Improving vessel capacity for offshore exploitation

Việt NamViệt Nam19/08/2024

In order to develop the fisheries industry in a sustainable direction, in recent times, Ninh Thuan province has continued to promote the implementation of tasks according to the plan for effective and sustainable fisheries development in the period of 2022-2025, with a vision to 2030, with solutions to restructure the fleet and occupations in accordance with the ability to exploit aquatic resources, in accordance with the orientation of fisheries development and the socio-economic conditions of the locality.

Ninh Hai district has nearly 1,000 operating vessels with a total capacity of over 145,000 horsepower. To help fishermen exploit seafood effectively, the locality encourages and implements policies to support fishermen in building new large-capacity vessels; converting, upgrading, and maintaining vessels; supplementing fishing gear; investing in technology and modern equipment for offshore fishing; directing Thanh Hai, Vinh Hai, Tri Hai, and Khanh Hai communes to consolidate their united teams and groups to exploit at sea to support each other during the exploitation process; organizing fishing in fishing grounds inside and outside the province suitable for each type of industry. Coordinate with the Department of Fisheries to organize training courses on offshore fishing techniques; strengthen the updating and provision of fishing ground information to help fishermen have effective exploitation plans; Focus on raising awareness among fishermen in complying with legal regulations on exploitation and protection of aquatic resources, especially regulations against illegal, unreported and unregulated fishing (IUU)... Thanks to that, it has helped ship and boat owners comply with Vietnamese and international laws in the process of fishing and exploiting seafood.

Fishermen in My Tan village, Thanh Hai commune (Ninh Hai) invested in large capacity boats to go offshore to exploit seafood.

Arriving at Ninh Chu fishing ports, Khanh Hai town; My Tan, Thanh Hai commune... these days, we recorded the bustling atmosphere of boats transporting mackerel, tuna, anchovies, squid... from the boat's hold to the shore to be weighed and sold to traders; at the same time, taking advantage of transporting food, fuel, ice to continue going to sea. Fisherman Tran Dinh in My Tan 1 village, Thanh Hai commune happily said: This year's Southern fishing season has been quite favorable for seafood exploitation activities. In the past two months, my family's fishing boat has gone to sea 7 times to exploit in the sea area of Ninh Thuan to Nha Trang (Khanh Hoa) and around Phu Quy island (Binh Thuan). Thanks to the application of modern horizontal detectors and positioning devices on fishing boats, it helps the boats to fish smoothly, without spending much time finding fish streams like before. Thanks to that, each trip, the boat catches an average of over 1.5 tons of mackerel, tuna of all kinds. After deducting fuel costs and wages paid to crew members, the family still has an income of over 350 million VND, so they are very excited. The family is currently preparing fuel for the next trip with the expectation of achieving a good seafood harvest.

Like Ninh Hai, in recent times, Thuan Nam district has also encouraged and implemented policies to support fishermen in building new large-capacity ships, converting, upgrading, maintaining boats, and equipping them with modern means to go offshore to exploit offshore aquatic products. The whole district has over 910 boats in operation, with a total capacity of over 246,000 horsepower, of which 432 boats are 15 meters or longer, operating offshore. Thanks to the increasingly developed capacity of boats, the annual seafood exploitation output of the district has increased significantly, thereby helping the economy of households working in the sea to develop more and more. Ca Na commune is a typical example, the locality is changing its appearance every day thanks to promoting its potential and existing advantages, such as Ca Na fishing port, which is favorable for developing the exploitation and processing of aquatic products.

Comrade Nguyen Duy Lan, Vice Chairman of Ca Na Commune People's Committee, said: The whole commune has 317 fishing boats with a total capacity of about 80,000 horsepower, 46 fish sauce processing facilities, and 20 steamed fish processing facilities. The seafaring profession is considered the main occupation of local people. Currently, the whole commune has established 37 solidarity groups and teams and 1 fishing union operating in the same profession and fishing grounds, supporting each other in activities at sea, contributing to improving exploitation efficiency and increasing income for fishermen. At the same time, it participates with functional forces to protect the sovereignty of the sea and islands of the Fatherland.

Our province has a coastline of more than 105km, a territorial sea of 18,000 km2 with great potential for aquaculture and fishing; in parallel with taking advantage of the exploitation strengths to bring economic benefits, the province always focuses on protecting and sustainably developing marine resources. In addition, the seafood exploitation industry has been reorganized in the direction of promoting the transformation of the fleet structure and the offshore fishing industry structure in a reasonable manner. Increasing the capacity of the offshore fishing fleet by supporting and encouraging the construction, conversion and upgrading of fishing vessels; installing modern maritime equipment such as VX-1700 communication equipment, Sonar transom detectors, marine radars, Movimar satellite connection equipment, net collectors, hook collectors, hydraulic winches... and developing purse seine, line, cast net, mixed gillnet to exploit seafood in the offshore area for high economic value. The whole province currently has 2,308 fishing vessels of 6m or more, of which 862 fishing vessels of 15m or more in length are eligible to participate in offshore fishing.

The Southern fishing season is considered the main fishing season of the year. Therefore, to help fishermen exploit effectively, right from the beginning of the season, the Department of Fisheries has regularly updated and provided information on fishing grounds and aquatic resources to help fishermen plan effective fishing; At the same time, it has actively coordinated with local authorities to propagate and mobilize fishermen to repair and maintain boats, machinery, marine equipment, and supplement fishing gear... Thanks to that, from the beginning of the Southern fishing season to now, the whole province has about 98% of boats participating in seafood exploitation activities, mainly purse seine and scooping to catch anchovies, mackerel... From the beginning of 2024 to now, the whole province has exploited nearly 57,000 tons of seafood of all kinds. Particularly in the Southern fishing season (from the beginning of April to the end of September), which is considered the main fishing season, local fishermen have high expectations that the total exploitation output of the whole province will reach 42,000 tons of seafood of all kinds. To effectively exploit the Southern fish season, in the coming time, the fisheries sector will focus on propagating, encouraging and motivating fishermen to go offshore, expand fishing grounds, apply some advanced exploitation technologies for exploitation; organize joint exploitation at sea in groups and teams to increase fishing efficiency, reduce production costs; at the same time, promote information on fishing grounds and consumption markets so that fishermen can proactively go offshore and fish with the highest efficiency.

Comrade Dang Kim Cuong, Director of the Department of Agriculture and Rural Development, said: In order to develop sustainable, responsible and internationally integrated fisheries, this year the province continues to implement solutions to support fishermen in exploiting aquatic products in offshore areas; focusing on combating illegal, unreported and unregulated (IUU) fishing. At the same time, the province continues to promote the implementation of tasks according to the plan for effective and sustainable fisheries development for the period 2022-2025, with a vision to 2030, with solutions to restructure the fleet and occupations in accordance with the ability to exploit aquatic resources, in accordance with the orientation of fisheries development and the socio-economic conditions of the locality.
