According to the telegram, to proactively respond to storm No. 3 and heavy rain caused by the circulation of storm No. 3 in the coming days, the Ministry of Transport requested the Vietnam Maritime Administration to direct maritime port authorities to review, call on, and guide ships still operating at sea not to enter or exit dangerous areas and to return to safe shelters.

The Vietnam Maritime Administration coordinates with the local Command Committee for Natural Disaster Prevention and Search and Rescue to organize and guide safe anchoring of vessels. At the same time, direct the Vietnam Maritime Search and Rescue Coordination Center to ensure the maintenance of specialized search and rescue forces and means, ready to participate in rescue when ordered.

The Vietnam Road Administration directs the Road Management Areas to preside over and coordinate with the Departments of Transport and local authorities to inspect and reinforce vulnerable locations at risk of further landslides due to recent floods. Prepare materials, equipment and human resources to be ready to overcome the consequences of rain and storms on national highways.

The Vietnam Road Administration inspects storm prevention preparations at ferry terminals, critical road areas, weak bridges, etc. to promptly develop plans to ensure smooth traffic in the shortest possible time. At the same time, coordinate with relevant agencies to direct investors and road construction contractors to implement storm and flood prevention plans.

Vietnam Railway Authority and Vietnam Railway Corporation directed units to closely monitor the developments of storm No. 3, strictly implement patrol and guard regimes at vulnerable works and locations, key areas such as: weak bridges and roads, areas prone to flooding; areas prone to flash floods, steep mountain passes, falling rocks, landslides, railway areas downstream of dikes and irrigation dams.

The Vietnam Inland Waterways Administration urges inland waterway management units to inventory and review means of transport serving natural disaster prevention and search and rescue work such as ships, boats, canoes, buoys, rafts, mooring posts, anchors and buoys, ensuring readiness to respond when situations arise.

The Vietnam Inland Waterways Administration directs units to organize and guide traffic safety and prevent bridges from drifting during and after storms and floods at key locations on national inland waterways. At the same time, coordinate with the local Steering Committee for Natural Disaster Prevention and Search and Rescue in providing guidance on safe anchoring and sheltering places for inland waterway vehicles and taking measures to ensure the safety of people and vehicles when situations arise. In particular, direct the safety of inland waterway vehicles operating in areas affected by storms.

The Civil Aviation Authority of Vietnam directed airports to inspect storm and flood prevention work at airports, terminals, signal information systems, operations, command, etc. to have plans to ensure safety and minimize damage caused by rain and storms.

The Civil Aviation Authority of Vietnam has directed airlines and aviation service companies to closely monitor the developments of storm No. 3 to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.

The Ministry of Transport requested the Vietnam Maritime Electronic Information Company to direct coastal information stations to increase broadcasting time to announce and warn about storm No. 3; guide and call on ships to move away from dangerous areas or to seek safe shelter.
