promote digital transformation to reduce costs for people and businesses; to streamline the apparatus associated with streamlining the payroll, restructuring and improving the quality of the staff, to ensure that the apparatus after the arrangement is truly streamlined, compact, strong, and operates smoothly, effectively and efficiently.

Second, continue to focus on perfecting institutions, building mechanisms, policies, strategies, and planning, doing it methodically but urgently, valuing time, intelligence, and timely decisiveness, quickly removing bottlenecks for development, effectively mobilizing resources with the spirit of "resources come from thinking, motivation comes from innovation, and strength comes from the people".

Third, promote agricultural restructuring according to three key product groups, according to industries and fields, and restructure production by region; effectively implement the "One Commune One Product" Program - OCOP; actively implement the Project "Sustainable development of one million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030".

Reorganize production towards sustainable development based on potential and comparative advantages, apply high technology, focus on developing quality and advantageous products; develop enterprises in the agricultural sector, overcome the situation of small-scale and fragmented production.

Strengthening the linkage of 5 parties: Farmers - State - Enterprises - Banks - Scientists; effectively participating in the global agricultural production network and value chain.

Fourth, promote digital transformation, industrialization and modernization of agriculture and rural areas. Proactively and effectively implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Build a database of the entire Vietnamese agricultural sector to develop artificial intelligence in the agricultural sector; promote innovation, digital transformation, mechanization and application of science and technology, high technology, intelligence and automation in agricultural production.

Fifth, develop the market and build the brand of Vietnamese agricultural products; diversify markets, products and supply chains . Quickly negotiate, sign and take advantage of free trade agreements, especially EVFTA and CPTPP, to restructure the export market, reduce dependence on some markets, and remove barriers to penetrate new markets.

Sixth, develop the marine economy, promote marine farming and sustainable seafood exploitation. Focus on thoroughly resolving the EC's recommendations to remove the "Yellow Card" in 2025, and prevent and strictly handle fishing vessels illegally exploiting in foreign waters.

Seventh, sustainable forestry development. Strengthen management, protection and development of forests, especially natural forests and protective forests; promote the development of wood and non-timber forest products processing and export industries. Collaborate with relevant agencies to advise competent authorities to issue mechanisms and policies to promote the multi-use value of forests, especially carbon absorption and storage services, and reduce greenhouse gas emissions from forests.

Eighth, effectively implement the National Target Program on New Rural Development ; actively participate in eliminating temporary and dilapidated houses; develop agricultural tourism and rural tourism. New rural development must go hand in hand with creating conditions for rural economic development, creating conditions to improve people's lives and incomes, preserving and promoting the cultural identity of each region. Focus on performing well the task of preventing and combating natural disasters, avoiding being passive and surprised.

Ninth, promote agricultural diplomacy ; integrate and cooperate internationally to develop agriculture and rural areas, while proactively fighting to protect the rights and interests of the nation and protect Vietnamese agricultural products.

The Prime Minister requested that in the first quarter of 2025, the Ministry of Agriculture and Rural Development and other agencies must submit to the Government two projects on responding to climate change, subsidence, and landslides in the Mekong Delta and responding to landslides in the northern mountainous region.

The Prime Minister believes that with the new momentum, spirit, and foundation over the past years, the heroic historical tradition of farmers, the rice civilization, the efforts of the subjects in the industry, the cooperation of ministries, branches, agencies, the support and cooperation of friends and international partners, the agricultural sector will well implement the three strategic breakthroughs in institutions, infrastructure and human resources, achieve and exceed the set goals, contributing to the country entering a new era, an era of national growth, prosperity, civilization and prosperity.
