Quang Nam transport sector proactively responds to storms

Efforts to overcome difficulties

Identifying disaster prevention and search and rescue (PCTT&TKCN) as one of the key tasks of the industry, the Department of Transport always adheres to the motto "Proactive prevention, active response" to closely coordinate traffic regulation, block dangerous areas, and overcome landslides as quickly as possible during the rainy and stormy season.

Director of the Department of Transport - Mr. Van Anh Tuan said that the industry outlined plans, organized implementation, mobilized forces and means to seriously implement according to the motto "four on-site" so that the traffic situation was quickly stabilized after each heavy rain.

The industry's PCTT&TKCN Command Board has been strengthened, its role and responsibility have been enhanced, and it has operated flexibly, in accordance with the actual developments of floods and damage to works.

The Department of Transport leader said that overcoming landslides caused by storms and floods to open traffic and ensure traffic safety must be carried out in adverse weather conditions and difficult terrain, which is a specific task for the industry. However, the standards for this activity have not yet been issued.

In recent years, units have had to apply the norm SF.11100 (excavation of landslides and rocks by labor and bulldozers) of Circular No. 12, dated August 31, 2021 of the Ministry of Construction to make estimates, which is not legally sufficient and not suitable for reality. The Department has proposed that the Ministry of Transport soon develop and promulgate norms for excavation of landslides and rocks on national highways for localities to apply in making estimates and in accordance with reality.

An important force contributing to storm response is the road management units. These units have enough potential in terms of machinery, personnel and materials to promptly reinforce the weak points and projects managed by the Department of Transport.

Mr. Van Anh Tuan added that information technology is widely applied to help grasp the developments of floods. Information on traffic and flood situations is provided to the media, promptly transmitted to people, organizations and localities.

However, the PCTT&TKCN work of the provincial transport sector actually still faces many limitations and difficulties that must be overcome and efforts must be made to overcome. For example, units must use their own funds (bank loans) to purchase equipment, supplies, and materials to prepare before the rainy and stormy season and to carry out construction to overcome the consequences of natural disasters.

Meanwhile, overcoming the consequences, handling traffic jams, ensuring traffic requires a large budget (high material and labor prices); the construction completion time is prolonged due to the impact of the weather. Not to mention, it takes more time to prepare, appraise, approve the project completion documents and arrange payment capital, leading to units having to owe banks for a long time, high interest rates, financial difficulties...

Proactive response

Following the direction of the Department of Transport, these days, the management and maintenance units of national highways (QL) and provincial roads (DT) managed by the sector have conducted field inspections, proactively cleared ditches, reinforced key locations... to ensure safe traffic.

Director of Ky Trung Company Limited - Mr. Le Van Dung said that the unit will carry out this task and try to complete it before August 30, 2024 on the routes QL14H, DT603, DT603B, DT607, DT607B assigned to manage and maintain. After August 30, the enterprise will continue to monitor and inspect to promptly detect abnormalities and have timely solutions.

As a unit with a lot of experience in responding to and overcoming natural disasters in the provincial transport sector, Quang Nam Transport Construction Joint Stock Company is editing and supplementing the PCTT & TKCN plan.

Mr. Nguyen Tuan Anh - General Director of the company shared that reviewing the plan is very important, helping the unit prepare enough forces, equipment, fuel reserves, materials and other conditions to be ready to mobilize immediately when a situation arises according to the "four on-site" principle, especially on important routes with high risk of damage such as National Highway 14D, National Highway 14B (section through Nam Giang), National Highway 14E or DT611 (section through Le Pass, Que Son).

Rapid response teams have also been strengthened and improved to promptly handle situations at the scene and restore traffic as soon as possible. The company also requires its factories and construction sites to prepare food, supplies, and medicine for at least 5 days.

Deputy Director of the Department of Transport - Mr. Tran Ngoc Thanh said that the industry will direct functional departments and route management units to proactively contact localities where the routes pass through to develop regulations for coordination in responding to, handling and overcoming the consequences of natural disasters on each route.

In particular, focus on mobilizing machinery, equipment, and local forces to support disaster recovery to ensure traffic in the fastest time. Coordinate with local authorities to get guidance on determining waste disposal sites and supply sources of materials such as sand and stone to serve the recovery process.

In addition, line management units must participate in rescue and relief operations in assigned areas; support the overcoming of damage caused by natural disasters according to local requirements and industry mobilization.

The Department of Transport Inspectorate is responsible for coordinating with the road and waterway traffic police to separate traffic flows and guide people and vehicles to circulate smoothly and safely.
