The unfortunate electrical accident that occurred at around 12 o'clock on July 15, in Ang Nua commune (Muong Ang district) that caused the death of Mr. V.D.D (Muong Ang town) was a warning bell about compliance with electrical safety among the people. Although the fishing location was under the 110kV power line and there was a sign "Caution there is high voltage above, do not fish or cast nets under the power line", because of subjectivity, Mr. D. still calmly used a long fishing rod to fish here. Until the fish bit the hook and pulled the fishing rod up, Mr. D. let the rod and fishing line fly onto the power line above, causing an electric discharge through the rod and fishing line onto his body, causing an accident. When the 110kV electric discharge, Mr. D. fell backwards and into the pond, leading to his death.

Not fishing but setting up bird cages, violating the safety corridor of the power grid also caused the death of Mr. LVC, Pe Noi village, Thanh Luong commune (Dien Bien district). Accordingly, at about 08:35 on May 24, 2024, the Safety Department (Dien Bien Power Company) received information by phone about an electrical accident among people in Thanh Luong commune (Dien Bien district). After arriving at the scene, the authorities verified the incident and collected information from the scene of the accident. According to some people near the scene, at about 07:00 on May 24, Mr. LVC stood on the ground, using a stainless steel bar to hang a bird cage on a beam anchoring the power pole. Although at the location of column number 10 of the Pe Luong Lake branch on Highway 471 E21.2, there were full warning signs "Do not climb! High voltage electricity is deadly", Mr. C. ignored the warning, violated the safety distance, and was electrocuted, causing an accident, leading to his death.

Recently, in the province, there have been a number of unfortunate incidents due to electrical accidents among the people. In particular, most of the electrical accidents leading to death are due to the victims' carelessness in the process of using electricity; subjectivity in complying with regulations on electrical safety. Unsafe use of electricity still occurs, although the Electricity sector has regularly propagated through many forms. In particular, it is important to focus on disseminating to people to properly implement regulations on protecting the safety corridor of high-voltage power grids, in order to minimize violations of the safety corridor of the power grid, reduce incidents caused by violations of the safety corridor of the power grid. At the same time, it is necessary to propagate to people to grasp and identify the dangers in the process of using electricity, how to prevent electrical accidents when using electrical equipment as well as contents related to the State's regulations on electrical safety, prevention of fire and explosion due to electricity.

Distributing electrical safety handbooks and leaflets on protecting the safety corridor of the power grid to people. Promoting propaganda and widespread dissemination on mass media. The unit also uses propaganda on mobile loudspeakers (using cars and motorbikes) in ethnic languages ​​(H'Mong and Thai) on the content of protecting the safety of the power grid corridor, preventing electrical accidents, prohibited acts and advising people not to plant tall, fast-growing trees in and near the safety corridor of the high-voltage power grid. Send propaganda content to the People's Committees of communes, schools, villages and hamlets to carry out propaganda in combination with meetings. At the same time, coordinate with the commune police and schools to organize seminars and provide direct guidance on prohibited behaviors regarding electrical equipment and electrical works; related regulations on protecting the safety of power grid corridors, preventing electrical accidents among people; preventing electrical fires and explosions... for teachers and students.

Despite the synchronous implementation of many solutions and proactive propaganda to raise awareness among people; however, due to the complex power grid system in the province with many feeders passing through mountainous areas, residential areas, etc., it has caused many difficulties for management, especially in ensuring the safety of the power grid system. Meanwhile, the limited awareness of some people in complying with electrical safety regulations has led to electrical accidents, mainly caused by arbitrarily climbing electric poles and transformer stations; fishing, trapping birds under the power grid corridor; transporting conductive materials violating the safety distance of the power grid, etc.

Electrical accidents are mostly caused by people's lack of knowledge about electricity, and at the same time, their subjective mentality. Therefore, to avoid unfortunate incidents, each individual and organization must strictly comply with the procedures and regulations related to electrical safety; do not approach or bring anything close to high-voltage power lines within the safe distance of electrical discharge to prevent electric shock or high-voltage discharge that can kill people. Especially during the rainy season, organizations and individuals using electricity need to pay attention when checking carefully before repairing the electrical system or replacing electrical equipment. Avoid exposed wires, touching the roof, fence; proactively turn off the power source of electrical equipment installed outdoors during heavy rain, strong winds or flooded areas... Along with the participation of authorities, first of all, for the safety of themselves and their families, each person should raise awareness, be proactive, and strictly comply with regulations related to electrical safety; thereby contributing to limiting risks caused by electricity.
