The Department of Labor, Invalids and Social Affairs of Ha Tinh has focused on key points and a suitable roadmap in arranging the organizational structure, ensuring the set progress for public service units.

On the afternoon of January 22, the National Assembly Delegation of Ha Tinh province had a thematic supervision session on the implementation of legal policies on "Innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023 in Ha Tinh province" at the Department of Labor, Invalids and Social Affairs.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia and Director of the Department of Labor, Invalids and Social Affairs Nguyen Tri Lac chaired the supervision session.

In recent times, the Department of Labor, Invalids and Social Affairs has been proactive, focused, and has implemented a suitable roadmap in the arrangement of the organizational structure to ensure the set progress. The organizational structure has been arranged and consolidated in a streamlined manner, reducing the number of focal points; functions and tasks have been reviewed and adjusted appropriately, overcoming the situation of duplication and overlap of tasks and management areas.

The Department has reorganized and merged its affiliated units, reducing the number of public service units from 8 to 7. From January 1, 2015 to December 31, 2023, the Department of Labor, Invalids and Social Affairs has streamlined the payroll of 10 civil servants and public employees according to regulations.

After the arrangement, the functions, tasks and powers of public service units are implemented according to regulations. Currently, the units have been operating stably, the organizational structure is streamlined, and the operation is effective and efficient.

Ms. Bui Thi Quynh Tho - Full-time member of the Economic Committee, National Assembly delegate of Ha Tinh province discussed with the Department of Labor, Invalids and Social Affairs some contents to clarify the innovation of the organization and management system, improve the quality and efficiency of operations of public service units.

In addition to the achieved results, the ability to socialize some services of public service units under the Department of Labor, Invalids and Social Affairs is still limited; the number of employees in assigned public service units is still lacking, so the implementation of the policy of streamlining the payroll still faces many difficulties...

Through the monitoring delegation, the Department of Labor, Invalids and Social Affairs proposed that the Government consider and adjust the roadmap to cut 10% of the payroll of public employees receiving salaries from the state budget according to Resolution No. 19-NQ/TW; arrange payroll and allow the recruitment of enough payroll to arrange and assign appropriately according to Decree 120/2020/ND-CP of the Government; consider issuing public service prices in vocational training at college and intermediate levels so that the Provincial People's Committee can place orders and assign training tasks associated with budget allocation to vocational training institutions...

Director of the Department of Labor, Invalids and Social Affairs Nguyen Tri Lac clarified some issues that the monitoring delegation was interested in.

Speaking at the supervision session, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia acknowledged and highly appreciated the results of the implementation of the Central and Provincial resolutions on the arrangement and organization of the apparatus, improving the quality and efficiency of the operations of public service units of the Department of Labor, Invalids and Social Affairs; effectively implementing the roadmap to reduce State budget expenditures in public service units; and advising the province well in removing difficulties and obstacles in the organization and management of public service units.

The Deputy Head of the Ha Tinh National Assembly Delegation also accepted the recommendations and proposals of the Department of Labor, Invalids and Social Affairs. For recommendations under the Central authority, the delegation will synthesize and promptly reflect them to the forums. For recommendations under the provincial authority, the delegation will have recommendations for consideration and resolution.
