Support youth business start-up development

Quang Ninh province has implemented many synchronous solutions to enhance competitiveness and improve the investment and business environment. The effective implementation of Resolution No. 05-NQ/TU dated April 9, 2021 of the Provincial Party Committee on promoting administrative reform has contributed to eliminating unnecessary barriers and reducing informal costs for businesses. In particular, the province has promoted digital transformation in administrative activities, improved the quality of online public services, simplified procedures, reduced file processing time, created conditions for businesses to quickly access administrative procedures, and made it more convenient for startups.

In 2024, the Provincial People's Committee also organized the opening of the Center for Innovation and Digital Transformation Support to create a space to support innovation. The Center's function is to provide space, utilities, and facilities to support activities for the community, businesses in general and startups in particular; receive and develop initiatives and practical experiments, organize competitions of ideas and initiatives to serve the community. At the same time, it improves the scientific and technological capacity of small and medium enterprises; organizes activities to promote the development of the innovative startup ecosystem; supports the development of startup ideas and projects, and links with incubators inside and outside the province to carry out incubation of startup projects.

The province has mobilized the participation of both the public and private sectors in supporting businesses, especially small and medium enterprises. Business households are encouraged to transform their operating models towards more professionalism, accessing resources in terms of capital, technology and markets. In addition, the province also allocates a significant budget to support businesses. For example, in 2021, the province allocated 20 billion VND to the Department of Planning and Investment to implement policies to support small and medium enterprises and innovative startups. The connection between businesses in the province has also been promoted, helping to effectively exploit advantageous product value chains.

In addition, the province always effectively promotes the participation of businesses, organizations and individuals in supporting creative startups, including mobilizing the participation of the Young Entrepreneurs Association and the active support of the Provincial Investment and Startup Club in supporting youth startups. The province also connects forces such as businesses, Farmers' Association, Women's Union, Veterans Association, and scientists to support young people in starting businesses, establishing businesses, enhancing scientific and technical exchanges in livestock breeding, production, connecting, and finding inputs for raw materials and outputs for products.

In particular, the province has established and maintained the Ha Long Investment and Startup Club. This is a place to connect and support young people with a passion for business and creativity in Ha Long City. From 2024 to present, the Club has organized nearly 30 exchanges, more than 12 business tours and proposed 12 startup ideas, of which 3 excellent ideas entered the final round of the "Creative Startup Ideas of Quang Ninh Province" Contest. In particular, the Club has launched and sponsored the career and youth business club The Beezzniz, helping high school students in the city to have early access to the real business environment.

Since 2018, the "Creative Startup Ideas of Quang Ninh Province" contest has been held annually, and has created a useful exchange playground for young people. In the past 3 years, the contest has received 162 startup ideas and projects from young people, students and pupils. Each year, the ideas and projects have increased in both quantity and quality, clearly demonstrating the spirit of innovation and creativity of young people. Activities to support young people in accessing preferential loans to create jobs and develop the economy have been effectively implemented. By the end of 2024, the total outstanding debt at the Social Policy Bank managed by the Youth Union reached 569.06 billion VND. The whole province has supported over 120 young people to start businesses, including 28 young people starting innovative businesses. At the same time, 132 businesses owned by young people have been consulted and supported in development.

Activities to connect young entrepreneurs and start-up businesses with investors in the province in supporting output and product consumption; supporting rural youth to participate in introducing and displaying products in trade promotion programs organized by the Provincial Young Entrepreneurs Association continue to be promoted. In addition, the province has supported the establishment of 14 cooperatives owned by youth and implemented the One Commune, One Product (OCOP) program in 12 communes with youth products meeting OCOP standards.

With synchronous solutions, Quang Ninh province is gradually realizing the goal of developing 10,000 enterprises in the period of 2021-2025. Accompanying and supporting enterprises, especially young entrepreneurs, not only promotes economic development, but also contributes to building a strong and dynamic business community, making Quang Ninh a leading locality in administrative reform, attracting investment and sustainable development.
