Standing Committees of People's Councils of Tuyen Quang and Ha Giang provinces met to discuss merger plans

Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council and Comrade Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Ha Giang Provincial People's Council co-chaired the meeting. Attending the meeting were comrades in the Standing Committee of the Provincial People's Council, leaders of the Provincial National Assembly Delegation, People's Council Committees, Office of the National Assembly Delegation and People's Councils of the two provinces.

Thoroughly grasping the purpose and requirements of the working session, comrade Le Thi Kim Dung emphasized that the merger of the provincial People's Council is an inevitable requirement, which needs to be implemented in accordance with the direction of the Politburo , the National Assembly and the Government. However, this is a new and unprecedented task, so it needs to be carefully studied, ensuring the principles of inheritance, stability, no major disruption, and at the same time promoting the advantages of the two localities.

Unified awareness is an important premise for building a practical and highly feasible merger plan, creating consensus from the grassroots. The role of the Standing Committees of the People's Councils of the two provinces at this time is not only to organize implementation, but also to be the creator and guide this roadmap in the right direction.

At the meeting, the two sides discussed the Draft to establish a Working Group to assist in developing a Plan to merge the People's Councils of Tuyen Quang province and Ha Giang province; Draft Plan to develop and implement the Plan to merge the People's Councils of Tuyen Quang province and Ha Giang province; Draft Plan to merge the People's Councils of Tuyen Quang province and Ha Giang province.

The two sides agreed to soon establish a Joint Working Group to develop a plan to merge the People's Councils, including representatives of the People's Council Committees, the Office and specialized agencies. The Working Group will be responsible for reviewing the current organizational and operational status of the People's Councils of the two provinces; advising on proposals for the organizational model, apparatus structure, number of delegates, specialized Committees and operating mechanism of the People's Councils after the merger...

The delegates all assessed that the merger of the Provincial People's Council is a key content, of special significance in the preparation roadmap for the provincial merger. This is not only a matter of organizational structure, but also associated with ensuring the effectiveness and efficiency of the elected bodies, improving the quality of supervision, issuing resolutions and demonstrating the role of representing the will and aspirations of the people after the merger.

Comrade Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Giang province spoke at the meeting.

Speaking at the meeting, comrade Thao Hong Son affirmed: Ha Giang Provincial People's Council supports the policy of merging provincial People's Councils and will closely coordinate with Tuyen Quang Provincial People's Council in the process of building and perfecting the plan. He said that it is necessary to build a clear roadmap, step by step implementation with control, in the spirit of democracy, openness and transparency.

The merger must be based on the spirit of initiative, solidarity, openness, responsibility and high political determination of the Standing Committees of the People's Councils of the two provinces. This will be the foundation for us to successfully complete our tasks, contributing to the successful implementation of the major policies of the Party and State on organizational innovation, streamlining, effectiveness and efficiency.

In her concluding remarks at the meeting, comrade Le Thi Kim Dung affirmed: Tuyen Quang and Ha Giang provinces have long had a close bond, which is a favorable condition for the merger of the two provinces. The development of a plan to merge the People's Councils of Tuyen Quang and Ha Giang provinces is an important step, with profound political significance in the process of implementing the policy of arranging provincial administrative units.

The Standing Deputy Secretaries of the Provincial Party Committee and Chairmen of the People's Councils of Tuyen Quang and Ha Giang provinces signed the Plan to merge the People's Councils of Tuyen Quang and Ha Giang provinces.

He suggested that the Standing Committees of the People's Councils of the two provinces continue to promote a sense of responsibility, closely follow the direction of the Central Government, local practices and legal regulations to develop a merger plan that is close to reality, feasible and creates broad consensus among cadres, party members and people.

He also requested that the People's Councils of the two provinces urgently carry out their tasks according to plan, ensuring quality, progress and close coordination between relevant agencies. In the process of implementing the plan, special attention should be paid to regional specific factors, cultural - social and ethnic factors, as well as the legal and legitimate rights of cadres, civil servants and People's Council delegates of the two provinces.

The arrangement of the organizational apparatus must be associated with improving the quality of the People's Council's activities, avoiding overlap or interruption of work.
