Improve the quality of party membership recruitment work

In recent times, Party committees and Party organizations (PCCs) at all levels in the province have actively implemented many synchronous solutions to create a source of elite masses, ensure the Party admission target, and at the same time improve the quality of Party members, contributing to building strong grassroots Party organizations (GSOs).

Identifying the work of developing Party members as a regular and important task in Party building, aiming to supplement the number of quality Party members, rejuvenate the contingent, ensure the continuity and continuous development of the Party, and improve the leadership capacity and fighting strength of the Party organizations. Ninh Thuan Provincial Party Committee has directed Party committees and Party organizations at all levels to focus on effectively implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening the consolidation and building of Party organizations and improving the quality of the Party contingent in the new period; Continue to implement Directive No. 28-CT/TW dated January 21, 2019 of the Secretariat on improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party and Regulation No. 138-QD/TW dated December 1, 2023 of the Secretariat on the functions, tasks, and working relationships of Party committees and grassroots Party cells of agencies. The Standing Committee of the Provincial Party Committee issued an official dispatch requesting Party committees and Party organizations at all levels in the entire Party Committee to identify this as an urgent, regular, immediate and long-term task. Continue to regularly and extensively propagate, fully and deeply grasp the Party Charter, central regulations on implementing the Party Charter; what Party members are not allowed to do; exemplary responsibility of cadres and Party members.

The Provincial Party Committee clearly defines the tasks and solutions to rectify the work of admitting Party members, thoroughly overcoming the situation of chasing quantity and neglecting quality. The results of implementing the Party member admission targets are considered an important basis for evaluating and classifying collectives and individual leaders and managers according to decentralization, especially the heads. Accordingly, every year, Party committees and Party organizations must develop plans for admitting Party members in accordance with the conditions and characteristics of the practical situation of the Party Committee and Party cell; pay attention to and focus on directing the work of admitting Party members in rural areas, non-state enterprises, students, etc. Newly admitted Party members must be truly outstanding people, with good political qualities, pure morality, trained and tested in practice; have the right motivation to join the Party; and have a correct and complete understanding of the Party. Through activities and emulation movements at the grassroots level, to discover and select positive factors, especially union members, workers, students with achievements, exemplary in movements, and prestigious people in the community, to have plans to nurture, help, and create conditions for them to strive to become Party members.

Strictly implementing the direction of the Provincial Party Committee, Party committees at all levels have focused on implementing many measures with a high sense of responsibility. Thanks to that, the work of recruiting new Party members has been carried out, especially for the first time recruiting Party members who are students of the District Party Committees, City Party Committees, and affiliated Party Committees, all of which have met and exceeded the assigned targets. In 2024, the entire Provincial Party Committee recruited 853 Party members, reaching 106% of the assigned target, bringing the total number of Party members in the province to 22,551, operating at 435 Party organizations. In particular, Party committees achieved high results such as: The Public Security Party Committee recruited 173%, the Border Guard Party Committee recruited 125%; Ninh Hai District Party Committee recruited 113% of the assigned target...

The year 2025 is of great significance, as it is the year of organizing Party Congresses at all levels towards the 14th National Congress of the Party. Promoting the achieved results, the Provincial Party Committee directed Party Committees and Party organizations at all levels to continue implementing solutions to improve the leadership capacity, fighting strength of the Party organization and the quality of cadres and Party members according to Conclusion No. 21-KL/TW, Resolution No. 21-NQ/TW in conjunction with strictly implementing the working regulations of grassroots Party committees; continue to deploy the model of "4-good grassroots Party organizations", "4-good Party cells", improving the quality of Party cell activities. Promote solutions to create sources and develop Party members to ensure meeting targets; in which, pay attention to Party development in non-state enterprises and among students in conjunction with promoting screening and removing unqualified Party members from the Party. Strengthening the work of education, training and management of Party members, especially those working far away and those working in agencies, enterprises and public service units, maintaining contact with Party cells and grassroots Party committees and being exemplary in fulfilling their civic duties at their place of residence. Carrying out well the work of internal political protection to serve the work of training planning, appointment, arrangement and use of cadres and the work of recruiting new Party members. Strengthening the consolidation and building of Party organizations and improving the quality of Party members; creating a strong change in improving the leadership capacity, fighting strength of Party organizations and the quality of Party members. Consolidating, perfecting and arranging Party organizations in accordance with the organizational arrangement of the political system, associated with perfecting and strictly implementing regulations on functions, tasks, powers, responsibilities and working relationships of Party organizations to ensure that they are suitable to reality and new requirements and tasks.
