Promoting the role of Party committees in receiving people and resolving complaints and denunciations

The activities of receiving citizens, handling petitions, recommendations, complaints and denunciations (KNTC) have recently been focused on and directed by the provincial Party Committees. Thanks to that, many cases of complaints, denunciations and recommendations from people, businesses and organizations have been reviewed and resolved promptly, in accordance with regulations, achieving positive results.

The work of receiving citizens and resolving complaints and denunciations has been actively, responsibly and effectively participated by the entire political system in the province. The Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, and directly the Provincial Party Secretary, have focused on leading, directing and enhancing the effectiveness of citizen reception, resolving reflections, recommendations and complaints and denunciations in the area; chairing regular meetings with the provincial internal affairs agencies to direct the work of receiving citizens and resolving complaints and denunciations; setting an example in receiving, handling petitions and directly dialogue to resolve citizens' petitions and denunciations. In 2022, the Provincial Party Secretary received 11 meetings with 223 citizens with 30 cases (11 large groups). From the beginning of 2023 to now, the Provincial Party Secretary has received 3 meetings with nearly 100 citizens.

The Provincial People's Council Party Committee has directed the promulgation of regulations and rules on citizen reception, supervision and urging the settlement of complaints, denunciations, reflections and recommendations in accordance with its functions and authority. Notably, such as the Regulation on the process of receiving and handling complaints, denunciations, and recommendations from organizations and individuals sent to the Provincial People's Council, term XIV, 2021-2026; Regulations on receiving, classifying, transferring to competent agencies for settlement, urging and supervising the settlement of voters' recommendations through voter contact activities of delegates of the Provincial People's Council, term XIV, 2021-2026. The Provincial People's Committee Party Committee directs the Provincial People's Committee to issue about 30 directives each year to improve the effectiveness of citizen reception and settlement of complaints and denunciations; strengthen compliance with the law on administrative proceedings and execution of administrative judgments; maintain regular and unscheduled inspections of the implementation of citizen reception and settlement of complaints and denunciations; Strengthening the processing, resolution and response to citizens' petitions.

Every year, the Standing Committee of the Provincial People's Council organizes sessions to explain and resolve voters' petitions and citizens' complaints and denunciations to reach agreement with the Provincial People's Committee in directing, operating, and urging the settlement of complaints and denunciations, especially complicated and prolonged cases. Typically, in 2022, it will focus on resolving compensation cases for land acquisition for the Aquaculture Hill Villa Project in Bai Chay Ward (Ha Long City); land acquisition cases from families to implement the project to renovate and synchronize provincial road 336 in Ha Trung Ward (Ha Long City); petitions from people of Song Khoai Commune (Quang Yen Town) related to compensation and support for the implementation of the Song Khoai Industrial Park project; land acquisition to implement the project to renovate and upgrade National Highway 18, Bac Ninh - Uong Bi - Ha Long section (section passing through Dong Trieu Town, Uong Bi City, Quang Yen Town, Ha Long City)...

Party committees under the Provincial Party Committee issue plans and directives on the implementation of citizen reception and complaint settlement; maintain monthly internal affairs meetings, including content on citizen reception and complaint settlement. Since the beginning of 2022, Party executive committees, Party delegations, and Party committees under the Provincial Party Committee have issued nearly 400 directives on citizen reception, direct dialogue with people, and handling and resolving complaints. The issuance of leadership and directive documents on this work has contributed to raising awareness, enhancing responsibility, and creating positive changes in Party committees, Party organizations, authorities at all levels, and the leadership team, civil servants, especially the responsibility of the head.

District, town and city Party Committees focus on implementing the directions of the Central and Provincial Party Committees on strengthening the work of receiving citizens and handling complaints and denunciations; directing the review, urging the handling and final settlement of a number of complaints and denunciations in the area, especially cases with many people. Typically: Ha Long City, the Secretary of the City Party Committee chaired a quarterly conference to direct the review and report on the situation and results of the work of receiving citizens and handling petitions and letters; directed the focus on handling petitions and letters within the deadline; gave opinions and directions on the settlement of a number of specific cases. Uong Bi City inspected the implementation of legal provisions on corruption prevention and control and the implementation of the law on receiving citizens and complaints and denunciations in 10 wards, communes, departments and offices. Dam Ha District Party Committee directed the District Fatherland Front Committee to coordinate with the District People's Procuracy to inspect the reception and handling of denunciations and reports of crimes, recommendations for prosecution and handling of complaints and denunciations in judicial activities at the District Police...

With the synchronous and drastic leadership and direction of the provincial Party Committees, the work of receiving citizens and resolving complaints and denunciations has achieved positive, quality and effective results. Quang Ninh is one of the localities with a large number of complaints and denunciations to be resolved compared to the national average (mostly related to land, compensation for land acquisition and clearance for economic and social development projects, national security and defense, etc., accounting for nearly 90% of the province's petitions), and the settlement rate is high every year. In 2022, 89.54% of complaints were resolved at the provincial level; 87.88% at the district, department, branch and commune levels. The number of denunciations resolved by state administrative agencies at all levels reached 90.9%. All met the target and requirements set at the beginning of the year, which was over 85%. Complaints and petitions from people and businesses were resolved promptly and reasonably. Thereby contributing to keeping the area stable, not forming "hot spots", not causing more complicated and crowded KNTC incidents that cause instability in security and order, and social safety.

Attending the regular citizen reception meeting in April 2023 of Quang Ninh province, Head of the Central Citizen Reception Committee Nguyen Hong Diep highly appreciated the work of receiving citizens and handling complaints and denunciations carried out by the province in a disciplined, responsible, open-minded, and exemplary manner, especially the role of the heads of Party committees at all levels, demonstrating the spirit of Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo. By promoting the leadership and direction of Party committees at all levels in the work of receiving citizens and dialogue to resolve complaints and denunciations, many complicated, crowded, and prolonged complaints have been limited. Thereby, contributing to maintaining stability in the locality, creating consensus among the masses, cadres, and Party members, ensuring security and order, and creating favorable conditions for socio-economic development.
